(وَأَطِيعُوا اللَّهَ وَرَسُولَهُ وَلا تَنَازَعُوا فَتَفْشَلُوا وَتَذْهَبَ رِيحُكُمْ وَاصْبِرُوا إِنَّ اللَّهَ مَعَ الصَّابِرِينَ)
الحمد لله المتفردِ بالبقاءِ والقهر، ذي العزةِ والسَّتر، لا نِدَّ له فيُبارى، ولا شريكَ له فيُدارى، كتبَ الفناءَ على أهلِ هذهِ الدار، وجعلَ الجنةَ عقبى الذين اتقوا وعقبى الكافرين النار، قدرَّ مقاديرَ الخلائقِ وأقسامَها، وبعث أمراضَها وأسقامَها، وخلق الموتَ والحياةَ ليبلوَ الناسَ أيّهم أحسنُ عملا، جعل للمحسنين والمجاهدين الدرجاتِ، وللمسيئين والمنافقين الدركاتِ، والحمدُ لله منفسِ الكروبِ ومفرجِ الهمومِ، ومبدّدِ الأحزانِ، والأشجانِ والغمومِ، جعلَ بعد الشدةِ فرجا، وبعد الضيقِ والضُّرِ سَعة ومَخرجا، لم يُخلِ محنةً من منحةٍ، ولا نقمةً من نعمةٍ، ولا نكبةً ورزيةً من عطاءٍ وهبةٍ،
أما بعد:
فطاعةً لله تعالى حيث يقول: (وَاعْتَصِمُوا بِحَبْلِ اللَّهِ جَمِيعاً وَلا تَفَرَّقُوا)، ويقول:(وَأَطِيعُوا اللَّهَ وَرَسُولَهُ وَلا تَنَازَعُوا فَتَفْشَلُوا وَتَذْهَبَ رِيحُكُمْ وَاصْبِرُوا إِنَّ اللَّهَ مَعَ الصَّابِرِينَ)، ويقول سبحانه على لسانِ شعيبٍ عليه السلام:(وَمَا أُرِيدُ أَنْ أُخَالِفَكُمْ إِلَى مَا أَنْهَاكُمْ عَنْهُ إِنْ أُرِيدُ إِلَّا الْأِصْلاحَ مَا اسْتَطَعْتُ وَمَا تَوْفِيقِي إِلَّا بِاللَّهِ عَلَيْهِ تَوَكَّلْتُ وَإِلَيْهِ أُنِيبُ)، وطاعةً لرسولِهِ الكريمِ صلى الله عليه وسلم، حيث يقول:[الْمُؤْمِنُ لِلْمُؤْمِنِ كَالْبُنْيَانِ، يَشُدُّ بَعْضُهُ بَعْضًا] ، ويقول عليه الصلاة والسلام:[ مَثَلُ الْمُؤْمِنِينَ فِى تَوَادِّهِمْ وَتَرَاحُمِهِمْ وَتَعَاطُفِهِمْ مَثَلُ الْجَسَدِ إِذَا اشْتَكَى مِنْهُ عُضْوٌ تَدَاعَى لَهُ سَائِرُ الْجَسَدِ بِالسَّهَرِ وَالْحُمَّى]رواهما البخاريُّ ومسلمٌ ،وتحقيقاً لمصالحِ الجهادِ في سبيل الله، وللوقوفِ بوجه التحدياتِ المحليةِ والإقليميةِ والدوليةِ، فقد تم الاتفاقُ بين الجماعاتِ الثلاث:[الجيشِ الإسلاميِّ في العراق، وجيشِ المجاهدين ،وكتائبِ الهيئةِ الشرعيةِ لأنصارِ السنة] على تشكيلِ جبهةٍ موحدةٍ تحت اسم (جبهةِ الجهادِ والإصلاح)،حيث تقومُ على الوحدةِ في:
أ- المنهجِ الشرعيِّ العام.
ب- السياساتِ العامةِ.
ج- البرنامجِ السياسي.
د- المواقفِ من الأحداثِ الرئيسة.
هـ - العملياتِ والبياناتِ العسكرية.
وإن الجبهةَ إذ تلتزمُ بمنهجِ أهلِ السنةِ والجماعةِ في النظرِ والاستدلالِ وفي العقيدةِ والسلوكِ ، فإنها توجهُ ندائَها:
1. إلى كافةِ علماءِ الأمةِ مناراتِ الهدى؛ لتأييدِ هذهِ الجبهةِ ومناصرتِها ومناصحتِها، لتقويمِ مسيرةِ الدعوةِ والجهادِ واستمرارِها.
2. إلى كافةِ الدعاةِ وطلبةِ العلم وأئمةِ المساجد؛ ليأخذوا دورَهم الرياديِّ لرفدِ هذهِ الجبهةِ بالأنقياءِ الأتقياءِ لإتمامِ العمل.
3. إلى جميعِ فصائلِ أهلِ السنةِ والجماعةِ المجاهدةِ الأخرى؛ حيث ندعوهم للانضمامِ إلى هذه الجبهةِ فهي منهُم ولهم، ونخصُّ منهم الإخوةَ في كتائبِ ثورةِ العشرين - وفقَ اللهُ الجميعَ لطاعته- .
