اخترقت دراسة أصدرها مركز رؤية للدراسات السياسية والإستراتيجية، الهيكل التنظيمي لتنظيم (القاعدة في بلاد الرافدين)
والتي يترأسها أبو مصعب الزرقاوي، في أول رصد من نوعه بين الدراسات المتعلقة بتنظيمات السلفية الجهادية.
وقالت الدراسة التي أجراها خبير الحركات الإسلامية الجهادية مروان شحادة الذي عنون دراسته بـ
(إستراتيجية القاعدة في العراق)
إن هيكلية تنظيم قاعدة الجهاد في بلاد الرافدين تتصف بالمرونة، فلا يوجد ثبات بالمطلق، حيث يجمع أبو مصعب الزرقاوي جميع خيوط التنظيم بقبضة حديدية. أي أنه "رئيس وزراء" في حكومة طوارئ.
وزير الداخلية
بدأ الزرقاوي بعد إصابته، التفكير بشكل جدي بنقل قيادة التنظيم إلى أحد الأعضاء العراقيين، وهذا ما حدث مؤخرا، إذ أعلن التنظيم عن اسم نائب أمير التنظيم واسمه أبو عبدالرحمن العراقي، والذي وجه بدوره رسالة إلى أبي مصعب الزرقاوي بعنوان "لبيك لبيك يا أبا مصعب"، وسلم قيادة التنظيم إلى العراقيين سواء الأصيلين في التنظيم أم المنطوين فيما بعد للعمل تحت رايته وقيادته، فأبقى تشكيلاتهم كاملة كما هي للعمل تحت مظلة الجناح العسكري في التنظيم، وأصبحت هيكلية التنظيم أكثر وضوحا من السابق، حيث كان يكتنفها الغموض المطلق، فالزرقاوي لا يزال أميرا للتنظيم وواجباته تبدأ بتوجيه اللجان المختلفة للتنظيم، فهو الذي وضع إستراتيجية المقاومة بشكل عام، من خلال استهداف القوات الأمريكية وقوات التحالف، بالإضافة إلى استهداف الشيعة والأكراد، والبنية التحتية للدولة، والمنشآت الحيوية في البلاد، وبالتالي فإنه يوجه معظم عمليات التنظيم الكبرى، ويرسم إستراتيجيته وسياسته، ومن هنا فإن كافة التشكيلات العسكرية تتبع نهجا محددا في اختيار الأهداف، وفي معظم العمليات الصغيرة لا تحتاج المجاميع المنتشرة - من سرايا ومجموعات - في مختلف المناطق إلى أمر مباشر وهي متروكة لاجتهادات القادة الميدانيين بالتنسيق مع قادة الكتائب وأمراء المناطق، ويعتبر منصب نائب الأمير الذي تولاه أبو عبدالرحمن العراقي، حدثا جديدا تطلبته ضرورات الواقع وحفاظا على سلامة التنظيم، وهو يقوم بكل الأعمال مع الزرقاوي، ويطلع على كل الأمور المتعلقة بالتنظيم وسير عمله، وقد أوكل إليه الزرقاوي مهمة الاتصال بالعراقيين بشكل مباشر، وحافظ هو على الاتصال مع المقاتلين المتطوعين من خارج العراق.

ويقوم نائب الأمير بالإشراف على احتياجات اللجان المنبثقة عن التنظيم وهي الجناح العسكري بقيادة الأمير أبو أسيد العراقي، وهو المسؤول الأول عن الكتائب والسرايا والمجموعات، العاملة والتنفيذية والمساندة، التابعة للتنظيم، وكذلك تم الإعلان عن تشكيل (فيلق عمر) في مواجهة (فيلق بدر) الشيعي، وهناك عدة كتائب رئيسية وعلاقتها مع القيادة العليا للتنظيم، مثل كتيبة الأمن والاستطلاع، والتي تقوم بفحص دقيق للأعضاء الجدد المنتسبين للتنظيم، وتقوم بجمع المعلومات عن الأشخاص والأماكن والأهداف المنتخبة للعمليات، وطرق قوات الاحتلال، والشركات المساندة لها من ناحية أمنية أو لوجستية، وتوجهات القوات الأمريكية، وتكتيكاتها العسكرية، والخطط المستقبلية لها وللحكومة، وتعمل على تجنيد العملاء داخل قوات الحرس الوطني والشرطة وشركات المقاولات العاملة، وشركات النقليات، وغيرها من الوظائف الهامة الحساسة.
