Thanks god that ordered the jihad in its way, and it promised on it the great reward and the great victory, and I testify to no God except Allah alone no partner of it the sayer in its noble book : { and was really on us the victory of believers } and testify that Mhmda Abdou, his messenger and his friend is the better militants, and believe the fighters, and advise the worshippers as a wholes, peace be upon him and on his pure good family, and on his owners the nobles the good ancestor who sold themselves of Allah and fought for his way until Allah showed by them the religion, and reinforced by them the believers, and humiliated by them the infidels, may Allah be pleased with them and their most generous abode and made us of their followers with charity to the Doomsday, as for till now :
, the jihad for the sake of Allah is from the better pious acts and from the greatest obediences, but he is better what approaches is by it the approaching, and competes in it the competitors after the duties, and what this except not it results from it from the victory of believers and raising the religion word, and the repression of infidels and hypocrites, and the facilitation of the spread of the Islamic mission between both worlds, and bringing the worshippers out of the darknesses to the light, and the deployment of the Islam advantages and its fair judgements between all creatures, and other things of many interests and the good consequences to the Muslims, and it has come in its favour and preferred the militants from the Qur'anic verses and the prophet's Hadiths what encourages the high resolutions, and it moves latent the souls to the participation in this way, and the truth in the fight of the Lord of the Worlds enemies, and he is an individual duty on the Muslims

بسم الله الرحمن الرحيم
[محمد رسول الله والذين معه اشداء على الكفار رحماء بينهم ] صدق الله العظيم
الحمد لله الذي أمر بالجهاد في سبيله، ووعد عليه الأجر العظيم والنصر المبين، وأشهد أن لا إله إلا الله وحده لا شريك له القائل في كتابه الكريم: {وَكَانَ حَقًّا عَلَيْنَا نَصْرُ الْمُؤْمِنِينَ} وأشهد أن محمداً عبده ورسوله وخليله أفضل المجاهدين، وأصدق المناضلين، وأنصح العباد أجمعين، صلى الله عليه وسلم وعلى آله الطيبين الطاهرين، وعلى أصحابه الكرام السلف الصالح الذين باعوا أنفسهم لله وجاهدوا في سبيله حتى أظهر الله بهم الدين، وأعز بهم المؤمنين، وأذل بهم الكافرين، رضي الله عنهم وأكرم مثواهم وجعلنا من أتباعهم بإحسان إلى يوم الدين، أما بعد:
فإن الجهاد في سبيل الله من أفضل القربات، ومن أعظم الطاعات، بل هو أفضل ما تقرب به المتقربون، وتنافس فيه المتنافسون بعد الفرائض، وما ذاك إلا لما يترتب عليه من نصر المؤمنين وإعلاء كلمة الدين، وقمع الكافرين والمنافقين، وتسهيل انتشار الدعوة الإسلامية بين العالمين، وإخراج العباد من الظلمات إلى النور، ونشر محاسن الإسلام وأحكامه العادله بين الخلق أجمعين، وغير ذلك من المصالح الكثيره والعواقب الحميده للمسلمين، وقد ورد في فضله وفضل المجاهدين من الآيات القرآنيه والأحاديث النبويه ما يحفز الهمم العاليه، ويحرك كوامن النفوس إلى المشاركة في هذا السبيل، والصدق في جهاد أعداء رب العالمين، وهو فرض عين على المسلمين
يقول إبراهيم بن المنذر حدثنا محمد بن فليح فقال حدثني أبي عن هلال بن علي عن عبد الرحمن بن أبي عمره عن أبي هريره رضى الله تعالى عنه عن النبي صلى الله عليه وسلم فقال "لقاب قوس في الجنة خير مما تطلع عليه الشمس وتغرب وقال لغدوه أو روحه في سبيل الله خير مما تطلع عليه الشمس وتغرب"

