Cairo, Egypt (JUS): In a breathtaking statement, the newly formed alliance Hilf Al-Mutayibeen that’s includes many of the fighting groups in Iraq has announced that an Islamic State has been declared in many parts of Iraq.


The newly formed group spearheaded by the Mujahideen Shura Council includes Jaish Al-Fatiheen, Jund al-Sahaba, Kataeb Ansar al-Tawheed wal-Sunnah, and many Tribal Chiefs among others as well as the Mujahideen Shura Council that consists of Al-Qaeda in Iraq and seven other Mujahideen groups.

In the video statement, the speaker, whose face was blotted out on the video, said the Islamic state declared by the Mutayibeen Coalition includes Baghdad, the provinces of Anbar, Diyala, Kirkuk, Salahedddin, Nineveh and parts of Babel and Wasit.

The statement reads:

“These are the glad tidings coming out from the Land of the Two Rivers, the land of the Caliphates, and from Baghdad, the home of the Khilafa, may Allah free it from the Crusaders and Saffavids, in the blessed month of Ramadan. The fruits of the tree of Tawheed that the martyrs watered with their blood, have ripened and their time for harvest has come.

The truthful Mujahideen in the land of the two rivers have unified and reinforced one another and announce to the Muslims everywhere and Ahl-as-Sunnah in Iraq especially, the glad tiding of the establishment of the State of Truth, the State of Islam that will implement Allah’s Shariah for the people in the land, that will protect Islam and be a strong shield for Ahl-as-Sunnah in the land of the two rivers.

It is the pleasure of the Media Committee to present to all Muslims the official spokesman of the Islamic State of Iraq, the spokesman of the Ministry of Information, to bring you the good news. And we call Upon all Muslims in the world, to support this state with money, men and Du’a, and Allah has full power and control over His affairs, but most of the men know not, and to Allah belongs all thanks and favour.”

Iraq Qaeda-led group forms coalition to rally Sunnis

DUBAI (Reuters) - An Iraqi militant group led by al Qaeda said it formed a coalition to step up the fight against U.S.-led forces and urged Sunni Muslim tribal leaders to join, according to a Web video posted on Thursday.
The Mujahideen Shura Council said the "Mutayibeen Coalition" already counted as its members three smaller insurgent groups and leaders of "loyal" Sunni tribes. The new body was named after an historic coalition formed to unite a major Arab tribe.


"We call on all the mujahideen (holy fighters), scholars, tribal elders and dignitaries to join hands with their brothers in the coalition to implement God's sharia, expel the occupiers and bring victory to God's oppressed people," said a voice on the video tape posted on a main Islamist Web site.
The tape showed six men, whose faces were hidden, wearing white Arab robes and sitting in a circle, before taking an oath.

"We swear by God to do our utmost to free our prisoners and to rid Sunnis from the oppression of the rejectionists (Shi'ite Muslims) and the crusader occupiers...," the men on the video pledged. The video tape's authenticity could not be verified.

The Mujahideen Shura Council, an umbrella group led by Iraq's branch of al Qaeda, frequently claims responsibility for attacks against U.S.-led forces and the Shi'ite-led Baghdad government.


Some traditional-minded Iraqi tribal leaders have offered to help the government fight Islamist militants, alienated by their violence and severe interpretation of Islam. Washington hopes this split in the Sunni community could lead to an alliance against militants.

Iraqi Group Claims Establishment of Islamic State

(IsraelNN.com) Am Islamic terrorist group with links to Al-Qaeda has announceed the establishment of an Islamic state in Iraq.

The group known as the Mujahedeen Shura Council claimed that the news state is composed of eight provinces, six predominately Sunni including Bagdad and two predominately Shiite.

"We bring you good news of the founding and the formation of the Islamic Iraqi State ... to protect our people," said a man identified in the video as the group's spokesman.

The video was posed on a web site often used by Iraqi terrorists.

BAGHDAD, Oct 18 (Reuters) - Dozens of al Qaeda-linked gunmen took to the streets of Ramadi on Wednesday in a show of force to announce the city was joining an Islamic state comprising Iraq's mostly Sunni Arab provinces, Islamists and witnesses said.

