An Algeria rebel group has killed 10 soldiers in an ambush on a military convoy after rejecting any truce with the government.


The Salafist Group for Preaching and Combat (GSPC) posted a statement on its internet site claiming to have exploded bombs as the soldiers' road convoy went past on Friday in the Batna region, 430km east of the capital.

Its fighters then opened fire with machine guns, killing 10 soldiers instantly, it said.

It did not know the number of wounded.

If confirmed, the incident would be the worst suffered by the army and security forces since 3 January, when 18 soldiers and communal guardsmen were killed in an ambush by the group at Biskra, south of Algiers.

However, the Algerian government has confirmed the death of only four soldiers.

The rebels fighting for an Islamic state launched a holy war in 1992 after authorities cancelled parliamentary elections an Islamic party was set to win.

Still dangerous

More than 150,000 people have since died, according to human-rights groups. But violence has fallen sharply in recent years.

Despite the arrest of its number two operative Amari Said last October, the GSPC is considered still the most dangerous and organised of Algeria's rebel Islamic forces.

The GSPC has between 300 and 500 men, many former combatants from the war in Afghanistan, Algerian police chief Ali Tunsi said.

The group's leader Nabil Sahrawi and four others were killed by the army at the end of June 2004.

Sahrawi has since been replaced by Abu Musab Abd al-Wadud, whose real name is Abd al-malik Durkdal.

In an interview with an Algerian newspaper in January, Algerian Interior Minister Yzid Zerhuni promised to soon put an end to the GSPC.

"There are at this moment some pockets of terrorists from the GSPC that we are going to put out of commission," said Zerhouni.

Rebel group rejects truce with Algerian state



Algiers - Algeria's top Islamic rebel group has killed four soldiers in an ambush on a military convoy and rejected any truce with the secular government, security sources said on Monday.

The attack by guerrillas of the Salafist Group for Preaching and Combat (GSPC) took place on Saturday in the Batna region, 500km east of the capital Algiers.

Militants fighting for a purist Islamic state launched a jihad or holy war in 1992 after authorities cancelled parliamentary elections a hardline Islamic party was set to win.

More than 150 000 people have since died, according to human rights groups. But violence has fallen sharply in recent years.

The government is preparing a national referendum to give hundreds of rebels still fighting a chance to surrender in exchange of laying down their arms.

But the GSPC, which is reportedly aligned to al-Qaeda and listed by the United States state department as a terrorist organisation, again rejected any reconciliation.

A communique dated February 20 published on its website in which it claimed responsibility for the Batna attack, said: "Our ambush against a military convoy was a great success... we reject any truce, reconciliation or dialogue with the regime."

International terrorists working with domestic criminals: Report

ROME (AP) - An Italian intelligence report said that document falsification is the main means of self-financing for Islamic militants active in Italy, and warned of possible cooperation between international terrorists and domestic criminals.
The 72-page report, which was released Wednesday, also singled out Milan, Florence and Naples as the main centres of terror activity in this country. The periodic report covered the first six months of last year, looking at international terrorism as well as organised crime and domestic terrorism.

Evidence gathered by Italian intelligence shows that Islamic militants have relocated in Italy after fighting in places such as Bosnia or Afghanistan, said the report.

They have links to terror groups active both in Iraq, such as Ansar al-Islam, and in North Africa, such as the Salafist Group for Call and Combat, an extremist organisation based in Algeria. Both groups are believed to be linked to Osama bin Laden's al-Qaeda network.

"These militants, in their activity of logistical support and recruiting, ... often resort to all sorts of illicit trafficking, especially document falsification," said the report. Militants also finance themselves through drug trafficking, it said.

Africa is Welcoming Tourists, But Exporting Terrorists

Six hundred year after the ancient Chinese navigator Zheng sailed to the mysterious African continent, thousands of Chinese tourists are expected to visit here.

Africa expects to become a major destination of tourists from China, the world's fastest-growing source of outbound vacation travelers, which is good news. Many Africans are outbound as well, yet not all of the tourists -many Africans travel abroad to commit acts of terror. The latest proof came on December 22 in Barcelona, when police arrested three Moroccan Islamist terror suspects.

For almost 30 years, from 1405 to 1433, the eminent navigator Zheng made seven voyages ultimately reaching as far as Kenya, where he established friendship between the people of China and Africa. Today, Chinese travelers may take the same route, according to Taka Munyanyiwa, tourism official of Zimbabwe. As of December 15, Chinese group travelers will be allowed to visit Ethiopia, Kenya, Mauritius, Seychelles, Tanzania, Tunis, Zambia and Zimbabwe. "Africa is the land where man and nature, man and wildlife live harmoniously," says Feng Zhijun, sales manager of Kenya Airways. And Guo Ming, general manager of China Travel International Ltd., states, "Chinese travelers can appreciate Mount Kilimanjaro, Victoria Falls and Zimbabwe's ancient relics."

Other African nations are also reaching out for tourists. Tourism was a major topic when King Mohammed VI of Morocco paid a visit to Brazilian President Luiz Ignacio Lula da Silva in late November. It was also a key item of discussion when Tunisian Prime Minister Mohamed Ghannouchi received Turkish Industry and Trade Minister Ali Coskun in early December.

December also saw Mali's president, Amadou Toumani Toure; kick off that nation's 2005 tourist season during a launching ceremony in Koulikoro.

During his opening remarks on December 27, President Toure urged efforts to make the country's tourism profitable. Tourism is already a major industry in Gambia. In October, a major step was taken to expand it even further, as Slok Air International began flight operations from Banjul to Dakar, Abidjan and Accra. As for the export of terror, the arrests of the three suspected terrorists in Barcelona were the Culmination of an investigation that began in September. Spanish police, the Civil Guard, the National Intelligence Center and other foreign secret services, such as the Moroccan Territorial Surveillance Directorate took part in the operation. The operation ended when the three Moroccans, suspected of having links with international Islamist terrorism networks, tried to acquire almost 400 kiligrams of "high quality industrial explosives." The intermediary, according to sources close to the investigation, was from a country in the former Warsaw Pact.

Spanish police had little doubt as to what the three could have done with that enormous amount of explosives, One only has to think of the coordinated early morning bombings of four local trains in Madrid on March 11 that killed 191 people and left 1,900 injured. It was the worst outrage Spain had ever known and was Europe's worst since the Lockerbie bombing in 1988. . Another African "export," a Tunisian suspected of belonging to a1-Qaeda, was planning to commit a "horrific crime" in Germany, the head of that country's domestic intelligence agency told a court in Berlin recently. German police had information of a very concrete act, a serious thing," according to Heinz Fromm, who gave no further details. The Tunisian! Ihsan Gamaoui is accused of entering Germany illegally in January 2003 in a bid to set up a terrorist cell whose mission would be to carryout attacks on U.S. and Israeli targets.

Federal prosecutors said Gamaoui discussed his plans in a meeting with several other Muslims in Berlin in February 2003. Tapped telephone conversations provided evidence of what Gamaoui was plotting.

Italy also has experience in dealing with terrorists from Tunisia. On December 4, an Italian court in Milan sentenced four Tunisians on charges of "membership in a criminal association for the purpose of providing logistical and financial support for Islamic terrorism." The four were members of an offshoot of the Salafist Group for Call and Combat, which has reportedly been linked to groups operating in both European and non-European countries. -

One of the most frightening reports of planned terrorist attacks surfaced in December. According to the Madrid newspaper La Razon, intelligence service sources claim that groups of North African jihadists associated with al-Qaeda are planning suicide attacks on supertankers bound for the Canary Islands using boats packed with explosives. The attacks reportedly would be similar to the one on the French tanker Limburg off the coast of Yemen on October 6, 2002. The recent dismantling on Lanzarote, one of the Canary islands, of an important cell of the Moroccan Islamic Combatant Group has not only set off alarms but has also revealed this new strategy by Osama bin Laden's terrorist network.

In bin Laden's 74-minute audio recording aired on al-Jazeera TV on December 16, the terrorist urged al-Qaeda members to take action to prevent Middle East oil from reaching world markets. One Saudi Arabian and two Turkish oil pipelines reach the Mediterranean. If al-Qaeda is able to put those pipelines out of action, the only oil Europe could receive would no doubt come from the Atlantic coast via the Canaries.

During the 1991 Gulf War, the insurers of oil tankers prohibited those they insured from going through the Suez Canal because of feared terrorist attacks. Should Bin Laden's proposed terror happen, the insurers would once again make the supertankers go around the Cape of Good Hope, Mauritania, the Canaries and the Strait of Gibraltar. This would make the supertankers irresistible targets for those al-Qaeda cells in the Canaries. Terrorists are not Africa's best exports.

Free, the man accused of inspiring Madrid bomb

Radical cleric is one of ten men set to be released from Belmarsh jail today

AS SPAIN marks the first anniversary of the Madrid train bombings today by ringing church bells, Britain will set free the man who is accused of inspiring the bombers.

Abu Qatada, a radical Islamist cleric, is expected to be released on bail from Belmarsh prison although he has been linked by Spanish judges to the al-Qaeda cell that killed 191 people. The Special Immigration Appeals Commission (SIAC) is freeing Mr Qatada despite having called him “a truly dangerous individual”.

Spanish authorities had wanted to question Mr Qatada, 44, in Belmarsh but may now seek his extradition. They allege that he was a close associate of four key figures in the bomb plot. Abu Dahdah, the alleged leader of the Spanish cell, visited Mr Qatada in London at least 17 times between 1995 and 2000. Mohamed al-Fazazi, 56, a Moroccan imam jailed for his role in the Casablanca bombings, helped to recruit the Madrid cell and was another frequent visitor to Mr Qatada’s home. Jamal Zougam, accused of priming the mobile phones used to detonate the 13 bombs, attended Mr Qatada’s Baker Street prayer group in London.

Mustafa Setmarian Nasar, the alleged mastermind of the March 11 atrocity, lived in Neasden, North London, and edited a radical publication for Mr Qatada.

Although convicted of terrorist offences in Jordan, Mr Qatada was granted refugee status in Britain in 1994. Police raided his home in 2001 and found cash worth £170,000, including Spanish pesetas.

Other detainees being freed:


A: An Algerian, 37, alleged to be a member of the banned GSPC (Salafist Group for Call and Combat), was released on bail last night. He has been in Britain illegally since 1989 and was allegedly involved in the £230,000 purchase of 19 satellite phones and Sim cards for Chechen Mujahidin.


B: An Algerian member of the GSPC, 33, who has lived in Britain by using false identities and papers since 1994 and allegedly provided logistical support to Chechen guerrillas.


E: An alleged member, aged 51, of the Tunisian Fighting Group, linked to al-Qaeda. He was held in Britain over an alleged plot to attack the 1998 World Cup in France but released and successfully sued police for wrongful arrest.


H: An Algerian who spent two years with the Mujahidin in Afghanistan in the early 1990s. He has lived in Britain since entering with a false passport in 1993. He was arrested four times in connection with an alleged fraud and forgery in support of terrorism.


K: He was deported from Georgia back to Britain after travelling with the alleged intention of joining Ibn Khattab’s Mujahidin fighting in Chechnya. He was held at Yarlswood detention centre but escaped during a fire in 2002 and was not recaptured for seven months, during which he allegedly resumed terrorism-related activities.


Mahmoud Abu Rideh: A Palestinian refugee treated in Broadmoor special hospital for serious mental health problems. He is 33, a father of five, and is accused of providing logistical support to various North African extremists. The SIAC ruled in January that he “remains rightly certified as a suspected international terrorist who is, on sound grounds, believed to be a risk to national security”.



He is aged 37 and lost both arms in a bomb explosion in Algeria. He is alleged to have supported terrorist cells planning attacks in Germany and France. P has been held in Broadmoor special hospital.


Q: An Algerian detained in 2003 when he was alleged to be connected with a terrorist cell planning attacks in Britain.


G: An Algerian, 36, and veteran of the Afghan wars, he was freed on bail last year after deterioration in his mental health. His bail conditions are to be relaxed.

Two detainees are not being released:


I: An Algerian and alleged explosives expert trained in Afghanistan in the late 1990s. He did not apply for bail.


S: An Algerian certified as a terrorist involved with al- Qaeda, who was detained in connection with an extradition request. He is alleged to have been involved in planning attacks in Strasbourg, France, and the US.

CAIRO [MENL] -- A leading Al Qaida-aligned group has threatened to launch attacks on Arab leaders.

The Salafist Brigade for Combat and Call warned that it would attack pro-U.S. Arab leaders and their governments. The group said the Salafists would take revenge against anybody who obeys Israel or the United States.

The brigade posted its warning on the Internet during the Arab League summit in Algiers. The Salafist brigade has been regarded as the largest Islamic insurgency group in North Africa and has rarely discussed anything beyond its base in Algeria.

"The apostate rulers have proved at every catastrophe that they are the roots of affliction and the symbols of treachery," Salafist leader Abu Mussab Abdul Ouadud said. Algerian authorities have killed a senior member of the country's main Islamist group with suspected ties to al-Qaida, according to a security source.


Malik Nasir, also known as Amir Abu Ayub, was killed by security forces on Sunday, said a security source in Algiers, who declined to be named.

"This is a big fish because he has been in the terrorist network for more than a decade and we are happy that he is neutralised," the source said.

Nasir, who kept a low profile, was suspected of being a founding member of the Salafist Group for Preaching and Combat, which is on the US list of "foreign terrorist organisations".

The Interior Ministry was not available for comment.

Working on information obtained from rebels captured last week, army units tracked down Nasir to a house in the Zarmuri area, some 30km east of the capital Algiers.

Algeria's civil unrest began when the army cancelled legislative elections which an Islamist party was set to win in 1992.

Secular authorities feared a win could turn the oil-rich country into a purist Islamic state.