4. إلى كلِ الخيرين من العلماءِ والخبراءِ والمثقفينَ وأساتذةِ الجامعاتِ والضباطِ والمهنيينَ، الذين وقفوا بوجهِ المحتلينَ وعملاءِهم بكل أشكالِهم، ينصرون اللهَ ورسولَه،للوقوفِ مع الجبهةِ وأداءِ واجبِهم للدفاعِ عن الدينِ وضروراتِه، فإن الكفاءاتِ العلميةَ من أهم ثرواتِنا وهم محلُّ عنايتِنا.
5. إلى أهلِ الإعلامِ وأصحابِ اللسانِ والأقلامِ،ليقولوا كلمتَهم بالحقِ ويرموا بسهامِهم على الباطل، فإن الإعلامَ نصفُ المعركة.
6. إلى العشائرِ والقبائلِ الأصيلةِ العريقةِ، ونخص منهم الشيوخَ والوجهاءَ إلى مؤازرةِ إخوانِهم وأبنائِهم في هذهِ الجبهةِ، فإن أبطالَ الوغى وأُسْدَ الشَّرى من المجاهدين هم أبناءُ هذه العشائرِ الأبية.
7. إلى أهل الخيرِ والسَّعةِ؛ ليقدموا لأنفسِهم مما آتاهم اللهُ من فضلهِ، فإن الجهادَ بالنفسِ والمالِ صنوانُ لا يفترقان.
8. إلى الأمةِ جميعا؛ لتُساهمَ في نصرةِ المجاهدين بكافة الوسائلِ وبكل ما أوتيت من قوةٍ معنويةٍ وماديةٍ، فإن مشروعَ الجهادِ في العراق هو مشروعُ الأمةِ كلِّها، والاحتسابُ مسئوليةُ الجميع.
وإن الجبهةَ -بمكوناتها- تتعاهدُ على مواصلةِ القيامِ بواجبِ الجهادِ في العراق حتى تحقيقَ جميعِ الأهداف، ومنها الخروجُ الكليُّ والحقيقيُّ للمحتلين بكلِ أشكالِهم وإقامةِ دينِ اللهِ تعالى والانتصارِ للحقِ وإشاعةِ الخيرِ ، مع قمعِ الشرِ وإزهاقِ الباطلِ ومحوِه ،وفقَ السياساتِ والضوابطِ الآتيةِ:
1) العدلُ حقٌ مكفولٌ لجميعِ الناس، وجهادُنا الآنَ جهادُ دفعٍ ندفعُ به الصائلَ بما يردعُهُ دون اعتداءٍ أو بغي.
2) أعمالُ المجاهدينَ العسكريةُ تستهدفُ المحتلينَ وعملاءَهم، ولا تستهدفُ الأبرياءَ الذينَ من أهدافِ الجهادِ نصرتُهم وتهيئةُ الحياةِ الكريمةِ لهم، وتغليبُ الرفقِ واللينِ على الغلظةِ والشدةِ في تعاملِنا مع عوامِ المسلمينَ وجهالِهم .
3) إقالةُ عثَراتِ ذوي الهيئاتِ، والسعيُ لكسبِ ثقةِ المسلمينَ عامة وأهلِ السنة خاصة، والابتعادُ عن كلِ ما يسيءُ إلى الجهادِ والمجاهدين وإن كان مشروعا، مراعاةً لمداركِ الناس.
4) الوسطيةُ والاعتدالُ بين الغلوِ والجفاءِ فلا إفراطَ ولا تفريطَ في كل قولٍ وعملٍ، وأخذُ الدينِ بشموليتِه وعدمِ تبعيضِه، واتباعُ سننِ النبيِ صلى الله عليه وسلم في الحربِ والسلم.
5) عدمُ الانشغالِ بمعاركَ جانبيةٍ على حسابِ المعركةِ الرئيسة، وتضييقُ دائرةِ الصراع مع الأعداءِ وتحييدُ من يمكن تحييدُه منهم .
6) المجاهدون هم حماةُ الدينِ وأهلِه، ومن أهم أولوياتِنا حفظُ دماءِ المسلمينَ وأموالِهم وأعراضِهم،وتخفيفُ العبءِ عن المناطقِ السكنيةِ ما أمكن، وإن النظرَ في النتائجِ المتوقعةِ والمآلاتِ في الفعلِ والترك واجبٌ.والمطلوبُ في كل عملٍ التخطيطُ لا الإرتجالُ، وإن من أعان المجاهدين فهو منهم.
7) المحافظةُ على كافةِ الثرواتِ الماديةِ والمعنوية وتنميتُها واستثمارُها، وإشاعةُ المفاهيمِ الإسلاميةِ في كل الجوانبِ الإقتصادية، وتوظيفُ جهودِ وإمكاناتِ كافة المسلمين لنصرةِ القضية .
