تعلن حركة المقاومة الإسلامية بجميع تشكيلاتها المنبثقة عنها تواصل جهادها المبارك لطرد الاحتلال بكافة أشكاله وتطهير العراق العزيز من كل مخلفاته وآثاره والاستمرار في فضح مؤامراته الهادفة إلى تكريس اغتصابه لبلدنا الحبيب وشرعنة وجوده فيه.
وتنتهز قيادة حركة المقاومة الإسلامية هذه الفرصة لإعلان الآتي:
1- الموقف الواضح والصريح والثابت الشرعي في مواصلة الجهاد حتى التحرير والنصر أو الاستشهاد من دون أي التفات لألاعيب السياسة التي يراد تمريرها زوراً وبهتاناً على شعبنا العراقي الأبي .
2- استقلال الحركة برأيها واعتزازها بثوابتها الشرعية والتزامها بميثاقها المعلن وعدم وجود أي صلة تنظيمية لها بأي حزب أو جهة عاملة في الساحة العراقية، إسلامية كانت أو غير ذلك.
3- البراءة التامة من أي صلة بحزب (البعث) التي يحاول بعضهم إلصاقها بفصائل المقاومة الإسلامية عن قصد أو غير قصد.

( بِسْمِ اللَّهِ الرَّحْمَنِ الرَّحِيمِ )
( اعْلَمُوا أَنَّمَا الْحَيَاةُ الدُّنْيَا لَعِبٌ وَلَهْوٌ وَزِينَةٌ وَتَفَاخُرٌ بَيْنَكُمْ وَتَكَاثُرٌ فِي الْأَمْوَالِ وَالْأَوْلادِ كَمَثَلِ غَيْثٍ أَعْجَبَ الْكُفَّارَ نَبَاتُهُ ثُمَّ يَهِيجُ فَتَرَاهُ مُصْفَرّاً ثُمَّ يَكُونُ حُطَاماً وَفِي الْآخِرَةِ عَذَابٌ شَدِيدٌ وَمَغْفِرَةٌ مِنَ اللَّهِ وَرِضْوَانٌ وَمَا الْحَيَاةُ الدُّنْيَا إِلَّا مَتَاعُ الْغُرُورِ ) (الحديد:20)

الحمد لله رب العالمين ، والصلاة والسلام على سيد المجاهدين ، وعلى آله وصحابته الصابرين المرابطين ، وبعد :

يمر بلدنا الجريح هذه الأيام بأحد المنعطفات السياسية المهمة في تاريخه إلا وهو تشكيل ما يسمى بالحكومة ( الدائمة ) في ظل الاحتلال مع استمرار الاستقطاب الطائفي والقتل الجماعي والتهجير القسري والاعتقال على الهوية .
ويتساءل البعض عن موقف فصائل المقاومة من هذه الأحداث فنقول وبالله التوفيق :
1- إن المقاومة قد أخذت العهد على نفسها في الاستمرار برفع السلاح بوجه المحتل ومقارعته حتى تحرير البلاد والعباد منه ومن أذنابه وما ذلك ببعيد بقوة الله تعالى .
2- كان موقف المقاومة وما زال هو عدم الاعتراف بشرعية أية حكومة تحت مظلة الاحتلال وبأية صورة جاءت وهذا هو موقفنا منذ تأسيس مجلس الحكم المنحل وسيستمر حتى تحرير ارض الإسلام والمسلمين بإذن الله تعالى .
3- تعاهد المقاومة شعبنا الأبي الصابر المجاهد على عدم الانجرار وراء مخططات المحتل لتبيع موقفها أو لإبعادها عن هدفها الأصيل وهو التحرير حتى النصر أو الشهادة .
( قُلْ يَا قَوْمِ اعْمَلُوا عَلَى مَكَانَتِكُمْ إِنِّي عَامِلٌ فَسَوْفَ تَعْلَمُونَ مَنْ تَكُونُ لَهُ عَاقِبَةُ الدَّارِ إِنَّهُ لا يُفْلِحُ الظَّالِمُونَ ) (الأنعام:135)