Authorities estimate that 150,000 people have since died, although violence has sharply fallen in recent years, bringing back much needed foreign investment.

Nasir's death came as the military intensified a sweep on rebel strongholds in the north of Algeria.

Algerian hardline rebels try to scupper amnesty

ALGIERS, April 11 (Reuters) - Islamic militants bent on overthrowing the Algerian government are set to intensify attacks to try to scupper an amnesty proposal to end more than a decade of civil war, analysts said on Monday.

In the deadliest attack on civilians in six months, suspected rebels shot dead at least 14 people on Thursday and burned their bodies at a fake roadblock near the town Larbaa, 25 km (15 miles) south of the capital Algiers.

"Some terrorists don't want to surrender and will do all they can to sabotage an amnesty," said an Algerian security analyst, who declined to be named.

"I expect the surge in violence to continue as the project gets under way," he said. The Larbaa ambush came shortly after President Abdelaziz Bouteflika said security had been re-established in oil-rich Algeria.

Some 50 people, half of them soldiers, have been killed near Algiers in recent weeks -- most blamed on Algeria's main rebel organisation the Salafist Group for Preaching and Combat (GSPC).

Bouteflika is calling on Algerians to back a general amnesty to end a conflict, which has cost 150,000 lives and $30 billion in damages since 1992.

The amnesty is expected to be offered to rebels and security forces members this year following a national referendum.

The North African country plunged into civil war after thousands of militants answered a call for a holy war to overthrow the government and set up a purist Islamic state.

The "jihad" was triggered by the cancellation of elections the Islamic Salvation Front (FIS) was set to win in 1992.

Authorities feared an Iranian-style revolution.

Violence has sharply fallen in recent years, and 2004 was the least violent year since the conflict began with 700 deaths, including 400 rebels. A state of emergency has been in force since 1992.

SECURITY RISK

The security risk remains high, according to diplomats and security analysts, because some of the 300 to 500 rebels still operational have no desire to surrender. Some are accused of contraband trafficking and running racketeering operations.

"The fresh attacks are a way for the terrorists to say 'no' but it's also a way to say 'we are still here and we can influence the politics of the country'," said Mahmoud Belhimer, a university professor and deputy editor at El Khabar.

It is unclear whether the GSPC, which is on the U.S. list of foreign terrorist groups and has pledged allegiance to al Qaeda, was behind Larbaa, as they normally do not kill civilians.

Experts fear hardline elements of the GSPC, the now-defunct Armed Islamic Group and another minor group, the Salafist Group for Preaching and Daawa, had instead joined forces.

The Larbaa attack came only hours after Bouteflika said in a speech to mark one year since his re-election that "security had been largely re-established across the territory".

The president repeated that an amnesty was the only way to turn the page on a bloody chapter in the country's young history. He is credited with improving Algeria's image and bringing back foreign investment to a country still scarred by a violent 1954-1962 war of independence against colonial France.

He is currently awaiting extradition to the US, where the FBI accuses him of involvement in the so-called "millennium plot" to blow up Los Angeles International Airport in late December 1999.

In the 1990s, before his capture, Doha was a senior figure in the extremist Algerian terror organisation Salafist Group for Call and Combat (GSPC) which was forged in the mayhem of the Algerian civil war.

Doha is alleged to have based himself in London, providing logistical support.

A police source said: "The tentacles of this network stretch across Europe and across the world. The GSPC changed from being just concerned with Algeria and are now part of the wider al Qaida-inspired ideology.

"Those who volunteered to fight in Algeria, in Afghanistan and Chechnya were sent back to Europe to actively target Europe."

The breaking of the ricin plot is a major blow to the terrorist network in the UK, but in recent weeks Lord Stevens, the former Commissioner of the Metropolitan Police, was still warning that up to 200 graduates of the Afghan camps, including many Algerians, might still be in the country.

A police source said: "It's a large network and I think it would be foolhardy to say we have damaged it beyond repair."

Other alleged members of the network are awaiting extradition from Britain to Spain and France, and much of the intelligence leading to its disruption is thought to have come from the French.

Imprisoned Islamic leaders in Mauritania launch hunger strike

NOUAKCHOTT - Dozens of Islamic leaders imprisoned in Mauritania launched a hunger strike on Saturday, demanding they be allowed to visit lawyers, doctors and family after more than a month behind bars, a lawyer for the group said.

The men were arrested in late April by police who claimed they were part of a covert terror organization that had been sending members abroad to train with Algerian insurgents.

They included Mohamed Hassan Ould Dedew, spiritual leader of many Islamic radicals in the desert nation. He was among two in the group who were reported ill and in need of medical care, said lawyer Mohamed Ahmed Ould Haj Sidi.

Interior Ministry spokesman Sidi Yeslem Ould Amar Cheine denied Dedew was ill, however, saying ¢his health is being used as a pretext to change the normal course of justice.”

In all, 51 Mauritanians were rounded up in Nouakchott, accused of being part of the covert terror group. Some 44 of them took part in Saturday’s strike.

Police said this week they had seized letters between some of those imprisoned and Amar Saifi, former chief of Algeria’s Al Qaeda-linked Salafist Group for Call and Combat.

Saifi, also known by his nom de guerre Al Para, was extradited from Libya to Algeria in 2004. He was the Sahara’s most-wanted terror suspect and accused in the kidnapping of 32 European tourists in 2003.

Islamic leaders in Mauritania have staunchly opposed the strict rule of President Maaoya Sid’Ahmed Ould Taya - who has survived several coup attempts during his 20-year reign and cracked down ruthlessly against opponents, jailing scores of people.

NOUAKCHOTT, 6 Jun 2005 (IRIN) - Troop reinforcements were being sped to the remote northeast reaches of Mauritania on Monday after a weekend attack blamed by the government on Islamists left at least 15 soldiers dead and 13 injured.

In the capital Nouakchott, scores of people waited anxiously at the military hospital for news of family after the assault at the remote Lemghayti military barracks in the far northeast near the border with Mali and Algeria.

Moving into crisis mode, Prime Minister Sghaier Ould Mbareck called in the leaders of the political opposition to discuss what the government claims was an attack by Algerian Islamists.

Defence Minister Baba Ould Sidi has placed the armed forces on high alert and sent troop reinforcements to the area.

At a specially convened press conference on Sunday, Ould Sidi deplored the "assassination in cold blood of Mauritanian soldiers by the attackers."

He said that between five and nine of the attackers were also killed.

So far, the only information on what took place in Lemghayti comes from government planes that have flown over the barracks that normally house 780 soldiers. The government has warned that the death toll could be higher.

According to the government, attackers struck the barracks in the small hours of Saturday morning. Some of the soldiers had had their throats slit, the government said.

The government blamed the Salafist Group for Prayer and Combat (GSPC), linked by the US military to Al Qaeda - the Islamic organisation responsible for the attack on the World Trade Centre in New York on 11 September 2001.

The United States later this month is to begin a multi-million dollar anti-terrorism training programme in nine west and north African countries considered fertile ground for radical Islamic combatants.

The programme will cost the US government US $100 million each year for five years.

The Mauritanian authorities over the last three months have cracked down against Islamists accused of links with radical Islamic movements.

But critics have accused President Maaouiya Ould Taya of targeting government opponents under the guise of a US-inspired war on terror.

Jemil Ould Mansour, a Mauritanian Islamist leader who is on the run from the Mauritanian authorities, denied that Islamists were responsible for the attack and called for calm in a statement issued on an Islamist website.

"This is not the time for revenge and wrongdoings. All such action must stop to prevent such acts finding fertile ground to be repeated in our country," said Ould Mansour.

Mauritania's northeastern border region is inaccessible and notoriously difficult to police. Traders using caravans of camels roam the region where smuggling is made easy by the remote and hostile nature of the terrain.

Nouakchott - Mauritania said on Sunday that 15 of its soldiers were killed in a weekend raid by militants belonging to an Algerian Islamic fundamentalist group allied to al-Qaeda.

Defence Minister Baba Ould Sidi told reporters the Salafist Group for Preaching and Combat (GSPC) was behind a dawn attack on a remote military post in northeast Mauritania on Saturday.

"A unit of our national army was attacked at dawn on Saturday by the terrorist group known as GSPC," he said.

He said 15 Mauritanian soldiers were killed in the attack, 17 more were wounded and two were missing. Five of the 150 attackers, who were well-equipped, were killed, he said.


The attack took place in the village of Limgheiti, not far from the border with Mali and Algeria. The gunmen stole six military vehicles and burnt two others, the minister said.

The desert triangle between the three countries is a haven for smugglers and bandits. The United States says it is also a training ground for Islamist recruits.

Mauritanian troops were put on maximum alert, military sources said.

Travellers who came from Limgheiti to Zouerat, which lies 400km to the west, said gunshots had been heard near the military post, which was guarded by about 50 soldiers, on the night of the attack.

The army sent reinforcements from the capital Nouakchott, 750km south of Zouerat.

In recent months, Mauritania has arrested around 50 suspected Islamists saying they had links to the GSPC. Security forces have searched mosques and confiscated religious texts.

Ould Sidi said the detainees were behind Saturday's attack and that 20 Mauritanians had been trained in GSPC camps for "terrorist attacks". Three of them had been arrested, he said.

The Islamic republic, which critics say is taking advantage of the United States-led "war on terror" to crackdown on Islamic opponents, straddles black and Arab Africa.

There have been three coup attempts since June 2003. Some of the dissident soldiers wanted for the failed bids to overthrow President Maaouya Ould Sid'Ahmed Taya are still at large.

Taya, who seized power in a 1984 coup, has angered many Arabs in his country by shifting support from former Iraqi President Saddam Hussein to the United States and Israel.

In 1999 Mauritania, which hopes to start pumping oil this year, became only the third Arab League member country to establish diplomatic relations with Israel.

ALGIERS (Reuters) - One of Algeria's top Islamic rebels, wanted in Germany for the kidnap of 32 European tourists in the desert in 2003, was sentenced to life in prison in his absence on Saturday for helping to create a terrorist group.

Amari Saifi, deputy head of the al Qaeda-aligned Salafist Group for Preaching and Combat (GSPC), was convicted in a court in the capital Algiers of creating an armed terrorist group and spreading terror among Algeria's population.

In the same trial, three Algerians were acquitted and two received three years in prison, the judge said.

Saifi, a former paratrooper, was tried in his absence as the case was brought to the court before his extradition to Algeria last October. He is in custody at an undisclosed location and under interrogation for other terrorism-related charges.

He is wanted in Germany in the kidnapping of 32 European tourists in the Algerian Sahara desert, including several German nationals.

The authorities are preparing several charges against Saifi, including kidnappings and numerous killings of soldiers and civilians spanning over a decade.

Experts say Saifi built up a base in the inhospitable Sahara desert, partly through the control of contraband. He is also believed to have recruited followers in neighboring countries.

Saifi, also known as Abderrezak el Para, was first captured by Chadian rebels after fleeing neighboring countries and later handed over to Libyan authorities.

Security experts have said Saifi is believed to have a wealth of information on rebel activities.

His capture was a significant blow to the GSPC, which is fighting for the establishment of a purist Islamic state in Algeria and is listed by the United States as a terrorist organization. The GSPC has taken responsibility for attacking a military post in Mauritania earlier this month.

Algeria's holy war or "jihad" was sparked by the army's cancellation of legislative elections a hardline Islamic party was set to win in 1992. The authorities feared a win could lead to an Iranian-style revolution.

Up to 200,000 people have since died.

، ولهذا قرراعضاء كتيبة الانصار نشر بيان يعلنون في حل المكتب الاعلامي و ابقاء السرية على عمل محدود في مجال الاعلامي للجماعة و عدم قيام باي عمل اعلامي دون مشاورة – وذلك بعد الامتثال لأمر الله عز وجل في الشورى ، قال الله جل وعلا : " فَبِمَا رَحْمَةٍ مِنْ اللَّهِ لِنْتَ لَهُمْ وَلَوْ كُنْتَ فَظًّا غَلِيظَ الْقَلْبِ لَانْفَضُّوا مِنْ حَوْلِكَ فَاعْفُ عَنْهُمْ وَاسْتَغْفِرْ لَهُمْ وَشَاوِرْهُمْ فِي الأَمْرِ " ( آل عمران : الآية 159 )
، قال الإمام البخاري (وكانت الأمة بعد النبي صلى الله عليه وسلم يستشيرون الأمناء من أهل العلم في الأمور المباحة ليأخذوا بأسهلها، فإذا وضح الكتاب أو السنة لم يتعدوه إلى إقتداء بالنبي صلى الله عليه وسلم ) ، فقد جعل الله مشاورتهم في الأمر من أسباب عدم انفضاضهم من حوله صلى الله عليه وسلم ، ولهذا ما كان لنا غير إتباع السنّة في التشاور على الإعلان عن مشاورة اللجنة الاعلامية والمشرف على اللجنة – حفظه الله - -.
وبما أن الاستشارة واجبة لما تحققه من مصلحة للبلاد والعباد ، ونبذ الفرقة والتشتت ، بل وإن قيام أمر الناس لا يتم إلا باجتماعهم على خليف ة ، يقول نبينا – صلى الله عليه وسلم - : " لا يَحِلُّ لِثَلاثَةِ نَفَرٍ يَكُونُونَ بِفَلَاةٍ مِنَ الأَرْضِ إِلاَّ أَمَّرُوا عَلَيْهِمْ أَحَدَهُمْ " ( رواه أحمد عن عبد الله بن عمرو ) ، وقول رسول الله صلى الله عليه وسلم: " إِذَا خَرَجَ ثَلاثَةٌ فِي سَفَرٍ فَلْيُؤَمِّرُوا أَحَدَهُمْ " ( رواه أبو داود عن أبي سعيد ، وله عن أبي هريرة مثله ) ، وفي هذه الأحاديث [ دليل على أنه يشرع لكل عدد بلغ ثلاثة فصاعد أن يؤمروا عليهم أحدهم لأن في ذلك السلامة من الخلاف الذي يؤدي إلى التلاف فمع عدم التأمير يستبد كل واحد برأيه ويفعل ما يطابق هواه فيهلكون، ومع التأمير يقل الاختلاف وتجتمع الكلمة وإذا شرع هذا لثلاثة يكونون في فلاة من الأرض أو يسافرون فشرعيته لعدد أكثر يسكنون القرى والأمصار ويحتاجون لدفع التظالم وفصل التخاصم أولى وأحرى وفي ذلك دليل لقول من قال إنه يجب على المسلمين نصب الأئمة والولاة والحكام ] ( نيل الأوطار ج9 ص157 ) ،
وبهذا قررنا عدم نشر اي بيان من اليوم فصاعدا وهذا حفاظا على وحدة الجماعة وكلمتها
نتبرء من اي بيان ينشر بسم كتيبة الانصار خارج اللجنة الاعلامية للجماعة
ولهذا الغرض
فان اي عمل واي بيان يصدر سيكون ضمن النضومة الاعلامية للجماعة السلفية للدعوة والقتال وعلى موقعها الرئيسي وهذا حفاظا على وحدة الجماعة

اللهم احفظ أمرائنا ومشايخنا وإخواننا المجاهدين في مشارق الأرض ومغاربها ، اللهم أحفظ إخواننا المجاهدين وانصرهم وسدد رميهم وثبت أقدامهم رفعت فيها راية لا اله إلا الله محمد رسول الله -صلى الله عليه وسلم-

فنسأل الله العظيم أن يوفقنا وسائر إخواننا وجميع المسلمين لما يحبه لنا ويرضاه من القول والعمل .