Witnesses in Ramadi, the capital of western Anbar province, said gunmen dressed in white marched through the city as mosque loudspeakers broadcast the statement by the Mujahideen Shura Council, a Sunni militant group led by al Qaeda in Iraq.

"We are from Mujahideen Shura Council and our Amir (Prince) is Abu Omar al-Baghdadi. God willing we will set the law of Sharia here and we will fight the Americans," said a man who identified himself as Abu Harith, a Mujahideen field leader.

"We have announced the Islamic state. Ramadi is part of it. Our state will comprise all the Sunni provinces of Iraq," he told Reuters in a telephone interview.

The group often claims responsibility for attacks against U.S.-led forces and the Shi'ite-led government in Baghdad.

Last week the Mujahideen Council announced the formation of the Mutayibeen Coalition to step up the fight against U.S.-led forces and urged Sunni Muslim tribal leaders to join.

The coalition called for a separate Islamic state "to protect our religion and our people, to prevent strife and so that the blood and sacrifices of your martyrs are not lost".

Abu Harith said the state would be headed by Amir Abu Omar al-Baghdadi, a little-known militant. It would include Sunni areas of Baghdad, and the provinces of Anbar, Diyala, Kirkuk, Salaheddin, Nineveh and parts of Babil and Wasit. Iraq has 18 provinces.

The U.S. military said it was unaware of any marches by gunmen in Ramadi.

Wednesday's announcement could create tension among Sunni Arabs and could bring further conflict over who will control the Sunni Arab heartland.

In Anbar, which makes up a third of Iraq's territory and is the heartland of the Sunni Arab insurgency, some Sunni tribal leaders have vowed to take on al Qaeda, which they accuse of imposing a harsh interpretation of Sunni Islam.

Al Qaeda in Iraq opposes the U.S.-backed political process and calls Sunni officials taking part in parliament and government traitors.

Another fighter who did not give his name said Ramadi was just the beginning and the rest of the provinces would follow.

He said the Sunni Islamic state was a response to a decision last week by Iraq's Shi'ite-controlled parliament to pass a law that allows provinces to form federal regions. He said the law weakened the Sunnis.

Some Shi'ite leaders want to create a region in the oil-rich Shi'ite heartland in the south. Sunni Arab political parties oppose federalism, saying it will lead to Iraq's break-up.

"We need to secure the rights of the Sunnis based on God's sharia," he said, "Who will dare to oppose God's sharia?"

Abu Harith said Sunni Arabs were being marginalised.

"We are all Iraqis and we will fight for the rights of the Sunnis. We want to bring justice back to its people."

Praise be to Allah who gives strength to Islam with His victory, and who humiliates polytheism with His defeat, and who manages matters with His order, and who entices the unbelievers with his cunning, and who has judged time to rotate with His justice. And peace and prayers be upon he whom Allah has advanced the light of Islam with his sword.

In the blessed month of “Ramadan”, we bring the good news from al-Rafedain land [Iraq], the caliphs land. From Baghdad, the capital of the caliphate - may Allah free it from the crusaders and the Safawi “Shiite”- , the fruits of the monotheism tree -which was irrigated with the martyrs blood- have ripened , and it's time of its reaping.

The efforts has been united , and the sincere Mujahideen in al-Rafedain land [Iraq] brings good news to the Islam's nation everywhere, especially the Sunnah in Iraq, about the foundation of the righteous state , the Islamic state, which will rule the land and people with Allah's law, which will protect the Sunnah in al-Rafedain land [Iraq].

The media committee has the honor to present to all Muslims everywhere the message of the Islamic State of Iraq spokesman, and the spokesman of the Information Ministry, announcing to you this good news.

And we invite all Muslims in the whole world to support this state with money, men and Doua'a [prayers].

Allah has full power and control over His Affairs, but most of men know not, and all praise and gratitude be to Allah.

In the name of Allah, the Most Magnificent, the Most Merciful

Praise be to Allah, the Exalted in Might, the Wise, who says: {The command is for none but Allah: He has commanded that ye worship none but Him: that is the right religion, but most men understand not...} [12:40]

And who says: {(They are) those who, if We establish them in the land, establish regular prayer and give regular charity, enjoin the right and forbid wrong: with Allah rests the end (and decision) of (all) affairs} [22:41]

And may peace and prayers be upon he who Allah has been sent; to lead mankind out of the darkness and into the light, and upon his family and companions, the people of sacrifice and frontlines.