وتنتشر جماعات الاستطلاع بين الناس، وتقوم بتسجيل انطباعاتهم وتلمس حاجاتهم، وتعمل على جمع المعلومات حول الأشخاص المستهدفين بعمليات التصفية والاغتيال، سواء كانوا من أعضاء الحكومة أو البعثات الدبلوماسية، أو قادة الجيش والشرطة وغيرهم، فضلا عن استكشاف المناطق الحساسة والحيوية ومعرفة نقاط الضعف للاستفادة منها، وترفع جميع التقارير وبشكل دائم ومستمر إلى قيادة التنظيم، التي تقوم بدراستها والتشاور حولها وانتقاء الأهداف وأوقات التنفيذ، وتوجيه أوامر التنفيذ إلى الجناح العسكري وتشكيلاته للتنفيذ والإعلام بالنتائج لكل عمل تقوم به تلك التشكيلات.
هيئة الأركان
وينبثق عن الجناح العسكري عدة كتائب وسرايا ومجموعات، تسمى بمسميات مختلفة بعضها تحمل أسماء الخلفاء الراشدين مثل كتيبة أبو بكر الصديق، وفيلق عمر، وكتيبة ابن الخطاب، وبعضها يحمل اسم بعض قادة القاعدة في جزيرة العرب مثل كتيبة عبدالعزيز المقرن، وأبو أنس الشامي وأبو عزام العراقي (عبدالله الجوري) وأطلق على كتائب الاقتحام اسماهما، أما الكتائب الأخرى فهي تحمل نفس الاسم الذي حملته قبل الانضمام إلى تنظيم قاعدة الجهاد في بلاد الرافدين في العراق، مثل كتيبة الرجال.
وزارة المحاربين القدامى
وتعتبر كتيبة (الإستشهاديين) أهم الكتائب في تنظيم قاعدة الجهاد في بلاد الرافدين وهي (كتيبة البراء بن مالك) وأميرها (أبو دجانة الانصاري)، وبداية التشكيلات العسكرية لاستخدام التنظيم العمليات التي ينفذها المنتمين لهذه الكتيبة بشكل واسع وكبير في ضرب الأهداف الحيوية، وهي تضم العدد الأكبر من المتطوعين العرب، وفي الفترة الأخيرة بدأ ينضم إليها أعضاء من العراقيين، ومن الجدير بالذكر أن الزرقاوي يولي أهمية خاصة لهذه الكتيبة لما لها من دور كبير في حرب الاستنزاف وقلة تكلفة العملية الواحدة منها من الناحية المعنوية والمادية، ولما تحدثه من أثر كبير في تحطيم معنويات جنود الاحتلال والمتحالفين معهم، ويشرف على هذه الكتيبة قادة ميدانيون مدربون وخبراء في عمليات تصنيع المتفجرات والتفخيخ والتوصيل، وتفجير العبوات سلكيا ولاسلكيا عبر الأجهزة الخاصة – ريموت كنترول – وعبر الهواتف الخلوية، وغيرها من الأساليب الأخرى.
وزارة الأوقاف
ويضم التنظيم هيئة شرعية يرأسها (الشيخ أبو حمزة البغدادي) تقوم بإجراء الدراسات والأبحاث اللازمة للجماعة، وتقوم بالرد على كل الشبهات الشرعية التي يحتاجها التنظيم في نشر معتقداته وأفكاره وممارساته، وأصدرت مؤخرا مجلة خاصة بالتنظيم، اسمها (ذروة السنام)، ووظيفتها دراسة الأحكام الشرعية المتعلقة بالمسائل والقضايا التي تخدم معتقدات وأفكار التنظيم، وتقوم بالرد على الادعاءات والفتاوى التي تمس الجهاد والمقاومة، وتغطي بعض أخبار الجهاد من ناحية القتال والمقاتلين والجبهات القتالية، وقد أسس هذه الهيئة أبو أنس الشامي، ولم يتم الإعلان بعد مقتله عن خليفة له في منصب رئيس الهيئة والمسؤول الشرعي، لأسباب أمنية للحفاظ على حياته، وينبثق عن هذه الهيئة الشرعية، محكمة خاصة - المحكمة الشرعية - تقوم بالنظر في الدعاوى المتعلقة بمسألة التجسس داخل التنظيم، وتصدر أحكاما على المختطفين والأسرى تصل إلى القتل في الغالب، وأحكامها قطعية وغير قابلة للاستئناف.