الحمد لله القائل : ﴿وَكَأَيِّنْ مِنْ نَبِيٍّ قَاتَلَ مَعَهُ رِبِّيُّونَ كَثِيرٌ فَمَا وَهَنُوا لِمَا أَصَابَهُمْ فِي سَبِيلِ اللَّهِ وَمَا ضَعُفُوا وَمَا اسْتَكَانُوا وَاللَّهُ يُحِبُّ الصَّابِرِينَ﴾ و الصلاة و السلاّم على نبي المرحمة و الملحمة القائل:« لا تزال طائفة من أمتى يقاتلون على الحق ظاهرين إلى يوم القيامة».
أيها الإخوة المسلمون
لقد عانيتم ما عانيتم من الحكّام المرتدّين في الجزائر ،و للعقد الخامس على التوالي لا زلتم تتجرّعون منهم صنوف الذلّ و القهر و تذوقون على أيديهم الويلات،و هم عَلِمَ الله لا يألون جهدا في فتنتكم عن دينكم و إفسادكم و تضليلكم و تعبيدكم لهم بالترغيب حينا و بالترهيب أحيانا..
و لقد ارتأينا أن نخاطبكم في هذه المرحلة الخطرة لما يوجبه علينا ديننا من النصح و البيان لكل مسلم ...فكيف بأمتّنا الغالية..و كيف بقومنا و إخواننا من المسلمين المستضعفين الذين ضحّينا بكل شيء و عادينا الأحمر و الأسود و بذلنا دماءنا وأرواحنا و أعمارنا نصرة لهم ،و دفاعاً عنهم،و ذودا ً عن دينهم و أعراضهم المستباحة...كيف بنا لا نخاطبهم في هذا الوقت بالذّات و قد أبانَ دجّال عصره عن خيوط فتنته المضلّة و أجلبت خيله و رجله تسعى.. تريد سَوْقَ الأمّة المثخنة بالجراح نحو نارٍ تلظّى تخالها الجموع المنخدعة جنّة المأوى..
أيها الأحبّة
ها هم جلاّدوكم القدماء ..و رموز الإجرام و العمالة..و لصوص الأمس القريب يكشفون عن مكر كُبّار يبتغون به فتنة جديدة..ها هم يستدرجونكم يريدون توريطكم و تغليطكم بعد أن شنّوا عليكم حملة إعلامية مسعورة ترويجا و تهيئة للكذبة الكبرى..
ها هو بوتفليقة يُلقي بحباله التي سمّاها ميثاق السلم و المصالحة و يدعوكم للإستفتاء عليها و يحثّكم على تأييدها،و يبذل كل جهوده لكي يخيّلها لكم بسحره أنّها طريق الخلاص..
و ها هم أجناده و أزلامه،و أحباره و أولياؤه يطبّلون لها و يزمّرون لتضليلكم و إقناعكم بها..
فهل تظنّون أيها الأحبة أنّ هؤلاء الخونة يأتي منهم خير ؟..
و هل يخطر على بالكم أنّ أيديهم التي ما زالت ملطّخة بدمائكم يمكن أن يتأتّى منها الشفاء و أن تُضمّد بها جراحكم النازفة ؟!..
و أنّى لغربان الشُؤم و رموز العمالة التي كانت تنادي بقتل 3ملايين جزائري لإجتثاث الإسلام ..و قتلت ما يقرب من 200 ألف مسلم و شرّدت و سجنت عشرات الآلاف و استباحت كل محظور أنّى لها اليوم أن تصبح بقدرة قادر دعاة سلام و حمائم بيضاء لولا أنّه الضحك على أذقانكم و السعي الجاد لإطفاء جذوة الجهاد و تكريس الذلّ و الإستعباد...ألم يعلنوها صراحة في كل مؤتمر من مؤتمرات مكافحة الجهاد(الإرهاب)بالجزائر و شرم الشيخ والسعودية أن محاربة الجهاد لا يُكتفى فيها بالوسائل العسكرية بل لا بد من تطبيق أساليب المكر ،و طَرْقِ أبواب الخداع برفع الشعارات البرّاقة (الحوار،المصالحة،السلم....إلخ).
أيّها الأحبّة
إنّ ميثاق مسيلمة عصره بوتفليقةالذي يحشدكم للإستفتاء عليه مضمونه و محتواه هو تجريم المجاهدين و تبييض و جوه المجرمين و المرتدّين...فهل يرضيكم أن تُـجَرِّمُوا الأخيار و تُزكُّوا الفجّار و الأشرار و الله تعالى يقول:﴿أَفَنَجْعَلُ الْمُسْلِمِينَ كَالْمُجْرِمِينَ & مَا لَكُمْ كَيْفَ تَحْكُمُونَ ﴾...و هل من الوفاء أيّها الأحبّة أن تُسوّى الدماء الزكيّة لأبنائكم الأبرار من المجاهدين بدماء الأنجاس من الحركى و أعداء الأمّة من العلمانييّن و الخونة و عملاء اليهود و النصارى؟..هل يُعقل أن يتساوى قتلاهم بقتلانا و نبيّنا r قد حثّ أصحابه يوم أحد أن يصدعوا بالحق الأبلج لا سواء..قتلانا في الجنّة و قتلاكم في النار..و ستبقى تلك الصيحة المدويّة سلوانا لنا في أتون المحنة.. تمسح على قلوبنا المكدودة..و أجسامنا المرهقة المثخنة بالجراح...
أيّها الإخوة المسلمون
إنّكم بمشاركتكم في هذه اللعبة الخسيسة ستوقِّعون صكوكا بيضاء للحكام المرتدين بالجزائر و ستسبغون عليهم شرعيّة مفقودة طالما و صلوا مكر الليل بالنهار لنيلها و سعوا بشتّى الوسائل لاسترجاعها و أنتم بغفلتكم و انسياقكم ومشاركتكم فيها ستهدونهم أكبر هديّة على طبق من ذهب ..و ستشهدون شهادة الزور و تلمّعون صورتهم و إن لم تقصدوا ذلك...و سيفرح الجلاّدون أيُّما فرح..و ستبتهج الذئاب بالخرفان الوديعة و هي تُلبسها وسام الشرف!..
و إنّكم بتزكيتكم و مشاركتكم أيّها المسلمون ستعينون الطغاة على إخوانكم المجاهدين و إن جهلتم ذلك..لأنّكم و بكل بساطة ستمنحونهم فرصة ذهبيّة للإسترخاء و الرّاحة لينطلقوا بعدها لمحاربتنا (باسمكم) بِنَفَسٍ جديد أنتم من وهبه لهم...فهل ترضون ذلك؟!..
يا قومنا أجيبوا داعي الله
أيّها المسلمون في الجزائر لقد احتضنتم الجهاد منذ انطلاقته و لا زلتم و نسأل الله أن يتقبّل منكم و لا يضيّع أجركم ...و لقد ابتلي من ابتلي..و صبر من صبر..و انتكس آخرون ...و اليوم و نحن في العام الرابع عشر من طريق التضحية الطويل تتعالى صيحات ممن يؤثر الحياة الدنيا على الآخرة تقول«14سنة بركات!»،«نريد السلم و لايهمنا إلاّ لقمة العيش»..و كأن الذلّ المسلّط علينا سيرتفع بترك الجهاد..و كأنّ جراحنا الغائرة ستندمل بالركون للطغاة ..و كأن دموعنا ستكفكف و الخلافة الضائعة ستقوم بإلقاء السلاح..و هل كثير في سبيل الله 14سنة أيها المسلمون ؟..و ماذا تعادل 14سنة مقابل جنّة عرضها السموات و الأرض لو كنتم تعقلون؟...
إنّنا و الله لا نملك أمام هذه الأصوات التي بدأ اليأس ينخر في عزائمها،و إيثار الحياة الدنيا يصوغ مواقفها لا نملك أن نقول لها إلاّ ما قاله نبيّ الله موسى uلقومه:
﴿قَالَ مُوسَى لِقَوْمِهِ اسْتَعِينُوا بِاللَّهِ وَاصْبِرُوا إِنَّ الْأَرْضَ لِلَّهِ يُورِثُهَا مَنْ يَشَاءُ مِنْ عِبَادِهِ وَالْعَاقِبَةُ لِلْمُتَّقِينَ &قَالُوا أُوذِينَا مِنْ قَبْلِ أَنْ تَأْتِيَنَا وَمِنْ بَعْدِ مَا جِئْتَنَا قَالَ عَسَى رَبُّكُمْ أَنْ يُهْلِكَ عَدُوَّكُمْ وَيَسْتَخْلِفَكُمْ فِي الْأَرْضِ فَيَنظُرَ كَيْفَ تَعْمَلُونَ ﴾ ..
و لا نملك إلاّ أن ننشدهم أبيات سيّد رحمه الله:
أخي هل تُراك سئِمت الكفاح و ألقَيْتَ عن كاهليك السلاح
فمن للضحايا يُواسي الجراح ؟ و يرفع رايتنا من جـــديد
أيها الأحبّة..يا أحفاد طارق و عقبة ابن نافع
الله الله في هذا الجهاد الذي فيه عزّكم و شرفكم و رفعة الدنيا و الآخرة...و ميثاق السلم و المصالحة هو ميثاق لتوقيف الجهاد(السلم)..و ميثاق لجعل المسلمين كالمجرمين(المصالحة)..و تلك و الله أكبر طعنة سيُطعن بها الجهاد في بلدكم هذا ...في شهركم هذا ..
فارفضوا المشاركة في هذه اللعبة الخسيسة..ارفضوها بكل قوّة و كونوا أنصارًا لله..
قولوا للطغاة بأن السلم و المصالحة الحقيقية هي في تحكيم شرع الله الذي نبذتموه وراءكم و دُستموه بأرجلكم و جعلتموه أُلعوبة..
السلم و المصالحة الحقيقيّة يوم يخرج اليهود و النصارى من كل شبر على أرض الإسلام و أنتم أيها المرتدّون من مكّن لهم و كنتم لهم أولياء و دروعا و تروسا تحول بيننا و بينهم..
السلم و المصالحة الحقيقية أيّها المرتدّون يوم تُقام لكم محاكم شرعيّة أمام الأشهاد فتُسألون عن دماء الشباب الطّاهر فيمَ سفكتموها ؟ و عن تحالفكم مع أمريكا لحرب المجاهدين و مطاردتهم و تسليمهم كقرابين لها ؟ و عن فلسطين لم خذلتموها ؟و عن العراق كيف اعترفتم بالمحتل و وقفتم تحت راية الصليب؟ و عن ثروات الأمّة المنهوبة لِمَ نهبتموها و اقتسمتموها مع أسيادكم من اليهود و النصارى ؟..
و أمّا أنتم يا أهالي المفقودين و يا عوائل الشهداء

أمير الجماعة السّلفيّة للدّعوة و القتال بالجزائر يوجه رسالة الى الشعب الجزائري

الحمد لله و صلّ اللهمّ على محمّد و آله و صحبه و سلّم

الجماعة السّلفيّة للدّعوة و القتال



لا سِـلْمَ بـدون إسْـلام



إنّ الحمد لله نحمده و نستعينه و نستغفره و نعوذ بالله من شرور أنفسنا و من سيّئات أعمالنا من يهده الله فلا مضلّ له، و من يضلل فلا هادي له،وأشهد أن لا إله إلاّ الله لا شريك له القائل في كنابه العزيز﴿بَلْ نَقْذِفُ بِالْحَقِّ عَلَى الْبَاطِلِ فَيَدْمَغُهُ فَإِذَا هُوَ زَاهِقٌ وَلَكُمْ الْوَيْلُ مِمَّا تَصِفُونَ﴾ ،و القائل ﴿وَقُلْ جَاءَ الْحَقُّ وَزَهَقَ الْبَاطِلُ إِنَّ الْبَاطِلَ كَانَ زَهُوقًا﴾و أشهد أنّ محمدا عبده و رسوله القائل في الحديث الذي رواه الحاكم عن ابن عبّاس :t«من أعان ظالما ليدحض بباطله حقًّا فقد برئت منه ذمّة الله ورسوله» فصلّ اللهم و سلم و بارك عليه و آله الطاهرين و صحبه أجمعين.