8) التفريقُ بين الشرائعِ الكليةِ التي لا تتغيرُ بتغيرِ الأزمنةِ والأمكنة، وبين السياساتِ الجزئيةِ التابعةِ للمصالح التي تتقيدُ بها زماناً ومكاناً،وإن الفتوى والمواقفَ تتغير بتغيرِ الزمانِ والمكانِ والعوائدِ والأحوال، وكلُ هذا من دين الله تعالى.
9) العملُ على تحصيلِ المصالح وتكميلِها وتعطيلِ المفاسدِ وتقليلِها، فإذا تعارضت كان تحصيلُ أعظمِ المصلحتينِ بتفويت أدناهُما ودفعُ أعظمِ المفسدتين مع احتمال أدناهما هو المتعيِّنُ. وأنه لا مصلحةَ أعلى من التوحيد ولا مفسدةَ أعظمَ من الشرك.
10) إعتمادُ الواقعيةِ والتدرجِ في الأداءِ والتقييمِ والمعالجةِ مع الطموحِ المتزايدِ لبلوغِ كافةِ الأهدافِ، وفي هذا، يجب التفريقُ بين مبدأِ التدرجِ في تشريعِ الأحكامِ وصولاً إلى حالةِ الاستقرارِ وكمالِ الدينِ وبين مبدأ التدرجِ الواقعيِّ في استكمالِ القدرةِ والإعدادِ.
11) الاهتمامُ بعلمِ السياسةِ الشرعيةِ وإشاعتُه،وإن سياساتِنا كافةً منضبطةٌ بالكتابِ والسنة وفقَ منهجِ سلفِ الأمةِ الذي يجمعُ بين الأصالةِ والتجديدِ، وإن حقيقةَ السياسةِ تحقيقُ الإصلاحِ ،فإذا فقدته فقدت نفسَها.
12) التفريقُ بين العمل السياسي المنضبطِ بضوابطِ الشرعِ وبين الخوضِ بما يسمى بالعمليةِ السياسيةِ كالانتخاباتِ وغيرها، ولا معنى لأي عمل سياسيٍ لا يحملُ همومَ العراقِ وفي مقدمتِها طردُ المحتلين، والإفراجُ عن جميع الأسرى في سجونِهم وسجونِ محكومتِهم الطائفية، ورفعُ الحيفِ والظلمِ عن أهلنا، وإقامةُ الحقِ والعدل. وعلى هذا فإننا:
• لا نعترفُ بأيّ لعبةٍ سياسية ابتداءا من مجلسِ بريمر سيءِ الصيت وإلى محكومةِ المالكي الطائفيةِ العميلة.
• ولا نعترف بالانتخاباتِ الطائفيةِ ولا بالذي بُني عليها.
• ولا نعترف بأيّ معاهدةٍ أو عقدٍ أبرمته هذه المحكوماتُ المتتابعةُ.
• ولا نعترف بالدستورِ الذي كُتب في ظل حرابِ المحتلين،ولا نعترفُ بأي دستورٍ يخالف شريعةَ الله.

وبعدُ: فإنه يبقى الاجتماعُ التامُ تحت رايةٍ شرعيةٍ واحدةٍ من أولوياتِنا، وحرصُنا على فعلِ الواجباتِ المبنيةِ على أخوةِ الدين،واجتنابِ المنهياتِ المتعارضةِ مع أخوةِ الدين، وإن تجمعَنا وولاءَنا ينطلقُ من الشرعِ ولا يتبعُ الأشخاصَ أو الأسماءَ المجردة.
أما أنتم أيها الأمجادُ الأنجادُ:
فإن فرصتَكم مواتيةٌ للتميّز الايماني والتفوقِ الروحي، فالغايةُ الكبرى هي تحقيقُ العبوديةِ لله تعالى وحده، فاعْتنوا بسرائرِكم وأَخلِصوا نياتِكم، وأَنيبُوا إلى ربِكم ،وأَصلحوا ذاتَ بينِكم، وتعاونوا على البرِ والتقوى (إِلَّا تَفْعَلُوهُ تَكُنْ فِتْنَةٌ فِي الْأَرْضِ وَفَسَادٌ كَبِيرٌ)،ولينصُرْ بعضُكم بعضا (وَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ وَيُقِيمُونَ الصَّلاةَ وَيُؤْتُونَ الزَّكَاةَ وَيُطِيعُونَ اللَّهَ وَرَسُولَهُ أُولَئِكَ سَيَرْحَمُهُمُ اللَّهُ إِنَّ اللَّهَ عَزِيزٌ حَكِيمٌ) ،وتلمَّسوا العذرَ لإخوانِكم، واستروا عيوبَهم وأَقيلوا عَثَراتِهم، وأتْبِعوا السيئةَ الحسنةَ تمحُها، وخالقوا الناسَ بخُلُقٍ حسَن،وادفعوا يالتي هي أحسن ،قال تعالى: (وَلا تَسْتَوِي الْحَسَنَةُ وَلا السَّيِّئَةُ ادْفَعْ بِالَّتِي هِيَ أَحْسَنُ فَإِذَا الَّذِي بَيْنَكَ وَبَيْنَهُ عَدَاوَةٌ كَأَنَّهُ وَلِيٌّ حَمِيمٌ ،وَمَا يُلَقَّاهَا إِلَّا الَّذِينَ صَبَرُوا وَمَا يُلَقَّاهَا إِلَّا ذُو حَظٍّ عَظِيمٍ)، واستمروا بجهادِكم إيماناً واحتساباً،والله معكم ولن يتركم أعمالكم) .