إخوتنا في الجهاد
من هنا نأتي على قول الله تعالى في محكم كتابه الكريم : {وإن طائفتان من المؤمنين اقتتلوا فأصلحوا بينهما فإن بغت إحداهما على الأخرى فقاتلوا التي تبغي حتى تفيء إلى أمر الله فإن فاءت فأصلحوا بينهما بالعدل وأقسطوا إن الله يحب المقسطين* إنما المؤمنون إخوة فأصلحوا بين أخويكم واتقوا الله لعلكم ترحمون }(الحجرات: 9) فقد أثبت الله الإيمان للطائفتين المتقاتلين رغم كون إحداهما باغية، والبغي - ولا سيما في دماء المؤمنين - من أعظم الكبائر وأشنعها، ومع ذلك سمى الله المتصفين به مؤمنين، ودعاهم إلى الصلح والتوبة. {وَكَانَ حَقًّا عَلَيْنَا نَصْرُ الْمُؤْمِنِينَ}[
في قلوب مرتاحة استقبلنا دعوة الشيخين الضاري والمهاجر اجلهم الله في خطابهم الأخير حول المصالحة والتكاتف بين العشائر بين المجاهدين في رص الصفوف وتوجيه السيوف نحو المحتل الكافر واعوانة خدمة الصليب. فلا يشك عاقل من إن الاحتلال الصليبي وعملاءه سعوا إلى الإخلال بين علاقة المجاهدين وأبناء العشائر والتي هي قاعدة الجهاد الأساسية لإضعاف قوة هيبة الجهاد لخدمة الصليب واعوانة في تمرير مخططات اقلها تفتيت هذا البلد الذي طالما كان عنوان للتحدي والصمود. وعلية فقد تشكل مجلس شورى عشيرة البوباز والذي يضم كبار رجالات العشيرة في سامراء وبغداد وديالى، ممن لهم باع في درب الجهاد ومساندته والدعوة إليه، و اجتمعت فيه القلوب موحدة عامرة برضى من العزيز الجبار وقد قرر المجلس بعد الاتكال على الله ماياتي.
أ- إعلان الصلح والعهد الدائم بين الإطراف المتنازعة و إلزام الطرفين بالتقيد بمبادئ الصلح على ضوء دعوات الشيخين الجليلين الضاري والمهاجر الأخيرة. منذ إعلان هذا البيان وإرجاع عواقب الأمور لاسامح الله إليهم وفق المعاير الشرعية لحقن دماء المسلمين.
ب- إعلان البيعة لجميع فصائل الجهاد والمقاومة (بضمنها مجلس شورى المجاهدين) التي تقارع المحتل وعملاء الصليب وفسح المجال لأبناء العشيرة بالالتحاق بأي فصيل أو كتائب مجاهد يرغبون الانضمام إليها غاية الأجر والثواب وازحة المحتل الصليبي.من دون التقيد أو الرجوع إلى العشيرة. مثالا لقول رسول الله صلى الله عليه وسلم: ((ما أغبرت قدما عبد في سبيل الله فتمسه النار)) رواه البخاري في صحيحه.
أخواتنا في الجهاد
إن مجلس الشورى جاء تشكيلة من قبل أبناء عشيرة البوباز المخلصين بعد دراسة فيضه لانتشال الواقع المرير الذي تعيشه هذه المدينة بسبب الخلافات التي جرت في الوقت السابق. مما سببت في أربكاك عمل الجهاد في المدينه، حتى أصبح الاقتتال الداخلي هو السمة الدارجة فأصبح الأخ يخاف من اخية وهما في صنوان واحد. ومن هذه المعطيات المؤلمة خرجنا وبيدنا راية التوحيد معلنين (لاخوفا ولا مكرا) إن العشيره لم ولن تقف يوما في وجه المشروع الجهادي الرامي لإقامة دولة الإسلام وفق الشر يعه الإسلامية.بل على العكس فقبل وخلال أيام الفتنه، ضحى الكثير من أبناء العشيره بالرجال الشجعان غاية منهم لإعلاء كلمة الله ورفع راية التوحيد والجميع من فصائل المجاهدة يشهد بذلك،وعليه سوف نضرب بيد من حديد وفق الشرع ونهدر دم كل من يقف إمام مشروع الصلح والايخاء بين أبناء العشيرة وإخوتنا في طريق الجهاد كان من كان تسميته أو مكانته في العشيره.
وهكذا فان دعوة المجلس إلى التكاتف هي دعوة للجميع للعوده إلى الالتزام بشرع الله وحدوده. من اجل النصر و تحرير ارض الرافدين وطرد المحتل كما يقول الله تعالى في محكم كتابة {وَلا تَنَازَعُوا فَتَفْشَلُوا وَتَذْهَبَ رِيحُكُمْ}
فلا بد إخوتنا في الجهاد من التنظيم والتعاون بين الجميع حتى لا يحدث الفشل، وحتى لا يطمع العدو ويبث سمومه للتفريق بين الأهل والصحب وإشغالهم بحرب داخلية بغية إبعاد الخطر عنه.