﴿يَاأَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ حَقَّ تُقَاتِهِ وَلَا تَمُوتُنَّ إِلَّا وَأَنْتُمْ مُسْلِمُونَ﴾ ، ﴿يَاأَيُّهَا النَّاسُ اتَّقُوا رَبَّكُمْ الَّذِي خَلَقَكُمْ مِنْ نَفْسٍ وَاحِدَةٍ وَخَلَقَ مِنْهَا زَوْجَهَا وَبَثَّ مِنْهُمَا رِجَالًا كَثِيرًا وَنِسَاءً وَاتَّقُوا اللَّهَ الَّذِي تَتَسَاءَلُونَ بِهِ وَالْأَرْحَامَ إِنَّ اللَّهَ كَانَ عَلَيْكُمْ رَقِيبًا﴾ ، ﴿ يَاأَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ وَقُولُوا قَوْلًا سَدِيدًا &يُصْلِحْ لَكُمْ أَعْمَالَكُمْ وَيَغْفِرْ لَكُمْ ذُنُوبَكُمْ وَمَنْ يُطِعْ اللَّهَ وَرَسُولَهُ فَقَدْ فَازَ فَوْزًا عَظِيمًا﴾. أمّا بعد:

أيّها الشعب الجزائري المسلم:السّلام عليكم و رحمة الله و بركاته.

اعلموا هداكم الله أنّ ظاهرة الصراع بين الخير و الشّر،و الحق و الباطل ظاهرة قديمة،وُجدت منذ أن وُجد الإنسان فوق الأرض،و هي مستمرّة و ستبقى إلى أن يرث الله الأرض و من عليها.

و الناس منذ القديم منقسمون إلى فريقين :فريق هم أنصار الحق،و فريق هم أنصار الباطل ،و فريق هم أهل الخير و فريق هم أهل الشر،و فريق هم أولياء الرحمن،و فريق هم أولياء الشيطان،ثمّ ينتهي الصراع و تنجلي المعركة في نهاية المطاف عن فريقين :فريق في الجنّة و فريق في السعير.

إنّ هذا الصراع الذي فرّق بين هابيل و أخيه قابيل،و فرّق بين نوح عليه السّلام و زوجته ، و قطع الصلة بين رسول الله r و عمه أبي لهب،هذا الصراع هو نفسه الذي أخرج اليوم المجاهدين في الجزائر من ديارهم و فرّق بينهم و بين حكّام البلاد المرتدّين.




غير أنّ الأحكام الشرعيّة التي تضبط هذا الصراع قد تختلف من نبيّ إلى آخر،فإذا كنا في شريعة آدم عليه السّلام ﴿لَئِنْ بَسَطتَ إِلَيَّ يَدَكَ لِتَقْتُلَنِي مَا أَنَا بِبَاسِطٍ يَدِي إِلَيْكَ لِأَقْتُلَكَ إِنِّي أَخَافُ اللَّهَ رَبَّ الْعَالَمِينَ ﴾،فإننا نجد بالمقابل في شريعة محمد بن عبد الله r﴿كُتِبَ عَلَيْكُمْ الْقِتَالُ وَهُوَ كُرْهٌ لَكُمْ وَعَسى أَنْ تَكْرَهُوا شَيْئًا وَهُوَ خَيْرٌ لَكُمْ وَعَسَى أَنْ تُحِبُّوا شَيْئًا وَهُوَ شَرٌّ لَكُمْ ﴾.

أيها الشعب الجزائري المسلم،هذه ظاهرة ،و ظاهرة أخرى يجب أن تعرفها و هي:أنه ما من طائفة مؤمنة فرّت بدينها و فارقت دين الشرك و خالفت رؤوس المشركين إلاّ و قام هؤلاء المشركون يطاردونها و يحاربونها،و يراودونها لكي ترجع عن دينها و تعود في ملّة الكفر،مستعملين أسلوب الترهيب حينا،وأسلوب الترغيب حينا آخر،يقول الله تعالى﴿وَقَالَ الَّذِينَ كَفَرُوا لِرُسُلِهِمْ لَنُخْرِجَنَّكُمْ مِنْ أَرْضِنَا أَوْ لَتَعُودُنَّ فِي مِلَّتِنَا فَأَوْحَى إِلَيْهِمْ رَبُّهُمْ لَنُهْلِكَنَّ الظَّالِمِينَ﴾.

و قد أخبرنا القرآن الكريم ما قاله قوم شعيب لرسولهم عليه السلام ﴿قال الملأ الذين استكبروا لنخرجنّك يا شعيب و الذين ءامنوا معك من قريتنا أو لتعودنّ في ملّتنا ﴾.

و أخبرنا كذلك عن خوف أصحاب الكهف من قومهم حين قالوا ﴿إنّهم إن يظهروا عليكم يرجموكم أو يعيدوكم في ملتّهم و لن تفلحوا إذا أبدا﴾.

و أخبرتنا كتب السيرة النبويّة كيف حاولت قريش أن تعيد رسول الله rفي ملتها،و ذلك حين ذهبت إلى عمّه أبي طالب تطلب منه التوسّط عند ابن أخيه و تعرض عليه الملك،و الجاه و المال ،و أمورا أخرى من أعراض الدنيا،و لا شكّ أنّ الكثير منكم يعرف ردّ رسول الله r و يذكر قولته المشهورة « يا عمّ،و الله لو وضعوا الشمس في يميني و القمر في شمالي على أن أترك هذا الأمر ما تركته حتّى يُظهره الله أو أُهلك دونه».

إذن فظاهرة المساومة (مساومة أهل الباطل لأهل الحق) هي أيضا ظاهرة قديمة، بل هي سنّة قدريّة تتكرّر دائما و لا تتغيّر.

قال تبارك و تعالى مخاطبا نبيّه r ﴿مَا يُقَالُ لَكَ إِلَّا مَا قَدْ قِيلَ لِلرُّسُلِ مِنْ قَبْلِكَ﴾.

و لذلك فحال المجاهدين اليوم في الجزائر هو كحال كل المؤمنين في كل زمان، لا يُقال لنا إلاّ ما قيل لهم ..و لا يُراد بنا إلاّ ما أُرِيدَ بهم...

فهذه هي السنن و لا سبيل لتبديلها أو الهروب منها.

أيها الشعب الجزائري إذا عرفت هذا ،لم تستغرب بعد ذلك عندما ترى هؤلاء الحكّام الطواغيت المرتدّين يعرضون على المجاهدين مبادرات السلم و المصالحة و العفو وغيرها من العناوين الجذّابة و الخلاّبة.

فبعد أن جرّبوا طريقة الإستكبار و العلّوّ و الإستئصال و وجدوها غير مُجدية،رجعوا إلى أسلوب المكر و الخبث،لعلّ ذلك يُضعف إيمان المجاهدين و يفُتّ من عزائمهم،و ينال من هممهم ،و يُفرّق كلمتهم ،و يُثنيهم عن وُجهتهم.

و إذا عرفت أيها الشعب أننا خرجنا من ديارنا و أبنائنا و زَهدنا في أموالنا و حملنا السلاح و سكنّا الجبال من أجل ديننا و عقيدتنا و من أجل شريعتنا،من أجل رايتنا،من أجل كتاب ربّنا و سنّة نبيّنا r.

و إذا علمت أنّنا لا نطلب الدنيا،و لا نسعى إلى الزعامة و لا نبحث عن الملك و لم نرفع السلاح في وجوه حكّام البلاد لأجل دفع ظلم اجتماعي،أو مطلب حزبي أو شعار سياسي بالمعنى المتداول اليوم بين الناس،و لكنّنا خرجنا على الطواغيت لأجل نصرة دين الإسلام،و حماية عقيدة الأمّة،و لأجل دفع صيال المعتدين على هويّة الأمّة و ثقافتها،و قيمها و ثوابتها.

إذا عرفت هذا، عرفت أنّ الهوّة بيننا و بينهم أكبر و أعمق و أوسع من أن يحُلّها مشروع السلم و المصالحة الذي يمكرون به على المجاهدين و يلبّسون به على الأمّة.

نعم أيها الشعب...دين الله..دين الإسلام...عقيدة التوحيد هي التي أخرجت الفئة القليلة المستضعفة،و إذا كان المسلمون اليوم غرباء بين أهل الملل،و أهل السنّة غرباء بين المسلمين فإنّ المجاهدين غرباء بين أهل السنّة و قد أخبرنا رسول الله r بهذه الغربة فقال:«بدأ الإسلام غريبا و سيعود غريبا كما بدأ،فطوبى للغرباء».

وأنتم تعلمون كيف أن الإسلام بدأ غريبا فاختار المولى عزّ وجلّ رجالا اعتنقوه واحتضنوه, وحملوه حتى اكتسحوا به أرض فارس و الروم و أوصلوه إلى حدود الصين ثمّ أنتم ترون اليوم كيف عاد الإسلام غريبا ,حتى ضاعت الخلافة , وتعطّّلت الشريعة وتبدّل الدين , واستولى الكفار على جميع بلاد المسلمين , فعاثوا فيها فسادا دهرا طويلا . ولم يخرجوا منها حتى غرسوا بذرتهم الخبيثة في جسد الأمة , فأنبتت أزلام الردّة, فصاروا يكملون ما بدأه المستعمرون من تبديل للدّين , وإذلال وقهر للمسلمين .

و لكن الله الذي اختار واصطفى أصحاب الرسول r في زمن الغربة الأولى لتبليغ الرسالة, ونشر العقيدة, ومحاربة الشرك, و تحطيم الأصنام, هو الذي اصطفى واختار هؤلاء المجاهدين في زمن الغربة الآخرة, لينصروا الإسلام, ويحرسوا الدين, ويرفعوا راية التوحيد, ويدفعوا عن حوزة المسلمين.

فالمجاهدون - وإن كانوا اليوم – غرباء, إلا أنهم جدّ سعداء, سعداء بغربتهم التي أخبرهم بها نبيّهم r ... سعداء بطوبى التي بشّرهم بها ... سعداء لأن الله اختارهم كي يقوموا مقام السابقين الأولين من المهاجرين و الأنصار.

فوالله إنه لشرف ما بعده شرف, ونعمة ما بعدها نعمة, وفضل لا يضاهيه فضل، فالحمد لله على دين الإسلام ، و الحمد لله على أننا من أتباع نبيّ الإسلام r, والحمد لله على هذه الغربة وهذه المنزلة , والحمد لله الذي جعلنا من الجيل الذي يجاهد ويسعى لاسترجاع الخلافة, ولم يجعلنا من الجيل الذي غفل و لهى حتى ضاعت الخلافة .



أيها الشعب الجزائريّ

الجهاد ماض إلى يوم القيامة – كما وعد بذلك رسول الله r - فهو لن يتوقف بسحر ساحر ، أو كيد كائد ،أو مكر ماكر أو إرجاف مرجف , لقد خان من خان , وسقط من سقط, وارتدّ من ارتد في زمن الوئام المدني ولكن هل رأيتم كيف تحقّق وعد الله تعالى في قوله﴿فَإِنْ يَكْفُرْ بِهَا هَؤُلَاءِ فَقَدْ وَكَّلْنَا بِهَا قَوْمًا لَيْسُوا بِهَا بِكَافِرِينَ﴾، لقد قيّض الله تعالى لدينه رجال الجماعة السلفية للدعوة والقتال , فحملوا الراية , وصانوا العهد, وحفظوا الأمانة, و واصلوا المسير دون أن يضرّهم من خالفهم ولا من خذلهم, فانهزام المنهزمين, ورجوع المنافقين لا يوقف مسير الجهاد أبدا, لأن ظاهرة الانهزام هي أيضا من السنن.

فلا بد من وجود ضعيف الإيمان الذي يقول ﴿إِنَّا لَمُدْرَكُونَ ﴾ ولا بد من وجود قويّ الإيمان الذي يجيب :﴿كَلَّا إِنَّ مَعِي رَبِّي سَيَهْدِينِي ﴾.

ولابد من وجود المنهزم الذي يقول:﴿ لَا طَاقَةَ لَنَا الْيَوْمَ بِجَالُوتَ وَجُنُودِهِ ﴾, ولابد من وجود القويّ الذي يقول :﴿ كَمْ مِنْ فِئَةٍ قَلِيلَةٍ غَلَبَتْ فِئَةً كَثِيرَةً بِإِذْنِ اللَّهِ وَاللَّهُ مَعَ الصَّابِرِينَ ﴾.

و لا بدّ من وجود المنافق الذي يقول: ﴿ مَا وَعَدَنَا اللَّهُ وَرَسُولُهُ إِلَّا غُرُورًا ﴾, ولابد من وجود الصادق الذي يقول:﴿ هَذَا مَا وَعَدَنَا اللَّهُ وَرَسُولُهُ وَصَدَقَ اللَّهُ وَرَسُولُهُ وَمَا زَادَهُمْ إِلَّا إِيمَانًا وَتَسْلِيمًا﴾ ، ولابد من وجود المخذّل الذي يقول:﴿ إِنَّ النَّاسَ قَدْ جَمَعُوا لَكُمْ فَاخْشَوْهُمْ ﴾, ولابد من وجود الذين إذا سمعوا ذلك:﴿ فَزَادَهُمْ إِيمَانًا وَقَالُوا حَسْبُنَا اللَّهُ وَنِعْمَ الْوَكِيلُ ﴾.

لابد من وجود هذا وهذا, ولكن العبرة بالعاقبة, والعاقبة دائما تكون للمتقين, وتكون للمؤمنين ، وتكون للصادقين ، وتكون للصابرين, لا تكون أبدا للظالمين.