وعليكم بإدامةِ المعنوياتِ عاليةً بالتذكير بما اعد اللهُ للمجاهدين، وبقربِ النصرِ المبين، ولما ترونه من تأييد الله لكم على الكافرين، وإن الأمانةَ في أعناقِكم عظيمةٌ والحملَ ثقيلٌ يحتاجُ إلى همةٍ عاليةٍ وسَعةٍ في الأُفُقِ وعمْقٍ في النظرِ وإصرارٍ على الهدف، وإرادةٍ قويةٍ لا يتطرقُ إليها اللينُ والضعفُ، قال تعالى(وَكَأَيِّنْ مِنْ نَبِيٍّ قَاتَلَ مَعَهُ رِبِّيُّونَ كَثِيرٌ فَمَا وَهَنُوا لِمَا أَصَابَهُمْ فِي سَبِيلِ اللَّهِ وَمَا ضَعُفُوا وَمَا اسْتَكَانُوا وَاللَّهُ يُحِبُّ الصَّابِرِينَ) وتضيحاتٍ عزيزةٍ لا يحول دونها طمعٌ ولا بخلٌ، فقد بعتم والله اشترى، (إِنَّ اللَّهَ اشْتَرَى مِنَ الْمُؤْمِنِينَ أَنْفُسَهُمْ وَأَمْوَالَهُمْ بِأَنَّ لَهُمُ الْجَنَّةَ يُقَاتِلُونَ فِي سَبِيلِ اللَّهِ فَيَقْتُلُونَ وَيُقْتَلُونَ وَعْداً عَلَيْهِ حَقّاً فِي التَّوْرَاةِ وَالْأِنْجِيلِ وَالْقُرْآنِ وَمَنْ أَوْفَى بِعَهْدِهِ مِنَ اللَّهِ فَاسْتَبْشِرُوا بِبَيْعِكُمُ الَّذِي بَايَعْتُمْ بِهِ وَذَلِكَ هُوَ الْفَوْزُ الْعَظِيمُ).
واعلموا أن ثمنَ العزةِ رخيصٌ وثمنَ الذلةِ باهظٌ جدا ، وإنما النصر صبر ساعة (يَا أَيُّهَا الَّذِينَ آمَنُوا اصْبِرُوا وَصَابِرُوا وَرَابِطُوا وَاتَّقُوا اللَّهَ لَعَلَّكُمْ تُفْلِحُونَ)
يا أسودَ الإسلامِ ولُيوثَ الوغى:
إن أمريكا تترنح وهي تلهثُ وراءَ السرابِ، فاضربوها بيدٍ من حديد حتى تصحوَ من غيِّها، عظّمَ اللهُ خيبتَها وكسرَ شوكتَها وكشفَ عوارَها وأدامَ حزنَها، واحصدوا أعداءَ الإسلام من الصفويين والبويهيين حصداً ،والله مولاكم وناصرُكم ، فنعمَ المولى ونعمَ النصير.

اللهم أبرِم لهذه الأمةِ أمرَ رشدٍ يعزُّ فيه دينُك وأهلُه ويذلُّ فيه الكفرُ وأهلُه .