فنسأل الله أن يمن على المسلمين جميعاً بالرجوع إلى دينه، وأن يصلح لهم البطانه ويجمع كلمتهم على الحق ويوفقهم جميعاً للفقه في الدين والجهاد في سبيل رب العالمين حتى يعزهم الله ويرفع عنهم الذل، ويكتب لهم النصر على أعدائه وأعداء الدين إنه ولي ذلك والقادر عليه.

فإن الجهاد في سبيل الله من أفضل القربات، ومن أعظم الطاعات، بل هو أفضل ما تقرب به المتقربون، وتنافس فيه المتنافسون بعد الفرائض، وما ذاك إلا لما يترتب عليه من نصر المؤمنين وإعلاء كلمة الدين، وقمع الكافرين والمنافقين، وتسهيل انتشار الدعوة الإسلامية بين العالمين، وإخراج العباد من الظلمات إلى النور، ونشر محاسن الإسلام وأحكامه العادله بين الخلق أجمعين، وغير ذلك من المصالح الكثيره والعواقب الحميده للمسلمين، وقد ورد في فضله وفضل المجاهدين من الآيات القرآنيه والأحاديث النبويه ما يحفز الهمم العاليه، ويحرك كوامن النفوس إلى المشاركة في هذا السبيل، والصدق في جهاد أعداء رب العالمين، وهو فرض عين على المسلمين
يقول إبراهيم بن المنذر حدثنا محمد بن فليح فقال حدثني أبي عن هلال بن علي عن عبد الرحمن بن أبي عمره عن أبي هريره رضى الله تعالى عنه عن النبي صلى الله عليه وسلم فقال "لقاب قوس في الجنة خير مما تطلع عليه الشمس وتغرب وقال لغدوه أو روحه في سبيل الله خير مما تطلع عليه الشمس وتغرب"
والأدله على ذلك من الكتاب والسنه معلومه، ومما ورد في فضل الجهاد والمجاهدين من الكتاب المبين قوله تعالى: {انْفِرُوا خِفَافًا وَثِقَالًا وَجَاهِدُوا بِأَمْوَالِكُمْ وَأَنْفُسِكُمْ فِي سَبِيلِ اللَّهِ ذَلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنْتُمْ تَعْلَمُون* لَوْ كَانَ عَرَضًا قَرِيبًا وَسَفَرًا قَاصِدًا لاتَّبَعُوكَ وَلَكِنْ بَعُدَتْ عَلَيْهِمُ الشُّقَّةُ وَسَيَحْلِفُونَ بِاللَّهِ لَوِ اسْتَطَعْنَا لَخَرَجْنَا مَعَكُمْ يُهْلِكُونَ أَنْفُسَهُمْ وَاللَّهُ يَعْلَمُ إِنَّهُمْ لَكَاذِبُون* عَفَا اللَّهُ عَنْكَ لِمَ أَذِنْتَ لَهُمْ حَتَّى يَتَبَيَّنَ لَكَ الَّذِينَ صَدَقُوا وَتَعْلَمَ الْكَاذِبِينَ * لا يَسْتَأْذِنُكَ الَّذِينَ يُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِرِ أَنْ يُجَاهِدُوا بِأَمْوَالِهِمْ وَأَنْفُسِهِمْ وَاللَّهُ عَلِيمٌ بِالْمُتَّقِينَ* إِنَّمَا يَسْتَأْذِنُكَ الَّذِينَ لا يُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِرِ وَارْتَابَتْ قُلُوبُهُمْ فَهُمْ فِي رَيْبِهِمْ يَتَرَدَّدُونَ.صدق الله العظيم
إخوتنا في الجهاد
من هنا نأتي على قول الله تعالى في محكم كتابه الكريم : {وإن طائفتان من المؤمنين اقتتلوا فأصلحوا بينهما فإن بغت إحداهما على الأخرى فقاتلوا التي تبغي حتى تفيء إلى أمر الله فإن فاءت فأصلحوا بينهما بالعدل وأقسطوا إن الله يحب المقسطين* إنما المؤمنون إخوة فأصلحوا بين أخويكم واتقوا الله لعلكم ترحمون }(الحجرات: 9) فقد أثبت الله الإيمان للطائفتين المتقاتلين رغم كون إحداهما باغية، والبغي - ولا سيما في دماء المؤمنين - من أعظم الكبائر وأشنعها، ومع ذلك سمى الله المتصفين به مؤمنين، ودعاهم إلى الصلح والتوبة. {وَكَانَ حَقًّا عَلَيْنَا نَصْرُ الْمُؤْمِنِينَ}[
في قلوب مرتاحة استقبلنا دعوة الشيخين الضاري والمهاجر اجلهم الله في خطابهم الأخير حول المصالحة والتكاتف بين العشائر بين المجاهدين في رص الصفوف وتوجيه السيوف نحو المحتل الكافر واعوانة خدمة الصليب. فلا يشك عاقل من إن الاحتلال الصليبي وعملاءه سعوا إلى الإخلال بين علاقة المجاهدين وأبناء العشائر والتي هي قاعدة الجهاد الأساسية لإضعاف قوة هيبة الجهاد لخدمة الصليب واعوانة في تمرير مخططات اقلها تفتيت هذا البلد الذي طالما كان عنوان للتحدي والصمود. وعلية فقد تشكل مجلس شورى عشيرة البوباز والذي يضم كبار رجالات العشيرة في سامراء وبغداد وديالى، ممن لهم باع في درب الجهاد ومساندته والدعوة إليه، و اجتمعت فيه القلوب موحدة عامرة برضى من العزيز الجبار وقد قرر المجلس بعد الاتكال على الله ماياتي.