إنّ دعوة الشعب إلى الانتخاب على مشروع واحد مرتين, هو دليل واضح على أن هذا الرئيس الذي أفرزته صناديق التزوير قد نَضَبَ مَعين فِكره, وجفّت موارد عقله وأصابه عطب ذهنيّ, وصار يعيش على الماضي المستهلَك ويحكم الشعب بالأماني الزائفة. بالإضافة إلى أنه اعتراف صريح بالعجز عن التصدّي للجهاد و القضاء على المجاهدين.

فتخبّطهم هو أكبر دليل على فشلهم الكامل في كل السياسات التي اتبعوها منذ خمسة عشر عاما مضت ،في حربهم على الإسلام في الجزائر. رغم تلك المزاعم الكاذبة والدعاوي الزائفة التي يريدون من خلالها أن يظهروا أمام النّاس بمظهر المنتصر الذي انسحب من المعركة بعدما هزم عدوّه ودحره... و أنتم تعرفون أن الذي يدحر عدوّه و يهزمه لا يحتاج أن يداهنه أو يستعطفه أو يغريه أو يمدّ إليه يده في كل مرة ليصالحه.

إن هذا التناقض الصارخ بين دعوى انتصار من جهة , والحرص على المصالحة من جهة أخرى ليس له تفسير غير تفسير واحد : هو أن أعداء الله صاروا بعد هذه التجربة الطويلة والمريرة مع جنود الرّحمن , يدركون جيّدا أن هذه الطائفة لا يمكن أن تُستأصل , ويفقهون جيّدا أن هذه العصابة لا يمكن أن تُهزم . وكيف تستأصل طائفة موعودة بالبقاء ؟، قال فيها رسول الله r:« لا تزال طائفة من أمّتي ظاهرين على الحق لا يضرهم من خالفهم حتى يأتي أمر الله وهم على ذلك».... وكيف تهزم فئة موعودة بالنّصر والاستخلاف ؟ قال فيهم الله سبحانه و تعالى فيهم﴿ وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنْكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُم فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِنْ قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمْ الَّذِي ارْتَضَى لَهُمْ وَلَيُبَدِّلَنَّهُمْ مِنْ بَعْدِ خَوْفِهِمْ أَمْنًا يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئًا وَمَنْ كَفَرَ بَعْدَ ذَلِكَ فَأُوْلَئِكَ هُمْ الْفَاسِقُونَ ﴾ ، فالجهاد في الجزائر قد نما – بحمد الله – وترعرع و استوى على سوقه حتى صار المجاهدون في الجماعة السلفية للدعوة والقتال فئة لكل المؤمنين... يأوي إليها النافرون، و ينحاز إليها المطاردون و المستضعفون في كل مكان .

والجماعة السلفية للدعوة والقتال لن تتأثر- بحول الله تعالى وقوته – بهذا المشروع الساقط, التافه, المتهافت, ولولا واجب النصح للشعب المسلم لما كلّفنا أنفسنا عناء الردّ عليه، و لذلك نقول :



يا شعب الجزائر،

إن هذا الإنتخاب مضيعة للوقت و مفسدة لمال الشعب ،إنّ الجزائر ليست بحاجة إلى ميثاق سلم و مصالحة،إنّما هي بحاجة إلى ميثاق إسلام و إنابة إلى الله عزّ وجل ،إن ظننتم أنّ السلم قد يتحقق في البلاد بدون إسلام فأنتم واهمون قال تعالى : ﴿وَمَنْ أَعْرَضَ عَنْ ذِكْرِي فَإِنَّ لَهُ مَعِيشَةً ضَنْكًا﴾ ، إنّ الأمن و الطمأنينة ،و السّلم و السكينة لا تتحقق إلا في ظل الإيمان و الإسلام ،يقول الله تعالى : ﴿الَّذِينَ ءَامَنُوا وَلَمْ يَلْبِسُوا إِيمَانَهُمْ بِظُلْمٍ أُولَئِكَ لَهُمُ الْأَمْنُ وَهُمْ مُهْتَدُونَ﴾ .

فما دام الإسلام مغيّبا ... و ما دام كتاب الله منبوذا وراء الظهور و ما دامت سنّة رسول الله r مهجورة ... و ما دام شرع الله معطلا فلن يكون هناك سلم و لن تكون هناك مصالحة و لن يحصل وئام ،كما يزعمون ،أيها النّاس.... قولوا بربكم كيف يحصل الأمن و تتحقق المصالحة و الكفر قد عمّ و النفاق قد طمّ ،و الظلم انتشر ،و المعاصي كثرت ،و الفواحش و المنكرات تعاظمت ، و أهل الخير خافوا فانكمشوا و أهل الشر سادوا و حكموا حتّى صارت البلاد قريبة من سخط الله و غضبه و نقمته،و عذابه،نعوذ بالله من ذلك.

كيف لا تتدبّرون تتالي الزلازل في البلاد ؟،و توالي النوازل على العباد ؟ كيف لا تسألون لماذا انتشرت الأمراض و الأوبئة ؟و كثرت الحوادث و الكوارث؟ و زالت الرحمة و محقت البركة ،و فسدت أحوال النّاس و صارت معيشتهم ضنكا؟

أيها النّاس ،ليس الفتّان الذي يجاهد دفاعا عن الدّين ،و لكن الفتّان الذي يهدم أركان الدّين .و الفتنة ليست في الجهاد في سبيل الله و لكن الفتنة في الردّة على الدين ،يقول الله تعالى :﴿وَقَاتِلُوهُمْ حَتَّى لَا تَكُونَ فِتْنَةٌ وَيَكُونَ الدِّينُ كُلُّهُ لِلَّهِ﴾ فهذا نص صريح و واضح في معنى الفتنة ،فالفتنة ليست في إراقة الدماء و إزهاق الأنفس لنصرة الشريعة و إعلاء كلمة التوحيد ،إنما الفتنة في تعطيل أحكام الشريعة و استبدال الدستور بالقرآن ﴿ أَتَسْتَبْدِلُونَ الَّذِي هُوَ أَدْنَى بِالَّذِي هُوَ خَيْرٌ ﴾ .

و أنتم رأيتم كيف أنّ الدين كان إلى وقت قريب بعضه لله و بعضه لغير الله فلمّا وصل هذا الرئيس للحكم جعل الدّين كلّه لغير الله .

و لذلك جاء ميثاق السّلم و المصالحة يرفع الكفر على الإيمان و يجعل كلمة الذين كفروا العليا و يبَّرئ المجرمين و يجرّم الأبرياء و يجعل المجرمين في درجة أعلى من المسلمين .

فهذا الميثاق هو في حدّ ذاته فتنة ،و الفتنة لا تخمد بالفتنة .

أيها الشعب ،

هل تعلمون أنّ صاحب ميثاق السلم و المصالحة قد ضحك عليكم أربع مرات باسم السّلم ،و لدغكم أربع مرات من جحر المصالحة ،و سحر أعينكم أربع مرات ،في كل مرة يمنّيكم بطيّ صفحة الأزمة و استرجاع الأمن .

هل تعلمون أنه استطاع بمهارة السّاحر، و شطارة المشعوذ أن يوظّف كلمات – لها وقعها في قلوبكم – مثل السّلم ،و المصالحة، و الوئام ،و العفو ليصل بها إلى الحكم ،ثم وظَّفها مرة ثانية ليوطِّد بها حكمه ،ثم استعملها مرة ثالثة ليبقى بها في الحكم ،و ها هو اليوم يستغلّها للمرة الرابعة ليدوم بها في الحكم .

فهل كان هذا الموضوع ـ بعد استهلاكه هذا الاستهلاك المفرط – بحاجة إلى استفتاء شعبي؟.

و لولا أنّه يستهجن الشعب و يزدريه لما دعاه إلى الإنتخاب على أمر تافه حقير ، وأدار ظهره إليه في المسائل الجوهرية الأساسية ،اسمعوا أيها النّاس لقد سنّ قوانين خطيرة ... و اتخذ قرارات مصيرية كثيرة تتعلّق بدين الأمّة و ثرواتها و أرضها و هويّتها و قِيَمِها ،دون أن يرجع في ذلك إلى أحد ..

· سمح لأمريكا بإنشاء قواعد عسكرية في جنوب البلاد.

· و باع آبار النفط و الغاز للشركات المتعدّدة الجنسيات .

· و انخرط بكل قواه في مشروع الشرق الأوسط الكبير حتى فاز برضى أمريكا.

· وانضم إلى الحلف الأطلسي،و صار جيشه يتعاون مع الجيوش الإستعمارية .

· و التحق بالدول المنخرطة في المنظومة الفرانكفونية .

· وألغى قانون الأسرة،استجابة لدعاة الإنحلال الخلقي.

· و أصدر قانون الأمهات العازبات الذي يشيع الفاحشة في الذين آمنوا .

· و أصدر قانون الجنسية لتطعيم الشعب الجزائري المسلم بنسبة من غير المسلمين في خطوة لتغيير الخارطة الديموغرافية للبلاد .

· و ألغى شعبة الشريعة الإسلامية كخطوة أولى قبل تنصير المدرسة الجزائرية،و سمح بظهور المدارس الخاصة التي تجاهر بمعاداة ثوابت الأمة.

و قائمة الغدر و الخيانة طويلة لا تنتهي... و هو لم يستشر الشعب في شيء من ذلك.

· إنه لم يستشر الشعب هذه المرة لأنه يعتقد أنّه سيّد كما يزعم، و لكن استشاره ليوظّف بعد ذلك تلك الإستشارة لتحقيق مآرب دنيئة ،و أهداف خبيثة و نوايا فاسدة ،فباسم الشعب يريد أن يصدر لقوات الجيش و الشرطة و الميليشيات شهادة البراءة ،و باسم الشعب يريد أن يستخرج لهم شهادة نظيفة للسوابق العدلية،و باسم الشعب يريد أن يبرّئ كل المجرمين الذين فتحوا للمسلمين محتشدات في الصحراء و كل الجلادين الذين فتنوا المؤمنين و المؤمنات في السجون الجزائرية و مراكز التعذيب و الإستنطاق .

· باسم الشعب يريد أن يوفّر الملاذ الآمن لكل الطواغيت الذين خطّطوا و دبّروا و أمروا باختطاف الآلاف من الأبرياء، ثم عذّبوهم حتّى الموت .

· هل تعلمون أن عدد المفقودين الذين اختطفهم الفرنسيون في زمن الإستعمار هو ستة آلاف ... و عدد المفقودين الذين اختطفهم أذناب الفرنسيين في زمن الإستقلال يفوق العشرين ألف .

· إنّ قضية المفقودين و عمليات الإختطاف التي عرفتها البلاد بصورة واسعة في السنوات الأولى من الجهاد خاصّة ،هي أخطر من أن تدرج في خانة التجاوزات إنّها جرائم بأتمّ ما تحمله هذه الكلمة من معنى ،فالذين اختُطِفوا و نُكِّل بهم و قتلوا ثم دفنوا في مقابر جماعية أو ألقيت جثثهم على قوارع الطرق هم أبرياء لا ذنب لهم سوى أنهم معروفون بالإستقامة، أو المحافظة على الصلوات في المساجد ،أو التشبّه بالسّلف في اللباس أو غير ذلك من المظاهر الإسلامية ،فهذه الجرائم مرتكبوها مجرمون ،و مدبّروها في الإجرام أكبر ،و العفو عن مجرمين بهذا الحجم عن طريق استدراج الشعب إلى الإنتخاب هو في حد ذاته جريمة أخرى لأنّ العفو في جرائم القتل هو حق أعطاه شرعنا الحنيف لأولياء المقتول و لم يعطه للمجتمع .

· باسم الشعب يريد أن يوفر الغطاء القانوني القادر على تبرئة ذمة أكابر اللّصوص و السرّاق في الدولة الذين ارتكبوا جرائم اقتصادية ... و تورّطوا في فضائح الرشوة و الفساد ... حتّى صار لكل مؤسسة اقتصادية في البلاد فضيحتها ،و صار لكلّ مسؤول في الدولة ملفه و قضيّته، و لكن من يحاكم من ؟... هل يستطيع الرئيس عندما يكون لصّا أن يحاسب الوزير ؟ ... و هل يستطيع الوزير عندما يكون متورّطا أن يراقب القاضي ؟ هل يستطيع القاضي عندما يكون مرتشٍ أن يقبض على الجاني ؟ السلطة كلها فساد...من قاعدة الهرم إلى قمته ،و القائمون على شؤون الدولة كلهم فاسدون ،مفسدون،ناشرون للفساد ،راضون به متّفقون عليه .



أيها الشعب،

إنّ أعظم فساد يحدث في البلاد بعد فساد الدّين، هو ما يحدث لثروة البترول ... هذه الثروة الهائلة لم يعد يستفيد منها الشعب شيئا لسبب بسيط هو أنّها لم تعد ملكه .

ألا تسألون أين ذهبت مداخيل النفط ؟ ألا تسألون لماذا كلّما زاد سعر البترول في السوق الخارجي ،زاد غلاء المعيشة في السوق الداخلي و ارتفعت نسبة البطالة ؟ ألا تسألون ما هو نصيبكم من هذه الثروة؟ نحن نقول لكم إنّ نصيبكم في جزائر البترول و الغاز هو الأرقام و الأرقام فقط و الوعود و الوعود فقط ثم مزيدا من التسريح ،ثم مزيدا من البطالة ،مزيدا من الفقر ،مزيدا من الحرمان .

هذا هو المراد من الإنتخاب ليس المراد تحقيق السّلم و المصالحة ،فهو قد جرّب هذا الأمر عدّة مرات ،فخاب و خسر في كل مرة .