اللهم ألّف بين قلوبِنا، واجمع صفوفَنا ووحد كلمتَنا، ووفقنا لطاعتِك وأعنا ولا تعن علينا وكن لنا ولا تكن علينا، وانصرنا ولا تنصر علينا وأكرِمنا ولا تُهنّا، وأعطنا ولا تحرمنا وارزقنا واجعلنا من الشاكرين، وأحسِن ختامَنا في الأمور كلها، وأجِرنا من خزيِ الدنيا وعذابِ الآخرة، وآثرْنا ولا تؤثر علينا، وتقبل قتلانا شهداءَ عندك وارفع درجاتِهم في عليين، وفك أسرانا وثبتهم يارب العالمين، وسدِد رميَنا إنك على كل شيء قدير، وسامحنا إنك أنت الغفور الرحيم.وآخر دعوانا أن الحمد لله رب العالمين وصلى وسلم على نبينا محمد وعلى آله وصحبه أجمعين

الحمد لله المتفردِ بالبقاءِ والقهر، ذي العزةِ والسَّتر، لا نِدَّ له فيُبارى، ولا شريكَ له فيُدارى، كتبَ الفناءَ على أهلِ هذهِ الدار، وجعلَ الجنةَ عقبى الذين اتقوا وعقبى الكافرين النار، قدرَّ مقاديرَ الخلائقِ وأقسامَها، وبعث أمراضَها وأسقامَها، وخلق الموتَ والحياةَ ليبلوَ الناسَ أيّهم أحسنُ عملا، جعل للمحسنين والمجاهدين الدرجاتِ، وللمسيئين والمنافقين الدركاتِ، والحمدُ لله منفسِ الكروبِ ومفرجِ الهمومِ، ومبدّدِ الأحزانِ، والأشجانِ والغمومِ، جعلَ بعد الشدةِ فرجا، وبعد الضيقِ والضُّرِ سَعة ومَخرجا، لم يُخلِ محنةً من منحةٍ، ولا نقمةً من نعمةٍ، ولا نكبةً ورزيةً من عطاءٍ وهبةٍ،

فطاعةً لله تعالى حيث يقول: (وَاعْتَصِمُوا بِحَبْلِ اللَّهِ جَمِيعاً وَلا تَفَرَّقُوا)، ويقول:(وَأَطِيعُوا اللَّهَ وَرَسُولَهُ وَلا تَنَازَعُوا فَتَفْشَلُوا وَتَذْهَبَ رِيحُكُمْ وَاصْبِرُوا إِنَّ اللَّهَ مَعَ الصَّابِرِينَ)، ويقول سبحانه على لسانِ شعيبٍ عليه السلام:(وَمَا أُرِيدُ أَنْ أُخَالِفَكُمْ إِلَى مَا أَنْهَاكُمْ عَنْهُ إِنْ أُرِيدُ إِلَّا الْأِصْلاحَ مَا اسْتَطَعْتُ وَمَا تَوْفِيقِي إِلَّا بِاللَّهِ عَلَيْهِ تَوَكَّلْتُ وَإِلَيْهِ أُنِيبُ)، وطاعةً لرسولِهِ الكريمِ صلى الله عليه وسلم، حيث يقول:[الْمُؤْمِنُ لِلْمُؤْمِنِ كَالْبُنْيَانِ، يَشُدُّ بَعْضُهُ بَعْضًا] ، ويقول عليه الصلاة والسلام:[ مَثَلُ الْمُؤْمِنِينَ فِى تَوَادِّهِمْ وَتَرَاحُمِهِمْ وَتَعَاطُفِهِمْ مَثَلُ الْجَسَدِ إِذَا اشْتَكَى مِنْهُ عُضْوٌ تَدَاعَى لَهُ سَائِرُ الْجَسَدِ بِالسَّهَرِ وَالْحُمَّى]رواهما البخاريُّ ومسلمٌ ،وتحقيقاً لمصالحِ الجهادِ في سبيل الله، وللوقوفِ بوجه التحدياتِ المحليةِ والإقليميةِ والدوليةِ، فقد تم الاتفاقُ بين الجماعاتِ الثلاث:[الجيشِ الإسلاميِّ في العراق، وجيشِ المجاهدين ،وكتائبِ الهيئةِ الشرعيةِ لأنصارِ السنة] على تشكيلِ جبهةٍ موحدةٍ تحت اسم (جبهةِ الجهادِ والإصلاح)،حيث تقومُ على الوحدةِ في:
أ- المنهجِ الشرعيِّ العام.
ب- السياساتِ العامةِ.
ج- البرنامجِ السياسي.
د- المواقفِ من الأحداثِ الرئيسة.
هـ - العملياتِ والبياناتِ العسكرية.
وإن الجبهةَ إذ تلتزمُ بمنهجِ أهلِ السنةِ والجماعةِ في النظرِ والاستدلالِ وفي العقيدةِ والسلوكِ ، فإنها توجهُ ندائَها:
1. إلى كافةِ علماءِ الأمةِ مناراتِ الهدى؛ لتأييدِ هذهِ الجبهةِ ومناصرتِها ومناصحتِها، لتقويمِ مسيرةِ الدعوةِ والجهادِ واستمرارِها.
2. إلى كافةِ الدعاةِ وطلبةِ العلم وأئمةِ المساجد؛ ليأخذوا دورَهم الرياديِّ لرفدِ هذهِ الجبهةِ بالأنقياءِ الأتقياءِ لإتمامِ العمل.
3. إلى جميعِ فصائلِ أهلِ السنةِ والجماعةِ المجاهدةِ الأخرى؛ حيث ندعوهم للانضمامِ إلى هذه الجبهةِ فهي منهُم ولهم، ونخصُّ منهم الإخوةَ في كتائبِ ثورةِ العشرين - وفقَ اللهُ الجميعَ لطاعته- .
4. إلى كلِ الخيرين من العلماءِ والخبراءِ والمثقفينَ وأساتذةِ الجامعاتِ والضباطِ والمهنيينَ، الذين وقفوا بوجهِ المحتلينَ وعملاءِهم بكل أشكالِهم، ينصرون اللهَ ورسولَه،للوقوفِ مع الجبهةِ وأداءِ واجبِهم للدفاعِ عن الدينِ وضروراتِه، فإن الكفاءاتِ العلميةَ من أهم ثرواتِنا وهم محلُّ عنايتِنا.
