The Charter of the Supreme Council of Islamic Jihad factions
الحمد لله رب العزّة المشهود له بالوحدانية في ألوهيته وربوبيته وأسماءه وصفاته ، والصلاة والسلام على نبيّنا محمد المشهود له بالرسالة الخاتمة رحمة للعالمين ، وعلى آله وصحبه أجمعين ، وبعد :

فإن المجلس الأعلى لفصائل الجهاد في سبيل الله ،

إذْ يتحاكم إلى كتاب الله وسنة رسوله صلى الله عليه وسلم ، مستهديا بنور الوحي ، الكتاب الحاكم على السلطـة ، والأمّـة.

وبعد النظر في واقع الأمّة الإسلامية ، في ظلّ تآمـر يحـاك ضدها ، من عدوّين لدودين :

* وإذ يُذكـّـر الأمّة بالثوابت السبع الكبار من أصول إيمانها ، والتي أجمع عليها العلماء:*

1ـ أنها أمة واحدة دينهاواحد هو أصل هويتها ،وصبغة ثقافتها ،(صبغةَ اللهِ وَمَنْ أَحْسِنُ مِنَ اللهِ صِبْغَةً وَنَحْنُ لَهُ عَابِدُون ) ، (إنّ هذه أمّتكُمْ أمّةً وَاحدَة وَأنا رَبّكم فاعْبُدُون)،وأن المسلمين مصيرهم واحد ، وذمتهم واحدة ، ويدهم واحدة على من سواهم ، وأيّ تنازل عن هذه الجامعة ، وكلّ دعوة تضادّها ، أو تضعفها ، من قوميّة ، أو حزبيّة ، أووطنية ، فهي دعوة جاهليّة ، تهديد لصميم عقيدة أمن الإسلام الأُممي.

يقــرر ما يلي ميثاقا لثوابت الجهاد :

1ـ جوهر أهداف الجهاد الإسلامي ،قائم على الإصلاح في الأرض ، ودرء الفساد والإفساد ، وإقامة العدل للمسلمين وغيرهم، والإحسان على كلّ شيء ، وحفظ الدين ، والنفس، والمال ، والعقل ،والعرض، وإعمار الدنيا بالصلاح ، والفلاح ، والفضيلة ، ومكارم الأخلاق ، ابتغاء رضوان الله والدارالآخرة ،

4ـ توحيد أهداف وجهود الحركات الجهادية فرض ، والتنازع معصية لله ولرسوله ، وسبب للفشل ، ولكلّ حركة حـقّ تحديد الأهداف المرحليّة ، والوسائل الملائمة لأرضها وأحوالها ، حتى يفتح الله بينها وبين عدوها بالحقّ ، وهو خير الفاتحين، ثم يجمع الأمّة على خلافة واحدة .

Educational nation to freedom from slavery to other nations, or authorities Altaguteh authoritarian, and to learn about their rights and the pursuit of the Nile, and the dissemination of the culture of Jihad, spreading the spirit of the nation, and preparation by all means of force, and all kinds of weapons, enough to get the nation,
كلّ ذلك فريضـة لها أولوية .
All of that obligation has priority.
4ـ توحيد أهداف وجهود الحركات الجهادية فرض ، والتنازع معصية لله ولرسوله ، وسبب للفشل ، ولكلّ حركة حـقّ تحديد الأهداف المرحليّة ، والوسائل الملائمة لأرضها وأحوالها ، حتى يفتح الله بينها وبين عدوها بالحقّ ، وهو خير الفاتحين، ثم يجمع الأمّة على خلافة واحدة .
Four goals and unify efforts to impose Jihad movements, and conflicts disobedience to God and His Prophet, and the reason for the failure, and every movement the right to determine the goals of progress, and appropriate means of land and conditions, until God opens between them and the enemy right, which is good conquerors, and then brings the nation to a succession of one.