As to what follows:

Therefore, your brothers in the Mutayibeen Alliance bring you the good news of the establishment of the Islamic State of Iraq, in Baghdad, Anbar, Diyala, Kirkuk, Salahaldeen, Naynawa and parts of Babel and Waset province, in order to protect our religion and our people so that there is no Fitnah (Disbelief) and so that the blood and sacrifices of your Mujahideen sons are not lost in vain.

Prophet Muhammad (SAW) said: (It’s not permissible for three people, to be in a land without appointing one of them as an emir [chief]).

Shaykh of Islam, Ibn Taymiyyah -may Allah have mercy on him-, said: “It must be known that the governance of people is one of the utmost obligations, furthermore neither religion nor life can be carried unless governance is applied, because people can’t achieve their interests except by getting together to meet each other’s needs, and when they get together they need a head [chief], moreover, Prophet Muhammad (SAW) said: (When three people travel they should appoint one of them as an emir [chief])”.

And his [Ibn Taymiyyah] saying: “Governance should be taken as a religion, and also as a pious act with which one gets closer to Allah. Because getting closer to Allah by abiding to Allah’s rules and his prophet is one of the best acts of piousness”.

And Imam Shawkani –may Allah have mercy on him- said, in the chapter about the necessity of establishing judicial authorities, governance and others, and then he said in the aforementioned saying of the Prophet (SAW); “And if Allah legislated that for three people found in some land, or traveling, then it’s imperative and more deserving for this to be legislated for groups of people living in villages or countries; for those who would need to rule out injustice, and fair judgment of disputes”.

And that is the proof for those who say that its obligatory for Muslims to appoint leaders, rulers and governors.

And why not! Since -with Allah’s power and assistance- we are spread more widely, and our arms are reaching further, and our bases are more secure than the government of Palestine, whose legitimacy was accepted by many, despite the fact that the occupying Zionist kills and captures whoever they will and frees whomever they will at any time and place, as is clear from the capture of more than 60 of their ministers and statesmen. Whereas, the American occupier doesn’t reach, even one of our soldiers, without us spilling their blood, and so many can witness that.

And we, as we announce the establishment of this state, relying on the Sunnah [acts and teachings] of the Prophet (SAW) when he went from Mecca to Medina and established the State of Islam there, despite the fact that a coalition of the polytheists and the people of the book were against him. Since the Jews had their separate residential areas, and were at very high levels of administration, military training and organization, in addition to the hypocrites, and the polytheists who joined them, headed by Ibn Sulul who craved to rule over Medina.

All of this challenged the young state, to a high level in which the Prophet (SAW) was ready to give third of Medina’s harvest to Thaqeef.

And despite their limited numbers and equipment, it was necessary, so that the state becomes a refuge for the Muslims, where their rights are protected, and the desires of their enemies are rebelled. And we, with Allah’s might and power, have control over many parts [of Iraq] that is equal to the area of the first Medina state; parts [areas] in which the enemies have no presence whatsoever, areas in which the Mujahideen have established the Sharia (Islamic Laws), at the earnest request of the Sunnah themselves.

Let the invader aggressors and the spiteful Rafidah (Shiites) know that the blood of the Sunnah is dear and valuable, and it won't be wasted in vain from now on. We will face any transgression on the Sunnah's blood with Allah’s Strength, with harsh and severe retaliation like they've never seen before. And let them know that the Baghdad of Rasheed, the Land of the Khilafah, was built by our ancestors and it will not leave our hands except over our dead bodies and skulls, and we will plant the flag of monotheism in it, the flag of the Islamic state, all over again.

And we call upon all the Mujahideen, the Scholars of Iraq, the Tribal Chiefs, and the masses among the Sunnah to pledge allegiance to the Amir of the Mu’mineen, the honorable Sheikh Abu Omar al-Baghdadi, to listen and obey his orders whether favorable or not, and to work hard to strengthen the pillars of this state; to sacrifice for it our lives and what we hold valuable.