أيها الشعب،

إنّ مشاركتك في هذا الإنتخاب سيزيد من غطرسة هؤلاء المجرمين و سيشجّعهم على التمادي في الغرور و التطاول و الظلم و الإعتداء ،و سيدفعهم و يحرّضهم على الذهاب بعيدا في العبث بدين الإسلام ،و الجرأة على شعائره ،فإن كانت عداوتهم للدين و أحكامه و حرماته ،و جسارتهم على مقومات الأمة و ثوابتها هو ما يعلمه الجميع و الجهاد لا زال قائما، و المجاهدون لا زالوا يحملون أسلحتهم ،فكيف سيكون الحال يا ترى لو توقف الجهاد أو وضع المجاهدون أسلحتهم ؟

كيف سيكون حال الإسلام في هذه البلاد لو سكت السلاح ،فوالله لو يسكت السلاح – لا قدر الله – فستغلق المساجد، و سيمنع الآذان ،و ستفتح الكنائس في البلاد ،و ستُدّق فيها النواقيس ،و سيدخل المبشّرون إلى الجزائر أسرابا إثر أسراب ،تحت إشراف وزارة الشؤون الدينية ،و سيُهان المصحف الشريف كما أهين في غوانتناموا ،و سيفعلون ببقايا المسلمين الأفاعيل .

أيها الشّعب ،

عليك ألا تظن أنّ المجاهدين ينتظرون إجراءات العفو و إجراءات التكفل بحالتهم و أوضاعهم الإجتماعية ،لأنّ همّ المجاهدين أعلى من ذلك بكثير ... و عليك ألا تظنّ أن المجاهدين يريدون العودة إلى سنة 91 لأنّ غايتهم أبعد من ذلك بكثير ... و عليك ألا تتصور أنّ الظرف الذي يُجرى فيه الإنتخاب على ميثاق السّلم و المصالحة كالظرف الذي جرى فيه الإنتخاب على مشروع الوئام المدني ،لأنّ الفرق بينهما عظيم و هذا راجع إلى :

أولا : المجاهدون لا يلتفتون إلى إجراءات المصالحة التي يتحدث عنها الطواغيت ،لأنهم لم يحملوا السّلاح من أجل استرجاع حقوق اجتماعية هضمت أو مكاسب حزبية صودرت ،و لكّنهم حملوا السلاح من أجل دينهم الذي ضاع و هويّتهم التي مسخت و لن يلتفتوا إلى أي مشروع إلا ما وافق الكتاب و السنة،فهم لم يغضبوا لأنفسهم بل غضبوا لله تعالى ،و لذلك فهم لن يرضوا بشيء إلا بشيء يُرضي الله تعالى .

ثانيا : إذا كان هناك من لا يرضى بالعودة إلى سنة 91 ،فالمجاهدون كذلك – و الله - ما بهم رغبة إلى العودة إليها ،فهم لا يرضون بغير العودة إلى القرون الثلاثة الأولى المفضلة ... لا يقبلون بأقل من الخلافة الراشدة ،و كيف لا نتطلّع إلى الخلافة الراشدة و الرسول r هو الذي بشرنا فقال :« تكون النبوة فيكم ما شاء الله أن تكون ثم يرفعها إذا شاء أن يرفعها ،ثم تكون خلافة على منهاج النبوة ،فتكون ما شاء الله أن تكون ثم يرفعها إذا شاء أن يرفعها ،ثم تكون ملكا عاضا فتكون ما شاء الله أن تكون ،ثم يرفعها إذا شاء أن يرفعها ،ثم تكون ملكا جبريا فتكون ما شاء الله أن تكون ،ثم يرفعها إذا شاء أن يرفعها ،ثم تكون خلافة على منهاج النبوة ثم سكت » فالخلافة الراشدة لا بد أن تعود .

ثالثا :لماذا نتائج هذا "الميثاق " لن تكون كنتائج ذاك "الوئام" ،لأن الظرفين مختلفان تماما ،فالإنتخابات الأولى جرت قبل غزوتي11 سبتمبر المباركتين ،أمّا هذه الإنتخابات فهي بعد أن اندلعت الحرب العالمية بين أهل الإسلام و أهل الصليب و لذلك أذكّر و أقول :يا عباد الله عودوا إلى دينكم و كتاب ربكم و سنّة نبيكم r ،أما علمتم كيف أنّ رأس الكفر في هذا الزمان "بوش" قد أعلنها حربا صليبية ثلاث مرات تصريحا غير تلميح ،و حاله – و الله – كما و صفه الشيخ أسامة بن لادن –حفظه الله- فقال :" إنّه اليوم في أول الطابور يحمل صليبا كبيرا يتقدم أهل الصليب لمحاربة المسلمين "و لم يترك للعام كله إلا خيارا واحدا " إما معنا و إما معهم " .

إنّ التقهقر الذي تعرفه أمريكا و من ورائها الدول الغربية كلها، ثم هذه الهزائم المتكررة التي تلحق بها في العراق و أفغانستان ساهم في تشكيل صحوة في شباب الأمة المسلمة قاطبة بما فيها الجزائر ،و لا شك أنّ هزيمة أمريكا اللعينة هو هزيمة و سقوط لكل الأنظمة العميلة و الخائنة ،و من بينها نظام الردّة في الجزائر .

ثم إنّ هذه المعارك المباركة التي تدور بين المجاهدين و الصليبيين في بقاع كثيرة من العالم و صار الناس يشاهدونها كل يوم و يتابعون أخبارها ،قد أجّجت مشاعر الشباب و ألهبت أعصابهم ،و أثارت حميّتهم و هيّجت الحماسة فيهم حتّى صاروا يحترقون شوقا إلى الجهاد ،و يتطلّعون إلى النفير، و يتلهفون على التدرّب على السلاح ... بل صاروا يسلكون طرق الهجرة السرية إلى ميادين القتال ،و يتنافسون على التضحية و الإستشهاد .

فإذا كان أعداء الجهاد يمنّون أنفسهم – بعد الإنتخاب- برؤية قوافل من المجاهدين تنزل من الجبال ،فنحن - و الله – نرجو بل ننتظر قوافل من الشباب تلتحق بالجبال .

أيها النّاس :إنّ لنا جميعا – يوم القيامة – موقفا رهيبا أمام الله تعالى و أنّه سائلنا جميعا و محاسبنا و مجازينا ،سائلنا نحن :لما قاتلنا و فيما قُتلنا ؟و سائل أعدائنا لما قاتلوا ،و فيما قُتلوا؟و سائلكم أنتم أيها الشعب :مع أي الفريقين كنتم ؟... و إذا كان المجاهدون سيجيبون إذا سئلوا و يقولون يا رب ،قاتلنا و قُتلنا في سبيلك، لإعلاء كلمتك و نصرة دينك، و يقولون يا رب هاجرنا و جاهدنا حتّى تزول الجمهورية و تعود الخلافة، فيقوم القرآن مقام الدستور و تَحُلّ الشريعة محلّ القوانين الوضعية و تظهر السنّة و تختفي البدعة ،إذا كان هذا جواب المجاهدين ،فالطواغيت ماذا عساهم قائلين؟ و بما عساهم مجيبين ؟ ،هل سيقولون قَتَلْنا و قُتِلنا دفاعا عن الجمهورية و نصرة للديمقراطية أم سيقولون اختطفنا عباد الله و عذبناهم و غيّبناهم التزاما بالمواثيق الدولية و نيابة عن اليهود و الصليبيين و حماية لبلاد الكفر من المد الإسلامي ؟،أم سيقولون :سفكنا الدماء و اعتدينا على الأعراض و الأموال من أجل الخبزة و الوظيفة و الراتب الشهري ؟

و أنتم أيها النّاس ،ماذا أعددتم لذلك اليوم ؟ و ماذا أعددتم لذلك السؤال ؟... هل اخترتم مع أي الحزبين تقفون؟ و مع أي الفريقين تُحشرون ؟...احذروا أيها النّاس فمهما تهاونتم في شيء فلا تتهاونوا في أمر آخرتكم .



أيها الشعب الجزائري المسلم

أهل الباطل يستنفرونك إلى صناديق الإنتخاب لكي تشهدَ شهادة الزور ،لكي تعين أهل الزور ،لكي تشارك و ترضى بالزور ،و نحن نطلب منك و ننصحُك و نقول لك : لا تنخدع بهذه المكيدة ،لا تشارك في هذه الجريمة ... احذر أن يستخفّك هذا الظّلوم الجهول فتطيعه كما استخفّ فرعون قومه فأطاعوه ،فتهلك معه كما هلكوا معه .

بصوتك يريدون أن يستروا عوراتهم ،بصوتك يريدون أن يُخفوا جريمتهم ،بصوتك يريدون أن يرموا غيرهم بدائهم و جرمهم .

فإياك و شهادة الزور ... إياك و شهادة الزور ... إياك و شهادة الزور .

فمن شاركهم و هو يعلم قصدهم فقد شارك في الجريمة لأن من رضي بالمعصية فقد شارك فاعلها في الإثم .

إذا شاركت في هذا الانتخاب فقد رضيت بأن يصير البريءُ مجرما و المجرم بريئا .

إذا شاركت في هذا الانتخاب فقد وَضعتَ الذين رفعهم الله و رَفعتَ الذين وضَعهم الله .

إذا شاركت في هذا الانتخاب فقد خذلت أهل الحق و نصرت أهل الباطل .

إذا رضيت بهذا الانتخاب فقد شاركت في الحرب على الإسلام ،شاركت في غلق المساجد و شاركت في فتح الخمّارات ،و شاركت في إشاعة الفاحشة و نشر الفساد ... إذا شاركت في هذا الانتخاب فقد عصيت الله و أطعت الشيطان .

عباد الله أجيبوا داعيَ الله ، و لا تجيبوا داعيَ الشيطان .

أما أعداؤنا المتربصون بنا ... فنقول لهم : استفتوا أو لا تستفتوا و انتخبوا ما طاب لكم أن تنتخبوا ،فنحن قد عاهدنا الله على أن نجاهدكم ،و نقاتلكم حتى تفيئوا إلى الإسلام ،... و مهما نقض النّاس عهودهم ،و أخلفوا وعودهم و كذبوا و خانوا و بدّلوا فلن ننقض عهدا قطعناه على أنفسنا مع الله ... و لن نخلف وعدا أعطيناه للأمّة ،و لن نخون دماء إخواننا الذين قضوا نحبهم في هذا الطريق ،.... و سنبقى متمسّكين برايتنا ،ماسكين سلاحنا نصول و نجول و نقاتل حتى تكون كلمة الله هي العليا و كلمة الذين كفروا السفلى أو نهلك دون ذلك .

و نقول لهذا الرئيس الفسّيق الزنديق الذي يمدّ يده إلينا دون حياء ،أمسك يدك ،شلّت يدك ... فوالله لن نضع أيدينا ما حيينا في يد آثمة صافحت يد اليهودي باراك .

و أختم خطابي بهذه الشكوى التي بثّها ذلك العبد الصالح ... مؤمن آل فرعون ... لأن حالنا اليوم مع هؤلاء الطواغيت يشبه ـ و الله ـ حاله مع فرعون ... اسمعوا ما قاله الله تعالى على لسان هذا العبد المؤمن ﴿ وَيَاقَوْمِ مَا لِي أَدْعُوكُمْ إِلَى النَّجَاةِ وَتَدْعُونَنِي إِلَى النَّارِ&تَدْعُونَنِي لِأَكْفُرَ بِاللَّهِ وَأُشْرِكَ بِهِ مَا لَيْسَ لِي بِهِ عِلْمٌ وَأَنَا أَدْعُوكُمْ إِلَى الْعَزِيزِ الْغَفَّارِ &لَا جَرَمَ أَنَّمَا تَدْعُونَنِي إِلَيْهِ لَيْسَ لَهُ دَعْوَةٌ فِي الدُّنْيَا وَلَا فِي الْآخِرَةِ وَأَنَّ مَرَدَّنَا إِلَى اللَّهِ وَأَنَّ الْمُسْرِفِينَ هُمْ أَصْحَابُ النَّارِ &فَسَتَذْكُرُونَ مَا أَقُولُ لَكُمْ وَأُفَوِّضُ أَمْرِي إِلَى اللَّهِ إِنَّ اللَّهَ بَصِيرٌ بِالْعِبَادِ ﴾ ،ثم اسمعوا ما فعل الله به و ما فعل بآل فرعون قال تعالى :﴿ فَوَقَاهُ اللَّهُ سَيِّئَاتِ مَا مَكَرُوا وَحَاقَ بِآلِ فِرْعَوْنَ سُوءُ الْعَذَابِ﴾ .

نسأل الله أن يقينا مكر أعدائنا الطواغيت كما وقاه ،و ينجينا كما نجّاه و يذيقهم سوء العذاب كما فعل بفرعون و من والاه .


اللهم أنزل علينا نصرك يا قوي يا عزيز

اللهم دمّر أمريكا و عملائها من الحكام الخونة المرتدين

اللهم انصر عبادك المجاهدين في كل مكان

و مسك الختام تحية أزفّها من هاهنا إلى شيخنا الفاضل أبي عبد الله أسامة ابن لادن حفظه الله و جعله سهما مباركا في نحور الصليبيين و من والاهم .

و أخرى إلى الأخ الحبيب القائد أبي مصعب الزرقاوي جعله الله سيفا مهراقا لدماء الأمريكان و عملائهم من المرتدين .

و لا ننسى أمراء الجهاد في كل مكان فلله درّكم يا أحباب الجهاد.

Interview with the Former Leader of the Salafist Group for Call and Combat

Algiers, Asharq Al-Awsat- The largest armed militant Islamic group in Algeria will renounce violence and give up its arms if the government met its three demands, former leader Hassan Hattab revealed last Friday.

In his first interview with the media, the Former head of the Salafi Group for Preaching and Combat (GSPC) spoke to Asharq al Awsat and indicated he was still awaiting “concrete actions” from the authorities, following the referendum on the Charter for Peace and National Reconciliation.