5. إلى أهلِ الإعلامِ وأصحابِ اللسانِ والأقلامِ،ليقولوا كلمتَهم بالحقِ ويرموا بسهامِهم على الباطل، فإن الإعلامَ نصفُ المعركة.
6. إلى العشائرِ والقبائلِ الأصيلةِ العريقةِ، ونخص منهم الشيوخَ والوجهاءَ إلى مؤازرةِ إخوانِهم وأبنائِهم في هذهِ الجبهةِ، فإن أبطالَ الوغى وأُسْدَ الشَّرى من المجاهدين هم أبناءُ هذه العشائرِ الأبية.
7. إلى أهل الخيرِ والسَّعةِ؛ ليقدموا لأنفسِهم مما آتاهم اللهُ من فضلهِ، فإن الجهادَ بالنفسِ والمالِ صنوانُ لا يفترقان.
8. إلى الأمةِ جميعا؛ لتُساهمَ في نصرةِ المجاهدين بكافة الوسائلِ وبكل ما أوتيت من قوةٍ معنويةٍ وماديةٍ، فإن مشروعَ الجهادِ في العراق هو مشروعُ الأمةِ كلِّها، والاحتسابُ مسئوليةُ الجميع.
وإن الجبهةَ -بمكوناتها- تتعاهدُ على مواصلةِ القيامِ بواجبِ الجهادِ في العراق حتى تحقيقَ جميعِ الأهداف، ومنها الخروجُ الكليُّ والحقيقيُّ للمحتلين بكلِ أشكالِهم وإقامةِ دينِ اللهِ تعالى والانتصارِ للحقِ وإشاعةِ الخيرِ ، مع قمعِ الشرِ وإزهاقِ الباطلِ ومحوِه ،وفقَ السياساتِ والضوابطِ الآتيةِ:
1) العدلُ حقٌ مكفولٌ لجميعِ الناس، وجهادُنا الآنَ جهادُ دفعٍ ندفعُ به الصائلَ بما يردعُهُ دون اعتداءٍ أو بغي.
2) أعمالُ المجاهدينَ العسكريةُ تستهدفُ المحتلينَ وعملاءَهم، ولا تستهدفُ الأبرياءَ الذينَ من أهدافِ الجهادِ نصرتُهم وتهيئةُ الحياةِ الكريمةِ لهم، وتغليبُ الرفقِ واللينِ على الغلظةِ والشدةِ في تعاملِنا مع عوامِ المسلمينَ وجهالِهم .
3) إقالةُ عثَراتِ ذوي الهيئاتِ، والسعيُ لكسبِ ثقةِ المسلمينَ عامة وأهلِ السنة خاصة، والابتعادُ عن كلِ ما يسيءُ إلى الجهادِ والمجاهدين وإن كان مشروعا، مراعاةً لمداركِ الناس.
4) الوسطيةُ والاعتدالُ بين الغلوِ والجفاءِ فلا إفراطَ ولا تفريطَ في كل قولٍ وعملٍ، وأخذُ الدينِ بشموليتِه وعدمِ تبعيضِه، واتباعُ سننِ النبيِ صلى الله عليه وسلم في الحربِ والسلم.
5) عدمُ الانشغالِ بمعاركَ جانبيةٍ على حسابِ المعركةِ الرئيسة، وتضييقُ دائرةِ الصراع مع الأعداءِ وتحييدُ من يمكن تحييدُه منهم .
6) المجاهدون هم حماةُ الدينِ وأهلِه، ومن أهم أولوياتِنا حفظُ دماءِ المسلمينَ وأموالِهم وأعراضِهم،وتخفيفُ العبءِ عن المناطقِ السكنيةِ ما أمكن، وإن النظرَ في النتائجِ المتوقعةِ والمآلاتِ في الفعلِ والترك واجبٌ.والمطلوبُ في كل عملٍ التخطيطُ لا الإرتجالُ، وإن من أعان المجاهدين فهو منهم.
7) المحافظةُ على كافةِ الثرواتِ الماديةِ والمعنوية وتنميتُها واستثمارُها، وإشاعةُ المفاهيمِ الإسلاميةِ في كل الجوانبِ الإقتصادية، وتوظيفُ جهودِ وإمكاناتِ كافة المسلمين لنصرةِ القضية .
8) التفريقُ بين الشرائعِ الكليةِ التي لا تتغيرُ بتغيرِ الأزمنةِ والأمكنة، وبين السياساتِ الجزئيةِ التابعةِ للمصالح التي تتقيدُ بها زماناً ومكاناً،وإن الفتوى والمواقفَ تتغير بتغيرِ الزمانِ والمكانِ والعوائدِ والأحوال، وكلُ هذا من دين الله تعالى.
9) العملُ على تحصيلِ المصالح وتكميلِها وتعطيلِ المفاسدِ وتقليلِها، فإذا تعارضت كان تحصيلُ أعظمِ المصلحتينِ بتفويت أدناهُما ودفعُ أعظمِ المفسدتين مع احتمال أدناهما هو المتعيِّنُ. وأنه لا مصلحةَ أعلى من التوحيد ولا مفسدةَ أعظمَ من الشرك.