While I have been collecting most of the items in this thread, I have kept one eye on the Western news.

After hearing about the gathering in the streets of Ramadi, a couple of days after the fact, the first English news that mentioned this event quoted an American official, who I believe was in Iraq, who said, we are not aware of any such happening in Ramadi.

At the same time, the Kuwait News Agency was reporting that the clerics in Iraq were dennouncing the new alliance and "situation".

What does this tell us?!?!?

Ministry of Information in the Islamic State of Iraq Reports Three Suicide Bombing Operations in Baghdad

Now issuing their own reports for attacks in Iraq and mirroring the format of the Mujahideen Shura Council, the Ministry of Information in the Islamic State of Iraq distributed to jihadist forums today, Wednesday, October 18, 2006, three communiqués concerning suicide bombings last Tuesday. Each message carries a unique description of the suicide bomber’s motivation, such as desiring the “reward of Paradise” and “worried by the thirst of sitting, so they cooled off with martyrdom blood for the Cause of Allah.” Descriptions of the attacks and casualty approximations are provided of the operations which targeted an American Army vehicle convoy in al-Dawra, another set of American vehicle and Iraqi police outside an Iraqi police station in al-Dawra, and Iraqi National Guard in al-Soleikh, in Baghdad.

The Islamic State of Iraq and its Ministry of Information was established to protect the Sunni Iraqi people and defend Islam, by the Pact of the Scented People, itself composed of representatives from the Mujahideen Shura Council in Iraq, Conquering Army [Jeish al-Fatiheen], Army Squad of the Prophet Muhammad [Jund al-Sahaba], Brigades of al-Tawhid Wal Sunnah, and Sunni tribes. It claims a presence in the governorates of Baghdad, Anbar, Diyala, Kirkuk, Salah al-Din, Ninawa, and parts of Babel and Wasit, and is head by the Emir of the Believers, Abu Omar al-Baghdadi.

Two statements were recently published to an affiliated website of Muhammad Khalil al-Hukaymah AKA Abu Jihad al-Masri, al-Thabeton, regarding recent announcements by the Mujahideen Shura Council in Iraq and the Emir of al-Qaeda in Iraq, Abu Hamza al-Muhajir. One statement offers congratulations to the Muslims on the occasion of Ramadan, but primarily focuses on “victory” in Iraq with the establishment of the Islamic State of Iraq by the Council and the Pact of the Scented People. Hukaymah adds: “We also would like to remind the Emir of the Islamic Nation, his eminence Sheikh Abu Omar al-Baghdadi to work on the release of the Mujahid Imam Omar Abdul Rahman, and the rest of the Muslim prisoners in American jails”.

The second message continues the desire to free the “Blind Sheikh,” Omar Abdul Rahman, referencing Abu Hamza al-Muhajir’s words. He then suggests that legal and political methods should first be used, lest people accuse the Muslims of terrorism. However, if these peaceful methods fail, the author suggests an “open war” with the “sons of the Cross” involving kidnapping and slaughter.

Muhammad Khalil al-Hukaymah is a prominent member of a faction of the Egyptian Islamic Group [al-Gama’a al-Islamiya] who had spoken in an August 2006 as-Sahab video announcing a merger with al-Qaeda.

BAGHDAD, Oct 18 (KUNA) -- Religious, political and popular Iraqi figures rejected on Wednesday the declaration of forming an "Islamic Emirate" in Iraq by the Mujahidin Shura Council, which grouped eight Iraqi militant factions, including Al-Qaeda.

The declaration was made Sunday in a voiced recording posted on the Internet, saying that the emirate would include Al-Anbar, Diyala, Kirkuk, Saladin, Ninoy, and parts of Babel and Waset provinces.