وزارة الإعلام
القسم الإعلامي للتنظيم يتولى رئاسته أبو ميسرة العراقي، وهو يقوم بإصدار البيانات والنشرات والأشرطة المرئية والمسموعة، وقد لوحظ أن هناك تطورا كبيرا على عمل هذا القسم حيث قام بإعداد عدد من الأشرطة تظهر قدرا من الاحترافية، ويتولى القسم الجانب الدعائي للتنظيم، ويعتبر مهما في تجنيد واستقطاب أعضاء جدد في صفوف الجماعة، وأهم الوسائل التي يستخدمها في نشر كل ما يصدر عنه، شبكة الانترنت التي يظهر التنظيم أيضا احترافية عالية في استخدامها من حيث صعوبة تتبع عناوين المشرفين على مواقعها، وصعوبة تتبع مستخدميها، وابتكار أساليب جديدة متطورة باستمرار لتخطي مسألة الحجب والرصد، ويولي التنظيم أهمية كبيرة في عملية تدريب منتسبيه وأعضائه والمتعاطفين معه على كيفية استخدام الشبكة الالكترونية، وتعتبر مواقع التنظيمات الجهادية جميعا من أهم الوسائل بالتعريف بالتنظيمات وأنشطتها، وإصداراتها المختلفة السياسية والعسكرية والشرعية.

ويوجد بالتنظيم لجنة مالية تقوم بجمع الأموال اللازمة لتمويل الأنشطة المختلفة، وهي تعتمد على شبكة من الناشطين المتخصصين في مجال جمع التبرعات من خلال التجار والمساجد، والمنتشرين في جميع أنحاء العالم، وساهم مفهوم الزكاة والصدقات في الإسلام في سهولة تحصيل الأموال، باعتباره أحد أركان الإسلام، ويجب على كل مسلم أداؤها في مصارفها المحددة في آية الزكاة، وأهمها وأوسعها الجهاد، وكذلك لأن من يدفع المال فكأنما قاتل بنفسه، وبما أن تنظيم قاعدة الجهاد يتولى هذا الركن فإنه يسهل جمع الأموال على هذا الأساس، ولا يقتصر جمع الأموال داخل العراق، بل هناك شبكة من الأنصار في مختلف أنحاء العالم العربي والإسلامي، فعلى سبيل المثال يوجد في الأردن ثلاث قضايا منظورة لدى محكمة أمن الدولة لمجموعات كانت تقوم بجمع الأموال لصالح الزرقاوي، وقد كان الزرقاوي يمسك بقبضة من حديد على الأموال في مرحلة مبكرة، وكان الحصول عليها أثناء الفوضى أمرا يسيرا وبوسائل مختلفة.
ومن الجدير بالذكر أن المسألة المالية لا تشكل عبئا كبيرا على تنظيم قاعدة الجهاد في العراق، فالطبيعة العقائدية الأيديولوجية الاستشهادية، ومفهوم الجهاد الذي يعني بذل النفس والجهد والمال، تجعل من العضو يعمل على تجهيز نفسه بنفسه في الغالب، والمقاتلون لا يعيشون في حياة ترف وبذخ، بل يعيشون حياة تقشف وزهد كبير، ومعظمهم يمضون أيامهم صائمين ويكتفون بالقليل من الطعام والشراب واللباس والمال، ويعيشون في أماكن لا يتوفر فيها إلا الحد الأدنى من متطلبات الحياة، ومعظمهم يتركون أولادهم وأهاليهم متوكلين على الله في حفظهم وتوليهم، وهم يغادروا بلادهم كما ذكر الكثيرون منهم، طلبا لمرضاة الله عز وجل، ولأن الجهاد فرض عين على كل مسلم ومسلمة في حال تعرض أي بلد أسلامي لاحتلال كما حصل في أفغانستان والعراق، ونادرا ما تجد في خطاب الجماعات الجهادية من بيانات ونشرات ما يحرض على جمع الأموال وخاصة الخطاب الرسمي للجماعة، لأنهم يتجنبون الوقوع في شبهة أن قتالهم من أجل مطمع دنيوي، بل يركزون على أن ما يقومون به من تضحية بالنفس والمال، وقتال وتشرد وتعذيب في السجون، إنما هو لإقامة دين الله في الأرض.