He urged President Abdelaziz Bouteflika to refrain from accusing the armed men who rose up in protest against the “coup” of terrorism, in a reference to the army intervening to cancel the parliamentary elections which the Islamist won in 1991. He also called on his followers to “halt violent activities and remain in their positions and continue to make demands.”

Also known as Abu Hamza, Hattab said he expected the authorities to “stop accusing my brothers in arms with terrorism, extend equal treatment to all and end double standards.”

Commenting on his twelve years as an armed Islamic fighter, Hattab blamed the government for “repeatedly breaking its promises. It forced us to continue armed fighting.”

As for recent attempts at reconciliation, “a number of elements have encouraged us, especially the call by a number of Islamic scholars to put down arms and work with other sections of Algeria society, as well as changes in internal policies and the people increasingly demanding peace. Together, all these events have convinced us that continuing along the path we chose in the 1990s in futile.”

Asked about the circumstances surrounding his resignation as head of the Salafi Group, almost two years ago, Hattab said, “I willingly renounced the leadership in September 200. No one forced to take this step after the dialogue for national reconciliation opened a new chapter in my life. My resignation signaled the start of my efforts to reconcile the people of Algeria without marginalizing any section of society.”

He accuses his successor, Nabil Sharaoui, killed by the army in the summer of 2004, of ordering the assassination of a young imam in the capital, nicknamed Abu Hafs and known for working with the armed forces to convince fighters to halt their terrorist attacks. “I remember repeatedly meeting Abu Fahs throughout 2000 in hideouts for the GSPC. In our last meeting, we disagreed after he presented us with an offer for a ceasefire but I never wanted him dead. وبالرغم مما واجه الإخوة المجاهدين من رزايا وامتحاناتٍ إلا أن أنفسًا عظيمةً جبارةً استطاعت بتوفيق الله أن تصمد أمام تيار الأعداء الجارف , ولم تكتفِ بالصمود الناجح فقط , بل تجاوزت ذلك خصوصًا في الفترة الأخيرة إلى العمليات الكبيرة الناجحة , هذا الأمر يجعلنا نقف أمام الإخوة المجاهدين في الجزائر وقفة تبجيلٍ واحترامٍ وننظر لأعمالهم الجليلة نظرة الإكبار والتقدير .

وليعلم الجميع أننا إذا قلنا الأعداء فلسنا نقصد حكومة الجزائر وجنودها فقط , بل من أهم الأعداء الذين واجههم الإخوة المجاهدون طائفة المنتسبين للعلم والعلماء الذين خانوا الأمانة التي حُمِّلوها فساندوا حكام الجزائر المرتدين على المجاهدين , وطارت فتاويهم مشرِّقةً ومغرِّبةً تدعو المجاهدين إلى إلقاء السلاح وتسليم أنفسهم تحت مشروع الوئام الوطني أو المصالحة الوطنية أو الهدنة أو قانون الرحمة , وهؤلاء العلماء من كل بلاد المسلمين وأهمهم - في نظري - علماء الجزيرة لهم دورٌ في حرب المجاهدين في كل بلاد الإسلام وخصوصًا في الجزائر تحت شعار إيقاف شلال الدماء وما إلى ذلك من الشعارات التي اتُّخِذت غطاءً لمناصرتهم للطواغيت المرتدين .

وحينما نسمع ممن يُنسَب إلى العلماء الربانيين دعوته هذه نعلم يقينًا أن الإخوة سيعانون منها عمرًا ليس بالقصير , ولن يقتصر تأثيرها على المجاهدين أنفسهم بل سيمتد إلى أهل الدعم والتأييد والمناصرة , بل هي أيضًا حملةُ تشويهٍ ترمز إلى أن جهادهم لا نفع منه ولا فائدة ترجى من ورائه , فلذلك يجب عليهم أن يلقوا أسلحتهم ويعطوا الدنية في دينهم للمرتدين .

رافق كل هذه الحملات النظامية وغير النظامية تخاذلٌ من شعوب الأمة الإسلامية في نصرة هذا الجهاد المبارك مستجيبةً لتوجيه علمائها أو بالأصح ( عملائها ) باعتزال ما أسموه [ الفتنة ] ولا حول ولا قوة إلا بالله , ثم أصبحت هذه التجربة بعد ذلك شعارًا يُحارَب به من أراد الجهاد في أي جزءٍ من بلاد المسلمين متذرعين بخشيتهم من تكرار حدوث ما حصل في الجزائر , وهذه الأعذار ليست إلا كغيرها ذريعةً لمحاربة من أعلن الجهاد على المرتدين سواءً في الجزيرة أو مصر أو غيرها .

كل هذه العوامل وغيرها مما أثر على مسيرة الجهاد في الجزائر سلبًا لا بد من تفاديها مستقبلاً ومحاولة الوقوف في صف الإخوة المجاهدين ودعمهم بالغالي والنفيس استجابةً لأمر الله عز وجل , وفي رأيي أن الدعم الإعلامي هو الواجب في هذه المرحلة لمن هو خارج الجزائر , ومحاولة رسم صورةٍ مغايرةٍ لما رسمه الإعلامي الصليبي وتابعه الإعلام المرتد عن الإخوة المجاهدين في الجزائر , ويشمل هذا الدعم توزيع ونشر المواد الإعلامية الصادرة من قبل الإخوة على مستوى الإنترنت وعلى المستوى الشعبي كما هو الوضع حاليًا مع منشورات الإخوة المجاهدين في العراق , كما يشمل جانب التحليل والمناقشة في المنتديات الجهادية وإنزال المقالات التي تقيِّم الوضع في الجزائر وتراقبه عن كثب , وهذا لما للمنتديات الجهادية من أثرٍ فعال في تثقيف الأمة ونشر الفكر الجهادي بين أبنائها مما جعل الأعداء يشنون الحملة الشعواء على هذه المنتديات المباركة في هذه المرحلة بعد أن علموا أنها وسيلة اتصالٍ مباشرةٍ بين عقول معتنقي هذا الفكر الجهادي المبارك .

وللعلم فالجهاد في الجزائر قام على يد الجماعة الإسلامية المسلحة التي حققت الكثير والكثير من الإنجازات واستطاعت تجييش الكثيرين من أبناء الجزائر وما جاورها كـ( ليبيا ) مثلاً , وبعد فترةٍ من السير على الطريق الصحيح تولى زمام الأمور عددٌ من التكفيريين الغلاة الذين أساؤوا لاسم الجهاد وقتلوا الأبرياء باسمه , وعندها تفرق الصف الجهادي وأعلن الكثير من المخلصين البراءة مما يحصل باسم الجماعة , وظل الحال على ما هو عليه فترةً إلى أن التم شمل المخلصين مرةً أخرى وأعلنوا براءتهم مما حصل ويحصل , وأعلنوا عن تغيير اسم الجماعة إلى الجماعة السلفية للدعوة والقتال وأصدروا ميثاقًا يوضح عقيدة الجماعة ومنهجها ونُشِر الميثاق على نطاقٍ واسعٍ وعلى شبكة الإنترنت , واسترد الجهاد عافيته مرةً أخرى وانطلق تحت رايةٍ سلفيةٍ صحيحةٍ واجهت الكثير من العقبات والمخاطر .

من اجل هذا كله قامة ثلة مباركة وامتثلت أمر ربها وقررت الخروج على هذا الطاغية المجرم و قتاله هو و طائفته حتى لاتكون فتنة و يكون الدين كله لله و الحمد لله الذي و فقنا لوضع أولى اللبنات في طريق الجهاد بأرض طارق بن زياد و يوسف بن تاشفين وانبرى أسود التوحيد لقتال جحافل المرتدين و استئصال شأفتهم و استنقاذ أسرى المسلمين من سجونهم و قررت الانضواء في جماعة أطلقت عليها اسم الجماعة الإسلامية للتوحيد و الجهاد بالمغرب تهدف إلى إقامة حكم الله في الأرض و تطهير هذه البقعة الطاهرة التي فتحها أبناء الصحابة من رجس هؤولاء المجرمين تنطلق من العقيدة في جميع تصرفاتها و تصوراتها وهي الميزان الذي تزن به الأمور على كافة الأصعدة.
و نعتقد أن الجهاد في سبيل الله هو الطريق الشرعي الصحيح الذي يمكن الأمة من استئناف حياة إسلامية و قيام خلافة راشدة و هو الطريق الصحيح الذي يمكن الأمة من استرداد حقوقها المغتصبة و المنتهكة و ما أكثرها و هو الطريق الشرعي الصحيح الذي تصان به الحقوق و الحرمات من السطو و الاعتداء وهو أقرب السبل و أيسرها و أقلها تكلفة للوصول إلى غايات و أهداف هذا الدين و لانرى شيئا أوجب في هذا العصر بعد الإيمان بالله تعالى من قتال هؤولاء القوم المجرمين الذين أفسدوا على المسلمين دينهم.
ولمن سأل عن عقيدتنا و منهجنا فنقول و بالله تعالى التوفيق و السداد:
أننا جماعة تعتقد ما كان عليه سلف هذه الأمة ابتداء بما كان عليه صحابة رسول الله صلى الله عليه و سلم المستمدين عقيدتهم من معين الوحيين الكتاب و السنة مرورا بأعلام القرون الثلاثة المفضلة الذين زكاهم رسول الله صلى الله عليه و سلم و شهد لهم بالخيرية وسط بين أهل الإفراط و التفريط ما نحن بالجفاة ولانحن بالغلاة.
نؤمن بأن الله و حده لا شريك له لا في ربوبيته و لا في ألوهيته ولا في أسمائه و صفاته.
و نبرأ و نخلع و نكفر بكل مشرع سواه فإن من اتخذ حكما أو مشرعا غير الله تعالى على تشريع مناقض لشرعه سبحانه فقد اتخذ غير الله ربا و ابتغى غير الإسلام دينا.
و نعتقد أن الديمقراطية دعوة كفرية تعمل على تأليه المخلوق و اتخاذه ربا و ترد له خاصية التشريع و الحكم من دون الله تعالى فهي كفر بواح و خروج عن دائرة الإسلام فمن اعتقد بها أو دعا إليها و ناصرها أو تحاكم إليها فهو كافر مرتد مهما تمسح بالإسلام وتسمى بأسماء المسلمين.
ونعتقد أن الأنظمة الوضعية السائدة في بلاد الإسلام نظام كفري مقتبس من قوانين اليهود و النصارى واضعوها شركاء لله في الحاكمية و العاملون بتلك الأنظمة أو المقرون لها أو المتحاكمون إليها مشركون
ونعتقد كفر الحكام الذين يبدلون شرع الله بشرائع و قوانين الكفر و الحاكم الذي يجعل من نفسه ندا لله في خاصية التشريع فيشرع التشريع الذي يضاهي شرع الله
ونعتقد أن العلمانية على اختلاف راياتها ومسمياتها و أحزابها المعمول بها في الأمصار التي تفصل الدين عن الدولة و الحياة و شؤون الحكم و العباد و تجعل ما لله لله و هي زوايا التعبد و حسب و ما لقيصر لقيصر و هي جميع مرافق و شؤون الحياة وماكان لقيصر لا يصل إلى الله وليس من حقه ولا من خصوصياته التدخل فيه غرس خبيث و دخيل على الأمة و هي كفر بواح و مروق من الدين فمن اعتقد بها أو دعا إليها أو ناصرها أو قاتل دونها أو حكم بها فهو كافر مشرك.
و الإيمان عندنا قول و عمل و نية و سنة فهو اعتقاد بالجنان و إقرار باللسان و عمل بالجوارح و أن الإيمان يزيد بالطاعة و ينقص بالمعصية و أن الكفر يكون بالقول أو الفعل أو الترك أو الاعتقاد أو الشك إذ أن الكفر لا يحصر بالقلب فقط و أما الاستحلال فإنه لا يشترط الا للذنوب التي دون الكفر و الشرك ولا نقول بقول الخوارج الذين يكفرون بالكبائر و لا بقول المرجئة الذين يقولون لا يضر مع الإيمان ذنب

THE FORWARD BASE OF JIHAD IN EUROPE

Italy has evolved from a logistics base for Islamic militants to a de facto base of operations for Algeria's Salafist Group for Preaching and Combat (GSPC) targeting Italy, other European countries and the United States. While the GSPC continues to engage in and support terrorist operations in Algeria, the group's emphasis on "out-of-Algeria" terrorist operations has made it the largest, most cohesive and dangerous terrorist organization in the al-Qaeda orbit.

GSPC cells in Italy employ a dual-track approach to planning terrorist attacks and provide support infrastructure—safe houses, communications, weapons procurement and documentation—to GSPC networks in other European countries.

Historical Timeline and Profile of the GSPC Network in Italy

Italian security services' detention of and investigations into the activities of Salafist Islamists recently culminated in the exposure of a deep and wide network of GSPC cells throughout Italy. In November and December 2005, Italian counter-terrorist operatives arrested five Algerian nationals on suspicion of planning terrorist operations in Italy and the United States, and of providing financial/weapons/logistical assistance to other jihadi cells in Europe (La Repubblica, November 17, 2005). The November arrests involved Yamine Bouhrama, Achour Rabah and Tartaq Sami. Italian security services believed Bouhrama was the head of the Salerno cell, and had contact with other GSPC cells in Milan, Brescia and Naples (La Repubblica, December 23, 2005).

Bouhrama's contact with other GSPC cell members in Italy enabled SISMI (the Italian military intelligence service) to identify two other GSPC members residing in Naples and Brescia: Khaled Serai and Mohamed Larbi. According to an intercepted conversation prior to his November arrest, Bouhrama discussed with Serai and Larbi an "attack against the infidel," and specifically discussed attacking a company somewhere in Italy (Corriere della Sera, November 17, 2005). According to Interior Minister Giuseppe Pisanu, Bouhrama, Serai and Larbi were planning a new series of attacks in the United States and considered targeting ships, stadiums or railway stations in an attempt to surpass the September 11, 2001 strikes by al-Qaeda. Similarly, the Italian police noted that these individuals were "primed" to strike targets in Italy (El Mundo, November 17, 2005).