Al-Anbar Sahwa (awakening) Council Chief Sheikh Abdulsattar Aburisha told Kuwait News Agency (KUNA) that such an organization "was far from being affiliated with Islam," adding that their actions were not those of Muslims and that "Iraqis do not need to be taught about religion." Moreover, he said the people would not allow militant groups to impose their extremist ideologies, rejecting strongly "the division of Iraq into emirates." For his part, Secretary General of the Muslim Clerics' Authority Sheikh Hareth Al-Dhari said in a statement published in "Al-Sabah" daily that "Iraq's Sunnis are not in any way related to acts of terrorism, and accusing them of this is a grave mistake." He added that the authority refused the division of Iraq under any pretense, adding that "Sunnis and Shiites in Iraq work together and there are no sectarian differences between them... but there are internal and external parties that are trying to instigate strife in order to maintain the current occupation." As for member of the authority and Chairman of the Universities' Faculty Association Essam Al-Rawi, he said in a statement to KUNA that the declaration of an Islamic emirate in Iraq or any form of division of its land was "a form of treason and Baghdad will remain the capital of the whole of Iraq." He noted that the division of the country was opposed to the principles of Islam, which encouraged the establishment of a united Islamic nation.

Meanwhile, MP Eyad Jamaluddin told KUNA that Iraqis were adamant about maintaining the unity of their country and that "the future will show that Iraq is not a land to be divided." He pointed out that despite Al-Qaeda's killing and destruction in Iraq, there was an increase in state security and in the authority of tribes, saying that the declaration was "a cheap form of treason" through which these failing militant groups attempted to show that they were still active.

Jamaluddin added that this declaration coincided with the parliament's approval of federalism, saying that federalism was an "advanced system" that would contribute to Iraq's economic and administrative development.

The Islamic State of Iraq has announced that it has formed a new entity, the Al-Furqan Institute, that will represent media communications and video production in an effort to counter the propaganda peddeled by mainstream press and accurately portray the States public relations.

The Islamic Iraq State Announces The Establishment Of Al-Furqan Institute For Media Production

In The Name Of Allah The Most Gracious The Most Merciful

All praise be to Allah, The Cherisher and Sustainer of the worlds. Peace and prayer be upon our prophet, Muhammad, his family, and his companions.

Allah said:

[Blessed be He Who sent down the criterion (of right and wrong, i.e. this Qur’an) to His slave (Muhammad SAW) that he may warn the Al-Amîn (mankind and jinn)]. Al-Furqan 25:1

It is the Furqan (Criterion) that distinguish between right and wrong, unequivocally and not secretly. It is the Criterion that separates between fighting in the name of Allah and fighting in the name of arrogance.

Allah said:

[There has already been a sign for you (O Jews) in the two armies that met (in combat i.e. the battle of Badr): One was fighting in the Cause of Allâh and the other were disbelievers. They (the believers) saw them (the disbelievers) with their own eyes twice their number (although they were three times their number). And Allah supports with His Victory who He pleases. Verily, there is a lesson for those who understand]. Al-Imran 3:13

Allah called the day of ''Badr'' (the famous Battle of Badr), the criterion that distinguish between the right and wrong people by the sword and discloses the hypocrites, all praise and gratitude be to Allah.

Allah said:

[…We sent down to Our slave (Muhammad SAW) on the Day of Criterion (between right and wrong), the Day when the two forces met (the battle of Badr); And Allah is Able to do all things.] Al-Anfal 8:41

The Ministry of Information for the Islamic State of Iraq is pleased to announce the formation of a media institution for the production of audio-visual releases and all informative material issued by the Ministry of Information in the Islamic State of Iraq, may Allah provide it strength and longevity to endorse is creation.

This institute is a milestone on the path of jihad; a distinguished media that takes the great care in the management of the conflict with the Crusaders and their tails and to expose the lies in the Crusaders' media.

So, Allah willing, all that pleases the believers and exasperates the unbelievers and hypocrites, will be forthcoming in our new media effort. We ask Allah for success and guidance and that this work should be only for Allah.

Oh Allah, defeat the Americans and their allies, and provide their equipment as booty for the Muslims, O Allah destroy them.

Oh Allah, the sky is yours, the earth is yours and the sea is yours. Oh Allah, drop all their forces from the skies, destroy all their forces on land and sink all their forces on the sea.

Oh Allah, retaliate upon them, afflict them like you did Pharaoh and his nation, Oh Allah afflict their country with floods; make them poor and in need of food and supporters. Oh Allah defeat them, destroy them Oh All-Strong, the Almighty.