10) إعتمادُ الواقعيةِ والتدرجِ في الأداءِ والتقييمِ والمعالجةِ مع الطموحِ المتزايدِ لبلوغِ كافةِ الأهدافِ، وفي هذا، يجب التفريقُ بين مبدأِ التدرجِ في تشريعِ الأحكامِ وصولاً إلى حالةِ الاستقرارِ وكمالِ الدينِ وبين مبدأ التدرجِ الواقعيِّ في استكمالِ القدرةِ والإعدادِ.
11) الاهتمامُ بعلمِ السياسةِ الشرعيةِ وإشاعتُه،وإن سياساتِنا كافةً منضبطةٌ بالكتابِ والسنة وفقَ منهجِ سلفِ الأمةِ الذي يجمعُ بين الأصالةِ والتجديدِ، وإن حقيقةَ السياسةِ تحقيقُ الإصلاحِ ،فإذا فقدته فقدت نفسَها.
12) التفريقُ بين العمل السياسي المنضبطِ بضوابطِ الشرعِ وبين الخوضِ بما يسمى بالعمليةِ السياسيةِ كالانتخاباتِ وغيرها، ولا معنى لأي عمل سياسيٍ لا يحملُ همومَ العراقِ وفي مقدمتِها طردُ المحتلين، والإفراجُ عن جميع الأسرى في سجونِهم وسجونِ محكومتِهم الطائفية، ورفعُ الحيفِ والظلمِ عن أهلنا، وإقامةُ الحقِ والعدل. وعلى هذا فإننا:
• لا نعترفُ بأيّ لعبةٍ سياسية ابتداءا من مجلسِ بريمر سيءِ الصيت وإلى محكومةِ المالكي الطائفيةِ العميلة.
• ولا نعترف بالانتخاباتِ الطائفيةِ ولا بالذي بُني عليها.
• ولا نعترف بأيّ معاهدةٍ أو عقدٍ أبرمته هذه المحكوماتُ المتتابعةُ.
• ولا نعترف بالدستورِ الذي كُتب في ظل حرابِ المحتلين،ولا نعترفُ بأي دستورٍ يخالف شريعةَ الله.
13) حفظُ أمنِ الناسِ من أولوياتِنا، وواجبُ الجيوشِ والشُّرَطِ وقواتِ الأمنِ كافةً الدفاعُ عن الدينِ وحرماتِه والبلدِ وسيادتِه وحمايةُ أهلِه،وأما الجيوشُ والشُّرَطُ وقواتُ الأمنِ في بلدنا اليوم، فإنها قواتٌ طائفيةٌ خادمةٌ للمحتلينَ وهي جزءٌ من مشاريعِهم ومكملةٌ لعدوانِهم ومنفذةٌ لأغراضِهم.
وبعدُ: فإنه يبقى الاجتماعُ التامُ تحت رايةٍ شرعيةٍ واحدةٍ من أولوياتِنا، وحرصُنا على فعلِ الواجباتِ المبنيةِ على أخوةِ الدين،واجتنابِ المنهياتِ المتعارضةِ مع أخوةِ الدين، وإن تجمعَنا وولاءَنا ينطلقُ من الشرعِ ولا يتبعُ الأشخاصَ أو الأسماءَ المجردة.
أما أنتم أيها الأمجادُ الأنجادُ:
فإن فرصتَكم مواتيةٌ للتميّز الايماني والتفوقِ الروحي، فالغايةُ الكبرى هي تحقيقُ العبوديةِ لله تعالى وحده، فاعْتنوا بسرائرِكم وأَخلِصوا نياتِكم، وأَنيبُوا إلى ربِكم ،وأَصلحوا ذاتَ بينِكم، وتعاونوا على البرِ والتقوى (إِلَّا تَفْعَلُوهُ تَكُنْ فِتْنَةٌ فِي الْأَرْضِ وَفَسَادٌ كَبِيرٌ)،ولينصُرْ بعضُكم بعضا (وَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ وَيُقِيمُونَ الصَّلاةَ وَيُؤْتُونَ الزَّكَاةَ وَيُطِيعُونَ اللَّهَ وَرَسُولَهُ أُولَئِكَ سَيَرْحَمُهُمُ اللَّهُ إِنَّ اللَّهَ عَزِيزٌ حَكِيمٌ) ،وتلمَّسوا العذرَ لإخوانِكم، واستروا عيوبَهم وأَقيلوا عَثَراتِهم، وأتْبِعوا السيئةَ الحسنةَ تمحُها، وخالقوا الناسَ بخُلُقٍ حسَن،وادفعوا يالتي هي أحسن ،قال تعالى: (وَلا تَسْتَوِي الْحَسَنَةُ وَلا السَّيِّئَةُ ادْفَعْ بِالَّتِي هِيَ أَحْسَنُ فَإِذَا الَّذِي بَيْنَكَ وَبَيْنَهُ عَدَاوَةٌ كَأَنَّهُ وَلِيٌّ حَمِيمٌ ،وَمَا يُلَقَّاهَا إِلَّا الَّذِينَ صَبَرُوا وَمَا يُلَقَّاهَا إِلَّا ذُو حَظٍّ عَظِيمٍ)، واستمروا بجهادِكم إيماناً واحتساباً،والله معكم ولن يتركم أعمالكم) .