وأبو حمزة للأوقاف.. وأبو ميسرة للإعلام.. ووزارة المالية لم تحسم بعد
اخترقت دراسة أصدرها مركز رؤية للدراسات السياسية والإستراتيجية، الهيكل التنظيمي لتنظيم (القاعدة في بلاد الرافدين)
والتي يترأسها أبو مصعب الزرقاوي، في أول رصد من نوعه بين الدراسات المتعلقة بتنظيمات السلفية الجهادية.
وقالت الدراسة التي أجراها خبير الحركات الإسلامية الجهادية مروان شحادة الذي عنون دراسته بـ
(إستراتيجية القاعدة في العراق)
إن هيكلية تنظيم قاعدة الجهاد في بلاد الرافدين تتصف بالمرونة، فلا يوجد ثبات بالمطلق، حيث يجمع أبو مصعب الزرقاوي جميع خيوط التنظيم بقبضة حديدية. أي أنه "رئيس وزراء" في حكومة طوارئ.
وزير الداخلية
بدأ الزرقاوي بعد إصابته، التفكير بشكل جدي بنقل قيادة التنظيم إلى أحد الأعضاء العراقيين، وهذا ما حدث مؤخرا، إذ أعلن التنظيم عن اسم نائب أمير التنظيم واسمه أبو عبدالرحمن العراقي، والذي وجه بدوره رسالة إلى أبي مصعب الزرقاوي بعنوان "لبيك لبيك يا أبا مصعب"، وسلم قيادة التنظيم إلى العراقيين سواء الأصيلين في التنظيم أم المنطوين فيما بعد للعمل تحت رايته وقيادته، فأبقى تشكيلاتهم كاملة كما هي للعمل تحت مظلة الجناح العسكري في التنظيم، وأصبحت هيكلية التنظيم أكثر وضوحا من السابق، حيث كان يكتنفها الغموض المطلق، فالزرقاوي لا يزال أميرا للتنظيم وواجباته تبدأ بتوجيه اللجان المختلفة للتنظيم، فهو الذي وضع إستراتيجية المقاومة بشكل عام، من خلال استهداف القوات الأمريكية وقوات التحالف، بالإضافة إلى استهداف الشيعة والأكراد، والبنية التحتية للدولة، والمنشآت الحيوية في البلاد، وبالتالي فإنه يوجه معظم عمليات التنظيم الكبرى، ويرسم إستراتيجيته وسياسته، ومن هنا فإن كافة التشكيلات العسكرية تتبع نهجا محددا في اختيار الأهداف، وفي معظم العمليات الصغيرة لا تحتاج المجاميع المنتشرة - من سرايا ومجموعات - في مختلف المناطق إلى أمر مباشر وهي متروكة لاجتهادات القادة الميدانيين بالتنسيق مع قادة الكتائب وأمراء المناطق، ويعتبر منصب نائب الأمير الذي تولاه أبو عبدالرحمن العراقي، حدثا جديدا تطلبته ضرورات الواقع وحفاظا على سلامة التنظيم، وهو يقوم بكل الأعمال مع الزرقاوي، ويطلع على كل الأمور المتعلقة بالتنظيم وسير عمله، وقد أوكل إليه الزرقاوي مهمة الاتصال بالعراقيين بشكل مباشر، وحافظ هو على الاتصال مع المقاتلين المتطوعين من خارج العراق.
وزير الدفاع
ويقوم نائب الأمير بالإشراف على احتياجات اللجان المنبثقة عن التنظيم وهي الجناح العسكري بقيادة الأمير أبو أسيد العراقي، وهو المسؤول الأول عن الكتائب والسرايا والمجموعات، العاملة والتنفيذية والمساندة، التابعة للتنظيم، وكذلك تم الإعلان عن تشكيل (فيلق عمر) في مواجهة (فيلق بدر) الشيعي، وهناك عدة كتائب رئيسية وعلاقتها مع القيادة العليا للتنظيم، مثل كتيبة الأمن والاستطلاع، والتي تقوم بفحص دقيق للأعضاء الجدد المنتسبين للتنظيم، وتقوم بجمع المعلومات عن الأشخاص والأماكن والأهداف المنتخبة للعمليات، وطرق قوات الاحتلال، والشركات المساندة لها من ناحية أمنية أو لوجستية، وتوجهات القوات الأمريكية، وتكتيكاتها العسكرية، والخطط المستقبلية لها وللحكومة، وتعمل على تجنيد العملاء داخل قوات الحرس الوطني والشرطة وشركات المقاولات العاملة، وشركات النقليات، وغيرها من الوظائف الهامة الحساسة.