أ- إعلان الصلح والعهد الدائم بين الإطراف المتنازعة و إلزام الطرفين بالتقيد بمبادئ الصلح على ضوء دعوات الشيخين الجليلين الضاري والمهاجر الأخيرة. منذ إعلان هذا البيان وإرجاع عواقب الأمور لاسامح الله إليهم وفق المعاير الشرعية لحقن دماء المسلمين.
ب- إعلان البيعة لجميع فصائل الجهاد والمقاومة (بضمنها مجلس شورى المجاهدين) التي تقارع المحتل وعملاء الصليب وفسح المجال لأبناء العشيرة بالالتحاق بأي فصيل أو كتائب مجاهد يرغبون الانضمام إليها غاية الأجر والثواب وازحة المحتل الصليبي.من دون التقيد أو الرجوع إلى العشيرة. مثالا لقول رسول الله صلى الله عليه وسلم: ((ما أغبرت قدما عبد في سبيل الله فتمسه النار)) رواه البخاري في صحيحه.
أخواتنا في الجهاد
إن مجلس الشورى جاء تشكيلة من قبل أبناء عشيرة البوباز المخلصين بعد دراسة فيضه لانتشال الواقع المرير الذي تعيشه هذه المدينة بسبب الخلافات التي جرت في الوقت السابق. مما سببت في أربكاك عمل الجهاد في المدينه، حتى أصبح الاقتتال الداخلي هو السمة الدارجة فأصبح الأخ يخاف من اخية وهما في صنوان واحد. ومن هذه المعطيات المؤلمة خرجنا وبيدنا راية التوحيد معلنين (لاخوفا ولا مكرا) إن العشيره لم ولن تقف يوما في وجه المشروع الجهادي الرامي لإقامة دولة الإسلام وفق الشر يعه الإسلامية.بل على العكس فقبل وخلال أيام الفتنه، ضحى الكثير من أبناء العشيره بالرجال الشجعان غاية منهم لإعلاء كلمة الله ورفع راية التوحيد والجميع من فصائل المجاهدة يشهد بذلك،وعليه سوف نضرب بيد من حديد وفق الشرع ونهدر دم كل من يقف إمام مشروع الصلح والايخاء بين أبناء العشيرة وإخوتنا في طريق الجهاد كان من كان تسميته أو مكانته في العشيره.
وهكذا فان دعوة المجلس إلى التكاتف هي دعوة للجميع للعوده إلى الالتزام بشرع الله وحدوده. من اجل النصر و تحرير ارض الرافدين وطرد المحتل كما يقول الله تعالى في محكم كتابة {وَلا تَنَازَعُوا فَتَفْشَلُوا وَتَذْهَبَ رِيحُكُمْ}
فلا بد إخوتنا في الجهاد من التنظيم والتعاون بين الجميع حتى لا يحدث الفشل، وحتى لا يطمع العدو ويبث سمومه للتفريق بين الأهل والصحب وإشغالهم بحرب داخلية بغية إبعاد الخطر عنه.
فنسأل الله أن يمن على المسلمين جميعاً بالرجوع إلى دينه، وأن يصلح لهم البطانه ويجمع كلمتهم على الحق ويوفقهم جميعاً للفقه في الدين والجهاد في سبيل رب العالمين حتى يعزهم الله ويرفع عنهم الذل، ويكتب لهم النصر على أعدائه وأعداء الدين إنه ولي ذلك والقادر عليه.