وعليكم بإدامةِ المعنوياتِ عاليةً بالتذكير بما اعد اللهُ للمجاهدين، وبقربِ النصرِ المبين، ولما ترونه من تأييد الله لكم على الكافرين، وإن الأمانةَ في أعناقِكم عظيمةٌ والحملَ ثقيلٌ يحتاجُ إلى همةٍ عاليةٍ وسَعةٍ في الأُفُقِ وعمْقٍ في النظرِ وإصرارٍ على الهدف، وإرادةٍ قويةٍ لا يتطرقُ إليها اللينُ والضعفُ، قال تعالى(وَكَأَيِّنْ مِنْ نَبِيٍّ قَاتَلَ مَعَهُ رِبِّيُّونَ كَثِيرٌ فَمَا وَهَنُوا لِمَا أَصَابَهُمْ فِي سَبِيلِ اللَّهِ وَمَا ضَعُفُوا وَمَا اسْتَكَانُوا وَاللَّهُ يُحِبُّ الصَّابِرِينَ) وتضيحاتٍ عزيزةٍ لا يحول دونها طمعٌ ولا بخلٌ، فقد بعتم والله اشترى، (إِنَّ اللَّهَ اشْتَرَى مِنَ الْمُؤْمِنِينَ أَنْفُسَهُمْ وَأَمْوَالَهُمْ بِأَنَّ لَهُمُ الْجَنَّةَ يُقَاتِلُونَ فِي سَبِيلِ اللَّهِ فَيَقْتُلُونَ وَيُقْتَلُونَ وَعْداً عَلَيْهِ حَقّاً فِي التَّوْرَاةِ وَالْأِنْجِيلِ وَالْقُرْآنِ وَمَنْ أَوْفَى بِعَهْدِهِ مِنَ اللَّهِ فَاسْتَبْشِرُوا بِبَيْعِكُمُ الَّذِي بَايَعْتُمْ بِهِ وَذَلِكَ هُوَ الْفَوْزُ الْعَظِيمُ).
واعلموا أن ثمنَ العزةِ رخيصٌ وثمنَ الذلةِ باهظٌ جدا ، وإنما النصر صبر ساعة (يَا أَيُّهَا الَّذِينَ آمَنُوا اصْبِرُوا وَصَابِرُوا وَرَابِطُوا وَاتَّقُوا اللَّهَ لَعَلَّكُمْ تُفْلِحُونَ)
يا أسودَ الإسلامِ ولُيوثَ الوغى:
إن أمريكا تترنح وهي تلهثُ وراءَ السرابِ، فاضربوها بيدٍ من حديد حتى تصحوَ من غيِّها، عظّمَ اللهُ خيبتَها وكسرَ شوكتَها وكشفَ عوارَها وأدامَ حزنَها، واحصدوا أعداءَ الإسلام من الصفويين والبويهيين حصداً ،والله مولاكم وناصرُكم ، فنعمَ المولى ونعمَ النصير.
وختاما : يتعاهدُ الموقعون على هذه الاتفاقيةِ فيما بينهم على الصدقِ في تحقيقِ هذا الاتفاقِ واستمراريتِه، وسلامةِ منهجِه والسعيِ الجادِ لتحقيقِ أهدافِه ما استطاعوا إلى ذلك سبيلا.
اللهم أبرِم لهذه الأمةِ أمرَ رشدٍ يعزُّ فيه دينُك وأهلُه ويذلُّ فيه الكفرُ وأهلُه .
اللهم منزِلَ الكتابِ مجريَ السحابِ هازمَ الأحزابِ اللهم اهزم الأمريكانَ ومن معهم والصفويينَ ومن معهم ،اللهم إنا نجعلك في نحورِهم ونعوذ بك من شرورِهم جميعا،.
اللهم ألّف بين قلوبِنا، واجمع صفوفَنا ووحد كلمتَنا، ووفقنا لطاعتِك وأعنا ولا تعن علينا وكن لنا ولا تكن علينا، وانصرنا ولا تنصر علينا وأكرِمنا ولا تُهنّا، وأعطنا ولا تحرمنا وارزقنا واجعلنا من الشاكرين، وأحسِن ختامَنا في الأمور كلها، وأجِرنا من خزيِ الدنيا وعذابِ الآخرة، وآثرْنا ولا تؤثر علينا، وتقبل قتلانا شهداءَ عندك وارفع درجاتِهم في عليين، وفك أسرانا وثبتهم يارب العالمين، وسدِد رميَنا إنك على كل شيء قدير، وسامحنا إنك أنت الغفور الرحيم.وآخر دعوانا أن الحمد لله رب العالمين وصلى وسلم على نبينا محمد وعلى آله وصحبه أجمعين