وتنتشر جماعات الاستطلاع بين الناس، وتقوم بتسجيل انطباعاتهم وتلمس حاجاتهم، وتعمل على جمع المعلومات حول الأشخاص المستهدفين بعمليات التصفية والاغتيال، سواء كانوا من أعضاء الحكومة أو البعثات الدبلوماسية، أو قادة الجيش والشرطة وغيرهم، فضلا عن استكشاف المناطق الحساسة والحيوية ومعرفة نقاط الضعف للاستفادة منها، وترفع جميع التقارير وبشكل دائم ومستمر إلى قيادة التنظيم، التي تقوم بدراستها والتشاور حولها وانتقاء الأهداف وأوقات التنفيذ، وتوجيه أوامر التنفيذ إلى الجناح العسكري وتشكيلاته للتنفيذ والإعلام بالنتائج لكل عمل تقوم به تلك التشكيلات.
هيئة الأركان
وينبثق عن الجناح العسكري عدة كتائب وسرايا ومجموعات، تسمى بمسميات مختلفة بعضها تحمل أسماء الخلفاء الراشدين مثل كتيبة أبو بكر الصديق، وفيلق عمر، وكتيبة ابن الخطاب، وبعضها يحمل اسم بعض قادة القاعدة في جزيرة العرب مثل كتيبة عبدالعزيز المقرن، وأبو أنس الشامي وأبو عزام العراقي (عبدالله الجوري) وأطلق على كتائب الاقتحام اسماهما، أما الكتائب الأخرى فهي تحمل نفس الاسم الذي حملته قبل الانضمام إلى تنظيم قاعدة الجهاد في بلاد الرافدين في العراق، مثل كتيبة الرجال.
وزارة المحاربين القدامى
وتعتبر كتيبة (الإستشهاديين) أهم الكتائب في تنظيم قاعدة الجهاد في بلاد الرافدين وهي (كتيبة البراء بن مالك) وأميرها (أبو دجانة الانصاري)، وبداية التشكيلات العسكرية لاستخدام التنظيم العمليات التي ينفذها المنتمين لهذه الكتيبة بشكل واسع وكبير في ضرب الأهداف الحيوية، وهي تضم العدد الأكبر من المتطوعين العرب، وفي الفترة الأخيرة بدأ ينضم إليها أعضاء من العراقيين، ومن الجدير بالذكر أن الزرقاوي يولي أهمية خاصة لهذه الكتيبة لما لها من دور كبير في حرب الاستنزاف وقلة تكلفة العملية الواحدة منها من الناحية المعنوية والمادية، ولما تحدثه من أثر كبير في تحطيم معنويات جنود الاحتلال والمتحالفين معهم، ويشرف على هذه الكتيبة قادة ميدانيون مدربون وخبراء في عمليات تصنيع المتفجرات والتفخيخ والتوصيل، وتفجير العبوات سلكيا ولاسلكيا عبر الأجهزة الخاصة – ريموت كنترول – وعبر الهواتف الخلوية، وغيرها من الأساليب الأخرى.
وزارة الأوقاف
ويضم التنظيم هيئة شرعية يرأسها (الشيخ أبو حمزة البغدادي) تقوم بإجراء الدراسات والأبحاث اللازمة للجماعة، وتقوم بالرد على كل الشبهات الشرعية التي يحتاجها التنظيم في نشر معتقداته وأفكاره وممارساته، وأصدرت مؤخرا مجلة خاصة بالتنظيم، اسمها (ذروة السنام)، ووظيفتها دراسة الأحكام الشرعية المتعلقة بالمسائل والقضايا التي تخدم معتقدات وأفكار التنظيم، وتقوم بالرد على الادعاءات والفتاوى التي تمس الجهاد والمقاومة، وتغطي بعض أخبار الجهاد من ناحية القتال والمقاتلين والجبهات القتالية، وقد أسس هذه الهيئة أبو أنس الشامي، ولم يتم الإعلان بعد مقتله عن خليفة له في منصب رئيس الهيئة والمسؤول الشرعي، لأسباب أمنية للحفاظ على حياته، وينبثق عن هذه الهيئة الشرعية، محكمة خاصة - المحكمة الشرعية - تقوم بالنظر في الدعاوى المتعلقة بمسألة التجسس داخل التنظيم، وتصدر أحكاما على المختطفين والأسرى تصل إلى القتل في الغالب، وأحكامها قطعية وغير قابلة للاستئناف.