Based on the communication patterns of GSPC cell members, Italian security services now believe that Bouhrama, Serai and Larbi were members of GSPC cells in Naples, Brescia, and possibly Venice that were headed by Lounici Dhamel, whom the Italian security services suspected as a senior GSPC member (Corriere della Sera, November 11, 2005). In 2004, the Italian police arrested Dhamel and at least two other Algerians after they were convicted of providing logistical support to the GSPC: Dhamel was one of approximately 12 Algerians convicted of supplying arms and false documents to the extremist group in 2002.

Connections between Italian GSPC and European Jihadi Cells

An interesting discovery arising out of the November and December 2005 Italian arrests is the connections between the Algerian jihadis in Italy and other Salafist Islamists in Europe. The relationship is based on logistical support, weapons procurement, communications venues, and propaganda mechanisms that enable GSPC and Salafist Islamists cells in Europe to plan terrorist activities in the countries in which they reside. Although the cells in Italy appear to be composed exclusively of Algerian Salafi-Jihadists, their interaction with mixed Moroccan and Algerian cells in Spain, Norway and other countries demonstrates that the desire for global jihad has overcome the historical animosity between these two national groups.

An additional finding of the Italian counter-terrorism investigations is the extent of communications between the GSPC cells in Italy and the Maghrebi-dominated networks in Spain and other European countries. Italian police have been investigating contacts between GSPC members in Italy and Algerian jihadis in Belgium, France, Germany, the United Kingdom, the Netherlands and Switzerland (Corriere della Sera, November 17, 2005). Bouhrama, Serai, and Larbi, for instance, used false documentation to travel together through France, Norway and other northern European countries. They are alleged to have procured false papers and funds to finance GSPC terrorist activities. For example, the computer of one of the Algerians, code named 007, registers contact with mujahideen in Bosnia and with Islamic militants in Norway, France, and the United Kingdom, as well as communication with elements of the Takfir wal Hijra organization (Corriere della Sera, November 11, 2005).

GSPC Cells in Italy

Special intelligence investigations into the activities of Algerian Salafi-Jihadists reveal that GSPC members established inter-connected cells throughout Italy. The Viale Jenner mosque in Milan and its cultural center stand out as the epicenter of jihadi-related activities.

Milan Cells:

2002: 13 Algerians and a Moroccan believed to be members of GSPC were arrested for illegally acquiring explosives and weapons. They operated out of the Milan mosque.

2003: Italian police arrested five Tunisians and a Moroccan imam, Mohamed El Mahfoudi, in raids at the mosque and at 40 sites associated with the GSPC. The six suspects were associated with the GSPC.

2004: Hassine Ben Moahmed Snoussi—forced to leave Italy for Tunisia—was associated with Arman Ahmed El Hissiny Helmy, an Egyptian imam of the Milan mosque.

Rabei Osman El Sayed Ahmed (a.k.a., Mohamed the Egyptian)—suspected head of al-Qaeda's networks in Europe—had many contacts in Milan, including the influential Yahia Payumi, who frequented the mosque.

September 2005: Italian police detained five of 11 Algerians suspected of membership in the GSPC, and investigated their involvement in planning a failed terrorist attack against the Spanish National Court in Madrid. Jamel Launici, alleged head of the Italian cell in charge of recruiting terrorists and obtaining explosives for the Madrid attack, was one of the detained.

Salerno GSPC Cell: Yamine Bouhrama, Achour Rabah, Tartaq Sami and Lounici Dhamel.

Possible Venice GSPC cell: Lounici Dhamel

Naples and Brescia GSPC Cells: Khaled Serai and Mohamed Larbi, who were in contact with Yamine Bouhrama of the Salerno cell, and Lounici Dhamel. There are likely other members that have not yet been identified.

Ben Khemais GSPC network: suspected by Italian and Spanish security services as leading al-Qaeda's regional network and one of the senior leaders of the jihadi networks in Italy. Khemais was arrested in 2001 in Italy and was involved in planning an attack on the U.S. Embassy in Rome.

Profile of Algerian Jihadis in Italy

According to available information, the GSPC network operating throughout Italy is almost exclusively composed of Algerian nationals who immigrated to the country during the past decade. Italian GSPC members have the following characteristics:


- They are first generation immigrants born in Algeria who immigrated to Italy probably for the purpose of setting up cells in support of the ongoing Islamist insurgency in Algeria and the GSPC in particular.

- They are young, male and usually poorly educated. It is unclear if these individuals were employed in Italy and, if so, where they worked and with whom.

- It is unclear if any of the men have family members in Italy.

- The level and intensity of association with Italian Muslims remains unknown.

Al-Qaeda's Second Front in Italy: Observations and Gaps

While Iraq is the new center of gravity for jihad, Europe has become an important logistical center critical to ensuring the constancy of jihad in Iraq and, increasingly, in Europe. Some of the more significant observations include:


- The return of jihadis from Iraq is transforming Europe from a logistical base to a forward terrorist planning center.

- The recruitment of Muslims for jihadist activities likely remains in the cultural centers and mosques and through the internet, as well as the prisons (La Repubblica, June 19, 2002). Yet, given the surveillance of these sites by Italian intelligence services, it is possible that Islamists are being driven away from the central mosques to smaller, makeshift mosques and possibly schools, stores and homes.

- The inter-personal relationships of GSPC members in Italy are crucial to the viability of these cells. Understanding these relationships would help counter-terrorism officials in devising effective programs to target their recruitment and logistical activities.

Conversely, insofar as the gaps in knowledge are concerned, security officials should investigate the degree and depth of contact between cell members prior and subsequent to arrival in Italy in order to identify points of leverage and influence in the jihadi movement.

Analysis: GSPC regroups in Italy

WASHINGTON, Feb. 18 (UPI) -- Al-Qaida's biggest ally in Africa is faltering in its efforts to transform the Sahara into an Afghanistan-style terror haven. But a critical mass of operatives has emerged in Italy, with ample resources and a broad shadow network primed to strike civilians across Europe.

Three Algerian members of the Salafist Group for Call and Combat, an Algeria-based terror group cited on the U.S. State Department's list of foreign terror organizations, were arrested last December by authorities in southern Italy and charged with planning attacks on civilians, according to Interior Minister Giuseppe Pisanu.

More than $22 million was reportedly found in a vehicle used by the cell, which was preparing to target ships, stadiums and railway stations in a bid to trump the Sept. 11, 2001 al-Qaida attacks against the United States.

Phone conversations intercepted by police contained discussions to kill "at least 10,000 people and blow up a vessel "as big as the Titanic," Pisanu said, a plot foretold by a GSPC statement four days after the 2001 attack, pledging its commitment to Osama bin-Laden's terror franchise and threatening to harm "the interests of European countries and the U.S."

The GSPC, once estimated to have some 300 members in Algeria, was formed in the late 1990s to topple the government and create an Islamic state. Militants carried out a series of successful attacks last summer that reportedly killed 40 soldiers in remote parts of Algeria and Mauritania, but Algerian authorities have since cracked down and gained the upper hand.

The latest GSPC offensive, a Dec. 24 bombing in Dellys, a northeast Algerian port, caused only one casualty. Three high-ranking GSPC officials surrendered two days later and reportedly called on remaining militants to do the same, echoing the words of founder and former leader Hassan Hattab, who gave up the gun last September. And just two weeks ago, Ahmed Zerabib, another founder and religious guru of the group was confirmed dead after a clash with the Algerian army.

But while the GSPC's operational capacity may be drying up in the desert, the group's "emphasis on 'out-of-algeria' terrorist operations has made it the largest, most cohesive and dangerous terrorist organization in the al-Qaida orbit," according to a new report released by the Jamestown Foundation, a Washington based think tank.

The report says Italy has "evolved from a logistics base" to a "de facto base of operations" for GSPC activities targeting Europe. The Italian network -- spanning Venice to Naples -- is said to be composed primarily of first-generation residents born in Algeria who immigrated to establish support cells for the ongoing insurgency in their homeland.

Algerian GSPC operatives based out of a Milan mosque were first arrested in 2002 for illegally acquiring explosives and weapons. In 2005, Italian police detained five of 11 Algerians suspected of belonging to the GSPC and investigated their involvement in a failed terrorist attack against the Spanish National Court in Madrid, among other incidents.

"GSPC cells in Italy employ a dual-track approach to planning terrorist attacks and provide support infrastructure -- safe houses, communications, weapons... and (forged documents) to cells elsewhere in Europe.

"Although the cells appear to be composed exclusively of Algerian Salafi jihadists," the report says, "their interaction with mixed Moroccan and Algerian cells in Spain, Norway and other countries demonstrates that the desire for global jihad has overcome the historical animosity between these two national groups."

Spanish authorities arrested 20 suspected terrorists Jan. 12 in Barcelona and Madrid, including Moroccan-born Omar Nackhcha, the head of a GSPC cell said to recruit and give logistical support to Iraq-bound militants and suicide bombers. A spokesman for Spain's Interior Ministry said one of the group's recruits was responsible for a suicide attack in November 2003 in Nasiriyah, Iraq, that killed 19 Italians and 9 Iraqis.

Nackhcha is also thought to have led another terrorist cell that helped the escape of three suspects in the 2004 Madrid train bombings that killed 191 persons.

Elsewhere, French authorities arrested 11 suspects last January with ties to the GSPC and charged them with recruiting suicide bombers to send to Iraq. In September, police seized three other Algerians affiliated with the group who were accused of preparing to bomb the Paris Metro.

Western intelligence agencies estimate the GSPC has an exile network of 800 to 900 active operatives and supporters spread throughout Europe, where arrests have also been made in Belgium, Britain, Norway and the Netherlands. Authorities fear the GSPC may hold a growing appeal to the thousands of estranged young Muslims that idle at the fringes of major European cities.

U.S. military officials, for their part, still insist that lawless swaths of Saharan Africa, coupled with high unemployment and swelling frustration with corrupt governments, gives the region significant "potential for instability" -- particularly since 50 percent of the population is younger than 15.

Concerned the area could become the "next Afghanistan," the U.S. kicked off a seven-year, $500 million counter-terrorism initiative to provide military expertise, equipment and developmental aid to nine North and West African countries considered fertile ground for the GSPC and other jihadist groups to recruit and train militants.

But a recent report by the International Crisis Group, a Brussels-based think tank, said the Sahara is "not a terrorist hotbed," and warned that heavy-handed U.S. military and financial support of authoritarian regimes could backfire.

الحمد لله، وصل اللّهمّ على محمد وآله وصحبه وسلّم

إلى المفرج عنهم من السجناء

إن السجن و القتل و النفي هي وسائل قديمة يلجأ إليها في كل مرة أعداء الله لمحاربة دعوات المرسلين عليهم الصلاة و السلام و صدّ أتباعهم عن سبيل الله ،و رسولنا صلى الله عليه و سلم هو كذلك ابتلي بما ابتلي به الأنبياء من قبله فقد أخبرنا القرآن كيف تآمر المشركون على وأد دعوته في مهدها و اتفقوا على التصدّي له إما بسجنه أو قتله أو نفيه من مكة أحبّ أرض الله إلى نبيه صلى الله عليه و سلم قال تعالى: ﴿وَإِذْ يَمْكُرُ بِكَ الَّذِينَ كَفَرُوا لِيُثْبِتُوكَ أَوْ يَقْتُلُوكَ أَوْ يُخْرِجُوكَ﴾ ، و الإثبات هنا المقصود به السجن.

و لا زال أتباع الرسول صلى الله عليه و سلم هذا حالهم مع المرتدين و الزنادقة و الظالمين في كل بلد من بلاد المسلمين عبر كل العصور .

و من آخر فصول هذه السنّة القدرية المتجدّدة و المتكرّرة ما حصل للمؤمنين في الجزائر حين قاموا و طالبوا بالرجوع إلى الإسلام ،فقد ثارت ثائرة الحكام المرتدين فسلّوا على الشعب سيف الإنتقام و صبّوا عليه ما تكنّه صدورهم من الحقد على الإسلام فعاثوا في الدماء و الأعراض و الحقوق فلما انجلى غبار المؤامرة الدنيئة رأى العالم عندها حجم الجريمة فإذا هي مشاهد لفظائع فاقت في بشاعتها جرائم الإستعمار الفرنسي...اختطاف للأبرياء ،و قتل عشوائي و ترهيب و تعذيب و تمثيل بالجثث و مقابر جماعية و مراكز للتعذيب و الإستنطاق منها المعروفة و أكثرها سرية و مطاردات للشباب المؤمن ،و معتقلات في أعماق الصحراء و محاكم قمعية أُنشئت لأجل الظلم و أحكام قضائية جائرة و قاسية و سجون ضاقت بنازليها من الذين لا ذنب لهم إلا أنهم قالوا ربنا الله .

و أدرك المجرمون أن البلاد غرقت في حرب مدمرة طويلة الأمد ،خطيرة العواقب ، لا سبيل للخروج منها دون عقاب أو حساب ﴿وَيَمْكُرُونَ وَيَمْكُرُ اللَّهُ وَاللَّهُ خَيْرُ الْمَاكِرِينَ﴾ فراحوا يحاولون ترقيع الخرق الذي صنعوه و رأب الصدع الذي أحدثوه فتعالت حينئذ الأصوات الداعية إلى المصالحة وتوالت عروض السلم و تتالت محاولات العفو و آخر هذه المحاولات ،إطلاق سراح المئات من المساجين في إطار تطبيق إجراءات قانون السلم والمصالحة الذي رفضته و ترفضه الجماعة السلفية للدعوة و القتال شكلا و مضمونا .

و عملية الإفراج هذه تدفعنا إلى إبداء الملاحظات التالية :