وزارة الإعلام
القسم الإعلامي للتنظيم يتولى رئاسته أبو ميسرة العراقي، وهو يقوم بإصدار البيانات والنشرات والأشرطة المرئية والمسموعة، وقد لوحظ أن هناك تطورا كبيرا على عمل هذا القسم حيث قام بإعداد عدد من الأشرطة تظهر قدرا من الاحترافية، ويتولى القسم الجانب الدعائي للتنظيم، ويعتبر مهما في تجنيد واستقطاب أعضاء جدد في صفوف الجماعة، وأهم الوسائل التي يستخدمها في نشر كل ما يصدر عنه، شبكة الانترنت التي يظهر التنظيم أيضا احترافية عالية في استخدامها من حيث صعوبة تتبع عناوين المشرفين على مواقعها، وصعوبة تتبع مستخدميها، وابتكار أساليب جديدة متطورة باستمرار لتخطي مسألة الحجب والرصد، ويولي التنظيم أهمية كبيرة في عملية تدريب منتسبيه وأعضائه والمتعاطفين معه على كيفية استخدام الشبكة الالكترونية، وتعتبر مواقع التنظيمات الجهادية جميعا من أهم الوسائل بالتعريف بالتنظيمات وأنشطتها، وإصداراتها المختلفة السياسية والعسكرية والشرعية.
وزارة المالية
ويوجد بالتنظيم لجنة مالية تقوم بجمع الأموال اللازمة لتمويل الأنشطة المختلفة، وهي تعتمد على شبكة من الناشطين المتخصصين في مجال جمع التبرعات من خلال التجار والمساجد، والمنتشرين في جميع أنحاء العالم، وساهم مفهوم الزكاة والصدقات في الإسلام في سهولة تحصيل الأموال، باعتباره أحد أركان الإسلام، ويجب على كل مسلم أداؤها في مصارفها المحددة في آية الزكاة، وأهمها وأوسعها الجهاد، وكذلك لأن من يدفع المال فكأنما قاتل بنفسه، وبما أن تنظيم قاعدة الجهاد يتولى هذا الركن فإنه يسهل جمع الأموال على هذا الأساس، ولا يقتصر جمع الأموال داخل العراق، بل هناك شبكة من الأنصار في مختلف أنحاء العالم العربي والإسلامي، فعلى سبيل المثال يوجد في الأردن ثلاث قضايا منظورة لدى محكمة أمن الدولة لمجموعات كانت تقوم بجمع الأموال لصالح الزرقاوي، وقد كان الزرقاوي يمسك بقبضة من حديد على الأموال في مرحلة مبكرة، وكان الحصول عليها أثناء الفوضى أمرا يسيرا وبوسائل مختلفة.
ومن الجدير بالذكر أن المسألة المالية لا تشكل عبئا كبيرا على تنظيم قاعدة الجهاد في العراق، فالطبيعة العقائدية الأيديولوجية الاستشهادية، ومفهوم الجهاد الذي يعني بذل النفس والجهد والمال، تجعل من العضو يعمل على تجهيز نفسه بنفسه في الغالب، والمقاتلون لا يعيشون في حياة ترف وبذخ، بل يعيشون حياة تقشف وزهد كبير، ومعظمهم يمضون أيامهم صائمين ويكتفون بالقليل من الطعام والشراب واللباس والمال، ويعيشون في أماكن لا يتوفر فيها إلا الحد الأدنى من متطلبات الحياة، ومعظمهم يتركون أولادهم وأهاليهم متوكلين على الله في حفظهم وتوليهم، وهم يغادروا بلادهم كما ذكر الكثيرون منهم، طلبا لمرضاة الله عز وجل، ولأن الجهاد فرض عين على كل مسلم ومسلمة في حال تعرض أي بلد أسلامي لاحتلال كما حصل في أفغانستان والعراق، ونادرا ما تجد في خطاب الجماعات الجهادية من بيانات ونشرات ما يحرض على جمع الأموال وخاصة الخطاب الرسمي للجماعة، لأنهم يتجنبون الوقوع في شبهة أن قتالهم من أجل مطمع دنيوي، بل يركزون على أن ما يقومون به من تضحية بالنفس والمال، وقتال وتشرد وتعذيب في السجون، إنما هو لإقامة دين الله في الأرض.
